Ordinance - 416ORDINANCE NO.416 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ATTENDING ORDINANCE NO.325 OF THE CITY OF WEST COVINA, IKNOWN AS THE COMPREHENSIVE ZONING ORDINANCE, BY.ADDING A NEW ARTICLE THERETO TO BE KNOWN AS AND NUMBERED 11 ARTICLE 7.111. THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1. That Ordinance No.325 of the City of West Covina, entitled "AN ORDIN CE.AMENDING ORDINANCE NO.147 BEING AN ORDINANCE ESTABLISHING ZONES IN THE CITY OF WEST COVINA AND.THEREIN REGULATING THE USE OF LAND, HEIGHT OF BUILDINGS,.AREA OF LOTS.AND PARCELS AND YARD SPACES; PROVIDING.FOR THE ADOPTION OF MAPS SHOWING THE BOUNDARIES OF SAID ZONES; DEFINING THE.TMIS USED IN THIS ORDINANCE; PROVIDING FOR ITS ADJUSTMENT, AMENDMENT AND ENFORCEMENT; PRESCRIBING PENALTIES FOR VIOLATION; REPEALING ORDINANCES OR PORTIONS OF ORDINANCES IN �1 CONFLICT THEREWITH", adopted June 28, 1954, be and the same is.hereby amended by adding thereto a new Article to be known as and numbered "Article 7.111 and to read as follows, to wit:. (!f to, ARTICLE 7.1 R-P RESIDENTIAL PROFESSIONAL (R-P Zone) Section 700.1: PERMITTED USES. In an R-P Zone only the following uses are permitted as hereinafter specifi- cally provided and allowed subject to provisions of Article 14 governing off-street parking requirements, except as otherwise herein provided. (1) Any use permitted in the R-3 Zone. (2) The following professional services: (a) Accountants. (b) Attorneys. (c) Doctors,,.Adntists, optometrists,chiropractors and others practicing.the healing arts for human beings and accessory uses such as occulists, dental laboratories, pharmacies dispensing drugs only and other technical laboratories servicing those uses permitted herein. (d) Engineers or architects. (e) Licensed real estate, insurance brokers or escrow agents. The professional uses permitted by the provisions of this Article shall include only uses involving the rendering of services and shall not include the manufacturing, fabricating or selling of any article or commodity other than"that incidental to the professional service rendered. Such uses shall not include hospitals, convalescent or guest homes, or sanitariums, or facilities for the confined care of mental cases, contagious or communicable diseases, or surgical or other treatment or care customarily provided in hospitals, sanitariums, convalescent or guest homes. (3) The following signs: (a) Name plates not exceeding two square feet in area containing the name of the occupant of the premises. -1- ,w. (b) Two identification signs, each not exceeding fifty -square feet in area or one sign not exceeding one -hundred square feet in area for multiple dwellings, hotels, clubs, lodges and other permitted uses. (c) One sign, not to exceed twelve square feet in area.giving information on availability of rentals on multiple dwellings, hotels, clubs, lodges and similar permitted uses or for sale or lease of the premises. Section 700.2: HEIGHT. No building shall exceed • one story in height nor.be more than eighteen feet in height with the 'exception of churches which shall have a maximum height of thirty-five feet. Section,700.3: FRONT YARD:, Every lot or parcel in 'the R-P Zone shall.have a front yard of not less than fifteen feet. Section 700.4: SIDE YARDS.`.", In the R-P Zone every lot and every parcel.shall have side yards as follows: - (1) Interior lots or parcels and corner lots or parcels -shall have a side yard on each side of a building as follows (a) In Area District 1 5 feet. (b) In Area District 11, 11A and 111- 7 feet. (2) Reversed corner lots or parcels shall have the following side yards: (a) On the side°of the reversed corner lot or parcel the side line of,which adjoins another lot or parcel, the side yard shall be the same as that required for an interior lot. (b) On the street side of the reversed corner lot or parcel there shall.be a side yard with a width of not less than fifty percent of the front yard required on the lot abutting the rear of such reversed corner lot or parcel and no accessory building on such lot or parcel shall project beyond the rear line of the required front yard of the lot abutting the rear of such reversed corner lo'.t or parcel. (c) If the rear of a,reversed corner lot abuts upon property classified for "C" or "M" purposes, or if the rear of such reversed corner lot abuts upon property occupied by a nonconforming nCn or "M" use having an unamortized,life of more than -ten years as defined by this ordinance for the abatement of noncon- forming uses in "R" Zones, then the provisions governing side yards on a corner lot shall apply to the reversed corner lot. Section 700.5: REAR YARD. Every lot and every parcel in the R-P Zone shall maintain a rear yard of not less -2- than fifteen feet. Section 700.6-. AREA. The minimum required area of a lot or parcel in the.R-P Zone shall be that required for the Area District in which a lot is located, and as provided.in Article 13. Section 700.7- AREA PIER DWELLING UNIT. The minimum area per dwelling unit in the R-P Zone shall be as follows: (1) Three Hundred (300) square feet for each guest room.in a boarding.or rooming house, hotel or apartment hotel. (2) Four Hundred (400) square feet for each dwelling unit having two rooms, (3) Six Hundred (600) square feet for each dwelling..unit having three rooms. (4) Seven Hundred (700) square feet for each dwelling unit having four rooms or more. Section 700.8-: PARKING REQUIREMENTS. ,(I) The number of off-street parking spaces required.shalknotbe less than -that set forth in (a) and,(b) below, with the 7exception of any use per- mittedinl­the'R-3 Zone'whichshall be governed by the provisions of Article 14 of-this;Ordinance. (a) one (1) space for each one hundred (100) square feet of.,floor area up to one thousand (1000.) square feet. (b) One (1) space for each two hundred (200) square feet of,floor area above one thousand (1*000) square feet., SECTION 2, The City Clerk shall certify to the adoption • of this Ordinance, and prior to the expiration of fifteen (15) days from the passage thereof, shall cause the same to be published once in the West Covina Tribune, a newspaper of general circulation published and circulated in the City of West Covina, and thirty (30) days from and after the final:ppassage thereof said Ordinance shall take effect and be in force ATTEST: M or of.tHe City of West CoV L City ClerlE na f .I HEREBY CERTIFY that the foregoing Ordinance was adopted at a regular meeting of the City Council of the City of West Covina, held on the 8th day of August, 1955, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen JAMES W.
