AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING A PRECISE PLAN FOR THE DEVELOP31ENT OF
CERTAIN PROPERTIES IN SAID CITY AND AMENDING ORDINANCE NO.147
OF THE CITY OF WEST COVINA AND THE ZONING MP OF SAID CITY
PROVIDING FOR A CHANGE OF ZONE TO CERTAIN C-1 AND R-3 USES
THEREOF (Zug).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, the City Planning Commission and
City Council has caused to be prepared a Precise Plan for the
development of those certain properties within the boundaries of
the area in said City hereinafter described, to encourage the.
proper utilization of such properties; and
WHEREAS, the said Planning Commission did conduct duly
advertised public hearings as prescribed by law and duly considered
said Precise Plan; and
WHEREAS, the said Planning Commission duly considered
said plan and declined to recommend to the City Council the adoption
thereof and concurrently for a change of zones under the provisions
of Section 14 of Ordinance No.147 of said City for the use of said
property for Cl and R-3 uses as shown on said plan; and

WHEREAS,

pursuant to notice
of
appeal duly
filed, did hold
and conduct"duly
advertised public hearings, as prescribed by law, and considered
said Precise Plan and change of zones thereat, and adopted and
approved said plan and the change of zones aforesaid, subject to
the stipulations hereinafter set forth:
NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows: that that certain revised Precise Plan for

the development of the area hereinafter described within said
City and the variance involving a change of zones for the use of
said property for C-1 and certain R-3 uses as in said revised
plan indicated, be and the same is hereby adopted as an Official
Precise Plan for the development of the area hereinafter specifi-
cally described, in conformity with the reclassification involving
the change of zones herein concurrently approved and under and by
• virtue of the provisions of Ordinance No.147 of the City of West
Covina, as amended, and of the applicable provisions of the
Conservation and Planning Act of the State of California, subject,
however, to the following conditions:
(1) That all street improvements outlined in Section 49
of Ordinance N0.225, including utilities, be installed accordingly
and meet the approval of the City Engineer. This to include street
lights and sidewalks and to be subject to the establishment of grade
of Azusa Avenue by the State Division of Highways if such grade be
established within ninety days of the effective date of this
Ordinance;
(2) That the area for the widening of Azusa Avenue be
deeded to the City of West Covina;
• (3) That adequate water supply and fire protection be
provided in accordance with Ordinance No.237;
(4) That all bonds, fees and deposits be posted before
building permits are issued;
(5) That a six (6) foot concrete block or masonry wall be
constructed for protection to potential R-1 property adjoining;
(6) That a height limit of one story be imposed on all
buildings within the proposed district;

(7) That advertising signs shall be not less than
fifty (50) feet removed from adjoining residential property
and shall be limited to one story in height; and
(8) That the construction be started within a period
of two (2) years.
That Ordinance No.147 of the City of West Covina, known as

the
Zoning Ordinance and
the Zoning Map
which is
included therein
and
is a part thereof, be
and the same
is hereby
amended by adding
thereto, as a part of said zoning map, the following:
(a) The southerly 140 feet of the westerly 215 feet of
the easterly 232 feet of a portion of Lot 8 of Block 20 of the
Phillips Tract, excepting therefrom the westerly 90 feet, in the
City of West Covina, County of Los Angeles, State of California,
as shown on map recorded in Book 9, Pages 3 and 4 of Xiscellaneous
Records in the office of the County Recorder, shall be and is
hereby excepted from the particular zone in which such real property
has otherwise been placed and designated by the provisions of shid
Ordinance No.147, as amended, and such real property is hereby
reclassified so as to establish said real property as a part of
• Zone C-1 under the provisions of said Zoning Ordinance;
(b) The westerly 90 feet of the southerly 140 feet of the
westerly 215 feet of the easterly 232 feet of said Lot 8, shall be
and is hereby excepted from the particular zone in which said real
property has otherwise been placed and designated by the provisions
of said Ordinance No.147 and all such real property is hereby
reclassified so as to establish said real property as a part of
Zone R-3 in order to permit the use of said last-mentioned real

property for the construction and maintenance of medical and
professional buildings only (not including business or commercial
uses or other Zone R-3 uses ordinarily permitted in the commer-
cial or R-3 Zones as defined and enumerated in said Zoning Ordinance);
(c) The southerly 330 feet of the easterly 280 feet
of the westerly 297 feet of Lot 5, of Block 21 of Phillips Tract,

in the City of West Covina aforesaid, excepting therefrom the
southerly 140 feet of the easterly 105 feet thereof, shall be and
is hereby excepted from the particular zone in which said real
real property has otherwise been placed and designated under the
Zoning Ordinance and such real property is hereby reclassified
and changed so as to establish said property as a part of Zone C-1;
(d) The southerly 140 feet of the easterly 105 feet of
the southerly 330 feet of the westerly 297 feet of said Lot 5,
shall be and is hereby excepted from the particular zone in which
said property has otherwise been placed or designated under the
provisions of the Zoning Ordinance and said real property is hereby
reclassified so as to establish it as a part of Zone R-3 in order
• to permit the use of said last-mentioned property for the
construction and maintenance of medical and professional buildings
only (not including business or commercial uses permitted in
commercial zones or other uses permitted in Zone R-3 as defined
and enumerated in the Zoning Ordinance);
(e) The northerly 130 feet of the easterly 280 feet of
the southerly 460 feet of the westerly 297 feet of said Lot 5,
shall be and is hereby excepted from the particular zone in
which said property has otherwise been placed and designated
by the provisions of said Zoning Ordinance and said real
property is hereby reclassified and changed so as to establish
said property as a part of Zone R-3 as defined in said Zoning
Ordinance;
• That all of the property hereby reclassified sha.11 be
developed and used in conformance with the Revised Precise Plan
hereby adopted and approved and subject to the conditions here-
inabove enumerated.
SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15)
days from the passage thereof, shall cause the same to be published
once in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty
(30) days from and after the final passage thereof said Ordinance
shall take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West
Covina, held on the 27th day of June, 1955, by the affirmative vote
