Ordinance - 427ORDINANCE NO.427 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A . PRECISE PLAN FOR THE DWMOPMENT OF CERTAIN PROPERTIES IN.SAID CITY, PURSUANT TO SECTION.14 OF ORDINANCE NO.147 OF THE: CITY OF WEST COVINA, AND ANMDING.SAID ORDINANCE NO.147 (E.G.Hotchkiss). THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1. WHEREAS, Ordinance No.147 of the City of West Covina, as amended, known as the Zoning Ordinance, classifies certain properties described as the area located at or upon the east side of Glendora Avenue and the north side of Vine Avenue, as Zone C-1, as defined by the provisions of said Ordinance No.147, said property being more particularly described as: and Portion of Lot 237 of E.J.Baldwin's Fifth Subdivision as recorded in.Book 12 of Maps, pages 134 and 136 in the office of the County Recorder of Los Angeles County; WHEREEAS, the City Planning Commission of the City of West Covina has caused to be prepared a precise plan for the development of the above described area to encourage the proper utilization of such prop- erties; and WHEREAS, the said Planning Commission did on August 15,1955, conduct a duly advertised public hearing as prescribed by law and duly considered said precise plan; and WHEREAS, by Resolution No.286 the said Planning Commission on August 15, 1955, approved said plan and recommended to the City Council the adoption thereof, subject to the conditions hereinafter enumerated; and WHEREAS, the City Council of the City of West Covina did on September 12, 1955, hold and conduct a duly advertised public hearing -1- as prescribed y law and considered said precise plan thereat and duly adopted said plan, subject to the stipulations hereinafter enumerated: NOW, THEREFORE, the City Council of the City of West Covina does ordain as follows: That that certain Precise Plan No.55 for the development of the real property located as aforementioned, in • the City of We t Covina, heretofore approved and adopted by the City Planning ommission and by the City Council as aforesaid, be and the same i� hereby adopted as an Official Precise Plan, under and pursuant to thI provisions of Ordinance No.147 of the City of West Covina, for the areas hereinbefore specifically described, subject to the following conditions: 1. That the area necessary for the widening of Glendora Avenue and realignmen and the extension of the alley be deeded to the City of West Covina. 2. That t e 20 foot alley be extended easterly and southerly to Vine Avenue as proposed. 3. That the proposed commercial building shown at the southeast corner of subject property be set back a minimum of 12 feet from the existing masonry wall. 4. That �11 street improvements outlined in Section 49 of Ordinance N9.2251 including utilities, be installed accordingly and meet the approval of t�e City Engineer. This to include street lights, sidewalks and sanitary ewers. 5. That idewalks be shown along the rear and side of the proposed buildings. 6. That all bonds, fees and deposits be posted before building -2- permits are issued. 7. That all buildings and.signs be limited to one story in height. 8. That a 6 foot masonry wall be constructed along the northerly property line and easterly property lines as indicated on approved Precise Plan. • 9. That the northerly building be set back a minimum of 12 feet 11 from the north property line. 10. That the parking layout conform to the requirements of Ordinance No.325 and be subject to the approval of the City Engineer. SECTION 2. The City Clerk shall certify to the adoption of this Ordinance, and prior to the expiration of fifteen (15) days from the passage,thereof., shall cause the same to be published once in the West Covina Tribune, a newspaper of general circulation published and circulated in the City of West Covina, and thirty (30) days from and after the final passage thereof said Ordinance shall take effect and be in force. r ATTEST• � � City Clerk I HEREBY CERTIFY that the foregoing Ordinance was adopted at a regular meeting of the City Council of the City of West Covina, held on the 10th day of October, 1955, by the affirmative vote of at least -3- three Councilmen, to wit: AYES: Councilmen JAMES W.
