AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING A PRECISE PLAN FOR THE DEVELOPMENT OF CERTAIN
x PROPERTIES IN SAID CITY, PURSUANT TO SECTION 14 OF ORDINANCE NO.147
OF THE CITY OF WEST COVINA, AND AMENDING SAID ORDINANCE NO.147(Varney).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOE ORDAIN AD FOLLOWS:
SECTION 1. WHEREAS, Ordinance N0.147 of .the City of West
Covina, known as the Zoning Ordinance, as amended, classifies certain
properties described as the area located on the southeast corner of
• Rowland Avenue and Azusa Avenue as Zone R-A, with potential Zone C-1
classification, as defined by the provisions of said Ordinance No.147,
as amended by Ordinance No.325 of the City of West Covina; and
'flMEAS, the City planning Commission of the City of Kest
Covina. has considered a precise plan (revised) for the development
of the above described area to encourage the proper utilization of
such properties; and
WHEREAS, the said Planning Commission did on August 1, 1955,
conduct a duly advertised public hearing as prescribed by law and
duly considered the application of Charles W. Varney for a reclassi-
fication in the zoning of said property under said revised precise
plan; and
IWHEREAS,
by Resolution
No.285 the said
Planning
Commission
recommended to the City Council
the approval of
the said
plan and
requested reclassification; and
WHEREAS, the City Council of the City of West Covina, pursuant
to law, held and conducted a duly advertised public hearing and
considered said application for a. reclassification in relation to
the precise plan submitted concurrently therewith, and duly approved
said reclassification, subject to the stipulations hereinafter
enumerated:

NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows: That that certain precise plan and reclassi-
fication hereinabove described for the development of the real
property as aforementioned, in the City of West Covina, heretofore
approved as aforesaid by the City Planning Commission, be and the
• same is hereby approved, under and pursuant to the provisions of
Ordinance No.147 of the City of West Covina, as amended, for the
areas hereinafter specifically described, subject to the following
conditions:
(1) That the area for widening of Azusa Avenue be deeded to
the City of West Covina.
(2) That all street improvements outlined in Section 49 of
Ordinance No.225, including utilities, be installed accordingly and
meet the approval of the City Engineer. This to include street
lights and sidewalks.
(3) That a six (6) foot masonry wall"be constructed along
the easterly and southerly property lines.
(4) That all buildings and signs be limited to one story in
height.
(5) That the property line radius at the northwest corner
of the property be shown at 25 feet.
(6) That the parkway on Azusa Avenue be shown as eight (8)
feet and to conform with the requirements of the Division of Highways.
(7) That the 86 foot driveway approach and parallel parking
at the northerly end of the property be eliminated and the driveway
approaches be limited to 30 feet in width.

(8) That both alleys be shown as 20 feet and that they be
confined to the subject property.
(9) That the size and location of all signs not attached
to buildings be subject to the approval of the chief building
inspector.
(10) That a two (2) foot buffer and six (6) inch concrete
• curb be shown along the westerly side of parking area.
(11) That a two (2) foot buffer and six (6) inch concrete
curb be shown along Azusa and Rowland Avenues.
(12) That adequate water supply and fire protection be
provided as required by Ordinance No.237.
(13) That all bonds, fees and deposits be posted before
building permits are issued.
That Section 8 of Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, adopted January 21, 19489
be and the same is hereby amended by adding thereto, as a part of
the Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to wit:
Those portions of Lot 49 Block 21 of Phillips
Tract, in the City of West Covina, County of Los
Angeles, State of California, as shown on map
recorded in Book 9, at Pages 3 and 47 Miscellaneous
Records, on file in the office of the County Recorder
of said County, described,as follows:
The easterly 140 feet of the westerly 157 feet
of the northerly 140 feet of said 'Lot 41 Block 21.
be and the same is hereby excepted from the particular zone in which
said real property has otherwise been placed and designated by the
provisions of said Ordinance No.147, as amended, and all such real

property and territory is hereby reclassified so as to establish
said property and territory as a part of Zone C-1, under the
provisions of said Ordinance No.147, and the hereinafter described
real property, to wit:
The easterly 283 feet of the westerly 300
feet of the northerly 313 feet of said Lot 4,
Block 21, EMEPTING THEREFROM the easterly
140 feet of the . westerly 157 feet of the
northerly 140 feet
be and the same is hereby excepted from the particular zone in which
said real property has otherwise been placed and designated by the
Zoning Ordinance, as aforesaid, and all such real property is hereby
reclassified so as to establish said property and territory as a
part of Zone R-P, subject, however, to the development of both said
properties in conformance with said precise plan and subject to all
of the conditions hereinbefore enumerated.
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published once
in the West Covina Tribune, a newspaper of general circulation pub-
lished and circulated in the City of West Covina, and thirty (30)
days from and after the final passage thereof said Ordinance shall
take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West
Covina, held on the loth day of October, 1955, by the affirmative
vote of at least three Councilmen, to wit:
