AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA ,
CALIFORNIA, ADOPTING A PRECISE PLAN FOR THE DEVELOPMENT OF
CERTAIN PROPERTIES IN SAID CITY, PURSUANT TO SECTION 14 OF
ORDINANCE N0.147 OF THE CITY OF WEST COVINA , AND AXENDING
ORDINANCE NO.147 (Frank Smith).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance N0.147 of the City of
West Covina, known as the Zoning Ordinance, classifies certain
0 properties described as the area located on the northwest corner
of Azusa Avenue and Rowland Avenue, as Zone R-A, with potential
commercial classification as defined by the provisions of said
Ordinance N0.147, and particularly Section 14, paragraph 4,
subparagraph (1), item (3) thereof; and
WHERMS, the City Planning Commission of the City of
West Covina has considered the adoption of a precise plan for the
development of the above described area to encourage the proper
utilization of such properties; and
WHEREAS, the said Planning Commission did conduct duly
advertised public hearingsas prescribed by law and duly considered
said precise plan; and
WHEREAS, the City Council of the City of West Covina did
• on June 13, 1955,' and on other dates as appears from the minutes
of the City Council meetings, hold and conduct a duly advertised
public hearing as prescribed by law and considered said precise plan
thereat and duly adopted said plan, subject to the stipulations
hereinafter enumerated:
NOW, THEREFORE, the City Council of the City of West
Covina does ordain as follows: That that certain Precise Plan

No.38, as amended, for the development of the real property
located on the northwest corner of Azusa Avenue and Rowland
Avenue, in the City of West Covina, heretofore approved and
adopted by the City Council as aforesaid, be and the same is
hereby adopted as an Official Precise Plan, under and pursuant
to the provisions of Ordinance No.147 of the City of West
Covina, for the areas hereinafter specifically described, sub-
ject to the following conditions:
(1) That the required area.for the widening of Azusa
Avenue, the proposed 60 foot street, and the alleys be deeded
to the City of West Covina;
(2) That all street improvements outlined in Section 49
of Ordinance No.225, including utilities, be installed accordingly
and meet the approval of the City Engineer. This to include street
lights, sidewalks, and curb and gutter along the south side of the
north lane of Rowland Avenue. All such improvements to be subject
to the establishment of grades and elevations of Azusa Avenue by
the State Division of highways provided such grades and elevations
• be established within ninety (90) days from the effective date
hereof;
(3) That all improvements conform to the Precise Plan No.
38 adopted for the area;
(4) That adequate water supply and fire protection be
provided in accordance with Ordinance No.237;
(5) That all bonds, fees and deposits for improvements be
posted before building permits are issued;

(6) That the building and signs on the C-1 property
be limited to one story in height;
(7) That the cul-de-sac be eliminated and that the
proposed street be extended to the alley, all as shown on said
precise plan;
(8) That a 15 foot loading zone be provided along the
west side of the building in addition to the proposed 20 foot
alley;
(9) That 5 foot sidewalks be shown in the parkways along
Azusa Avenue, Rowland Avenue, and the proposed street; and
(10) That a 6 foot masonry wall be provided along the
west boundary line of the area.
That Ordinance No.147 of the City of West Covina, known as
the Zoning Ordinance, originally adopted January 21, 1948,.as
amended, and the Zoning Map which is included therein and is a
part thereof, be and the same is hereby amended by adding thereto,
as a part of the Zoning Map of the City of West Covina., the
following:
• (a) The hereinafter described real property, to wit:
That portion of Lot 8, Block 17, of the Phillips
Tract, in the City of West Covina, County of Los Angeles,
State of California, as shown on map recorded in Book 9
at Pages 3 and 4 of Miscellaneous Records, on file in
the office of the County Recorder of said County,
described as follows:
The southerly 450 feet, of the westerly 305 feet, of the
easterly 322 feet of said Lot 8
be and the same is hereby excepted from the particular zone in
which said property has otherwise been placed and designated by

the provisions of said Ordinance No.147 and all such real
property is hereby reclassified so as to establish said real
property as a part of Zone C-1;
(b) That the.•hereinafter described real property, to wit:
The westerly 305 feet of the easterly 322 feet
of the northerly 160.50 feet of said Lot 8
aforesaid
be and the same is hereby excepted from the particular zone in
which said property has otherwise been placed and designated
by the provisions of said Zoning Ordinance and all such real
property is hereby reclassified so as to establish said property
a.s a part of Zone R-3 under the provisions of said Ordinance No.
147.
That the reclassifications provided in Subsections
(a) and (b) of this paragraph are subject to the conditions
hereinabove enumerated and to full compliance with the precise
plan, as revised, hereby adopted for the development of this area.
SECTION 2. The City Clerk shall certify to the adoption of
• this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published
once in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty
(30) days from and after the final passage thereof said Ordinance
shall take effect and be in force.
I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West
Covina, held on the llth day of July, 1955, by the affirmative
vote of at least three Councilmen, to wit:
