AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA-, ADOPTING A.. PRECISE PLAN FOR THE DEVELOPMENT OF'
CERTAIN PROPERTIES IN SAID CITY, PURSUANT TO SECTION 14 OF
ORDINANCE NO.147 OF THE CITY OF WEST COVINA, AND AMENDING SAID
ORDINANCE NO.147 (Tesler and Hepner).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREA.S, Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance-,- as amended, classifies
certain properties described as the area located on the northeast
• corner of Garvey Avenue and Hollenbeck Street, as Zone R-A, with
potential Zone C-1 classification as defined by the provisions of
said Ordinance No.147, as amended by Ordinance No.325 of the City
of West Covina; and
MHEREA.S, the City Planning Commission of the City of West
Covina has caused to be prepared a precise:•nlan for the development
of the above described area to encourage the proper utilization of
such properties; and
WHEREAS, the said Planning Commission did on February 21,
1955, conduct a duly advertised public hearing as prescribed by law
and duly considered the application of Dean Fesler and Ben Hepner
for a reclassification in the zoning of said property under said.
• precise plan; and
WHEREA.S, by Resolution No.245 the said Planning Commission
approved said application and recommended to the City Council the
adoption thereof,subject to the conditions hereinafter enumerated; and
MIEREA.S, the City Council of the City of West Covina did
on March 14, 1955, hold and conduct a duly advertised public hearing
as prescribed by law and considered said application for a

reclassification in relation to the heretofore approved precise
plan thereat and duly approved said reclassification, subject
to the stipulations hereinafter enumerated:
NOW9 THEREFORE, the City Council of the City of West Covina
does ordain as follows: That that certain reclassification here-
inabove described,f or the development of the real property located
on the northeast corner of Garvey Boulevard and Hollenbeck Street,
• in the City of West Covina, heretofore approved by the City Planning
Commission, be and the same is hereby approved, under and pursuant
to the provisions of Ordinance No.147 of the City of West Covina,
as amended, for the areas hereinafter specifically described,
subject to the following conditions:
(1) That area for proposed widening of Hollenbeck Street
be deeded to the City of West Covina;
(2) That the six foot high concrete block wall be constructed
as indicated on plot plan on file herein;.
(3) That all street improvements outlined in Section 49 of
Ordinance No.2559 including utilities, be installed accordingly and
meet approval of the City Engineer. This to include street lights
and sidewalks;
• - (4) That developer request opening of Lot 63, Tract No.20181
for alley purposes and access to Tract No.20181;
(5) That the Precise plan conform to proposed right-of-way
of Division of Highways;
(6) That buildings do not exceed one story in height;
(7) That adequate water supply and fire protection be pro-
vided as required by Ordinance N0.237;

(8) That all bonds, fees and deposits for improvements
be posted before building permits are issued.
That Section 8 of Ordinance No.147 of the City of blest
Covina, known as the 'Zoning Ordinance, adopted January 21, 1948,
be and the same is hereby amended by adding thereto, as a part
of the Zoning Nap of the City of West Covina, the following:
The hereinafter described real,property, to wit:
Lot 5, Block 27 of Phillips Tract, Rancho
La Puente, except streets and highways, in
the City of West Covina, County of Los
Angeles, State of California, as recorded
in Book 9, Pages 3 and 4 of Kiscellaneous
Records in the office of the County Recorder
of said County
be and the same is hereby excepted from the particular zone in
which said real property has otherwise been placed and designated
by the provisions of this section, and all such real property
and territory is hereby reclassified so as to establish said
property and territory as a part of Zone C-11 under the provisions
of said Ordinance No.147, subject, however, to all of the condi-
tions hereinbefore enurierated.
SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the.expiration of fifteen (15)
days from the passage thereof, shall cause the same to be published
once in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina,, and thirty
(30) days from and after the final passage thereof said Ordinance
shall take ff ect and be in force

I IIEREBY CERTIFY that the foregoing Ordinance was
adopted at a regular meeting of the City Council of the City
of West Covina, held on the llth day of April, 1955, by the
affirmative vote of at least three Councilmen, to wit:
