ORDINANCE NO.399
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, AMENDING ORDINANCE.NO.147.OF THE CITY OF WEST COVINA,
KNOWN AS.THE ZONING ORDINANCE, AND CHANGING THE,ZONING MAP
ATTACHED THERETO . AND HADE A PART THEREOF . (De . Pietro) .
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. That Ordinance No.147 of the City of West Covina,
entitled I►AN ORDINANCE ESTABLISHING ZONES IN THE CITY OF WEST COVINA,
• AND THEREIN REGULATING THE USE OF LANDS, HEIGHT OF BUILDINGS AND
YARD SPACES; ADOPTING A MAP SHOWING THE BOUNDARIES OF SAID ZONES;
DEFINING THE TERMS USED IN THIS ORDINANCE; PROVIDING FOR ITS ADJUST-
KENT, AMENDMENT AND ENFORCEMENT; PRESCRIBING PENALTIES FOR VIOLATIONS
AND REPEALING ORDINANCES OR PORTIONS OF ORDINANCES IN CONFLICT
THERE\ITH", adopted February 5, 1948, as amended, be and the same
is hereby further amended by adding thereto, as a part of the
Zoning �iap of the City of West Covina, the following:
Lot 3 of the Reichard Tract, as per map recorded
in Book 12 Page 121 of.Maps in the office of
the -County Recorder of said county, excepting the
westerly 14 feet thereof and also excepting that
portion lying within Garvey Avenue
be and the same is hereby excepted from the particular zone in which
such real property has otherwise been placed and designated by the
provisions of this section, and all such property and territory is
hereby granted a variance in accordance with the provisions of said
Ordinance No.147, as amended, so as to establish the real property
aforesaid as a part of Zone C-1, except the easterly 105 feet thereof
which is hereby established as a part of Zone R-3 and permitted to
be used for a professional building only in accordance with the

Precise Plan for the area on file herein, under the provisions
of said Ordinance No.147, subject to the following conditions:.
1. That area required for public streets be deeded to
the City of West Covina;
2. That north and south street between Harbert Street
• and Garvey Avenue be 60 feet in width;
3. That all street improvements, outlined in Section 49 of
Ordinance No.225, including utilities, be installed accordingly
and meet approval of the City FItgineer. This to include street
lights and sidewalks;
4. That all lots conform to Area District 1 requirements;
5. That boundary of this property conform with right-of-
way of State Division of Highways;
6. That a 6 foot masonry wall be constructed along the
easterly side of the property;
7. That adequate water supply and fire protection be
provided;
8. That all bonds, fees and deposits be posted before build-
ing permits are issued; and
9. That all buildings be limited to one story in height.
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published
once in the West Covina Tribune, a newspaper of general circulation

published and circulated in the City of West Covina, and
thirty (30) days from and after the final passage thereof
said Ordinance shall take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West
Covina, held on the 13th day of June, 1955, by the affirmative
vote of at least three Councilmen, to wit:
