AN ORDINANCE OF THE CITY COUNCIL Oii,'. THE CITY OF WEST COVINA ,
CALIFORNIA, REQUIRING STORES AND OTHER COMERCIAL BUILDINGS TO
FRONT UPON A DEDICATED STREET OR HIGHWAY; PROVIDING PENALTIES
FOR THE VIOLATION OF SUCH ORDINANCE AND DECLARING THE URGENCY
(HEREOF.
`THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. That no store building or other structure to
be used for any business or commercial purpose shall hereafter be
erected unless the frontage of the lot, or parcel of land upon which
such building or structure is erected, abuts on one side of a public
street between two intersecting streets and unless the front of such
building or structure shall abut on and face such public street,
provided, however, that when practical difficulties or unnecessary
hardships result through the strict and literal interpretation and
enforcement of the provisions hereof, the City Council may, upon
the adoption of a precised plan for the development of a particular
lot or parcel of land and upon such conditions as it may establish,
expressly vary or waive the requirements of this section. The
word "street" as used herein shall mean a street, highway, or other
public way which has been or may hereafter.be dedicated as such
and open to public use, not including an alley.
SECTION 2. Any person who shall violate any of the pro-
visions of this Ordinance shall be deemed guilty of a misdemeanor,
and upon conviction thereof shall be punishable by a. fine not
exceeding Five Hundred Dollars ($500.00), or by imprisonment in
the City Jail of the City of West Covina or the County Jail of the
County of Los Angeles for a term not exceeding six (6) months,
or by both such fine and imprisonment.

SECTION 3. This Ordinance is urgently required for
the immediate preservation of the public health, peace and safety
and is hereby declared to be an urgency measure therefor and shall
take effect immediately upon its passage and adoption. A declaration
of the facts constituting its urgency is as follows: that there
are now being planned and developed in the City of West Covina
store buildings and other commercial structures upon properties
which do not front upon or face public streets and it is imperative
that adequate regulations be established without delay to promote
and insure the orderly development and use of lands in the City
of West Covina, to insure to the public adequate access to, ingress
to and egress from, such buildings and structures, and thus to
insure proper planning and safety; the immediate adoption of this
Ordinance is essential in order to effectuate the purposes herein
described and to preserve the public -peace, health and safety.
SECTION 4. The City Clerk shall certify to the adoption
of this Ordinance, shall cause the same to be published once in
the'West Covina Tribune, a newspaper of general circulation,published
IS and circulated in the City of West Covina, and thereupon and there-
after the same shall take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was
adopted at a regular meeting of the City of West Covina.,
held on the 13th day of June, 1955, by the affirmative vote
of at least three Councilmen, to wit:
