Ordinance - 4181 ORDINANCE NO.418 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING SECTIONS 801 and 1407.OF ORDINANCE NO.325 OF THE CITY.OF WEST COVINA, KNOWN AS THE COMPREHENSIVE ZONING ORDINANCE. THE CITY COUNCIL OF TIE CITY OF WEST COVINA-DOES ORDAIN AS FOLLOWS: SECTION 1, That Section 801 of Ordinance No.325 of the City of West Covina, entitled "AN ORDINANCE AMENDING ORDINANCE NO. i 147 BEING AN ORDINANCE 'ESTABLISHING ZONES IN THE CITY OF WEST COVINA AND THEREIN REGULATING THE USE OF LAND, HEIGHT OF BUILDINGS, AREA OF LOTS AND PARCELS AND YARD SPACES; PROVIDING FOR'THE ADOPTION OF, MAPS SHOWING THE BOUNDARIES OF SAID ZONES; DEFINING THE TERMS USED IN THIS ORDINANCE; PROVIDING FOR ITS ADJUSTMENT, AMENDMENT AND ENFORCEMENT; PRESCRIBING PENALTIES FOR VIOLATION; REPEALING ORDINANCES OR PORTIONS OF ORDINANCES IN CONFLICT THEREWITH", adopted June 28, 1954, be and the same is hereby amended so as to read as follows: "Section 801: LIMITATIONS ON PERMITTED USES IN C-1 ZONE. 'Every use permitted in a C-1 zone.shall be subject to the following conditions and limitations: (1) All uses shall be conducted wholly within a building except such uses as drive-in restaurants and similar enterprises customarily conducted in the open, filling stations, electrical transformer substations, on -sale of nursery stock (no propagation or production - growing of stock). • (2) Products made incident to a permitted use shall be sold only at retail on the premises. (3) Permitted signs shall be subject to the .following conditions: L (a) Any exterior signs displayed shall be attached to the building and shall pertain only to the use con- ducted within the building. Where C-1 properties are used for conforming service station uses, standard type pole or banjo signs may be permitted in approved locations. (b) An identification sign may be placed on the rear of the building when an entrance therein opens onto a public parking area. -1- (c) Signs pertaining only to the rental, sale or lease of the premises upon which they are displayed, may be double faced, but shall"not exceed eighty (80) square feet in area, per face. (d) No sign displayed in zone C-1 shall be larger than eighty (80) square feet of aggregate surface area. (e) This section shall not apply when property classif ied.as C-1 comprizes part of the frontage on a block on one side of a street between intersecting streets and the remainder of the frontage in the same block is classified for C-1 purposes. (4) Not more than five (5) persons may be employed in such manufacturing, processing and treatment of products. (5) Storage shall be limited to accessory storage of commodities sold at retail on the premises. it SECTION 2. That Section 1407 of said Ordinance No.325 be and the same is hereby amended so asto read as follows: " Section 1407: OUTDOOR ADVERTISING DISPLAYS OR OUTDOOR ADVERTISING STRUCTURES. A..Notwithstanding any provisions of this ordinance, no outdoor advertising structures or outdoor advertising display shall be placed in the hereinafter described area of the City of West Covina. (1) The :areas extending five hundred (500) feet on either side of the center line of any highway desig- nated as a State or County Freeway. B. This Section shall have no application to,.�-the following: (1) Signs used exclusively- . (a) for the display of official notices issued by any court, public body or official, or for the posting • of notices by any public officer in the performance of a public duty, or by any person giving legal notice; (b) for the directional warning or informational purposes of a public or semi-public nature, directed and maintained by an official body. (2) A single sign not exceeding an aggregate size of eighty (80) square feet of surface area, which is used exclusively to advertise the ownership, sale or:lease of the property upon which such sign is placed; nor shall this Section have any application to signs advertising a business conducted, or services rendered, or goods produced or sold upon such premises, or any other lawful activity conducted on such premises, provided - (a) illuminated signs shall not be so located that any green, yellow or red light thereon will ,.materially or practically tend to interfere with approaching drivers readily distinguishing them from.a traffic signal. -2- (b) the erection and maintenance of all signs shall be in full accordance with the requirements of the Building Code, (Ordinance No.252). (c) all signs constructed or maintained within zones._R-A, R-1, R-21 R-39 R-P and C-1 shall not rotate or otherwise move, nor shall they be so designed and operated as to simulate motion. This shall not apply when property classified as C-1 comprizes part of the frontage on a block on one side of a street between intersecting streets and the remainder of the frontage in .the same block is classified for C-1 purposes. it SECTION 3. The City Clerk shall certify to the adoption of this Ordinance, and prior to the expiration of fifteen (15) days from the passage thereof, shall cause the same to be published once in the West Covina Tribune, a newspaper of general circulation published and circulated in the City of West Covina, and thirty (30) days from and after the final passage thereof said Ordinance shall take effect and be in for ATTEST: City Clerk I HEREBY CERTIFY that the foregoing Ordinance was adopted at a regular meeting of the City Council of the City of West Covina, held on the 22nd day of August 1955, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen JAMES W.
