AN ORDINANCE OF' THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, PROHIBITING THE SALE "'OSSESSION BY PERSONS
UNDER THE AGE OF EIGHTEEN (18) YEARS OF FIREARMS AND AMMUNITION,
AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. 'Except as provided in Section 3 thereof, no
person shall have in his possession within this City, and no person
shall fire or discharge or cause to be fired or discharged within
the City, any firearms, cannon, gun, pistol, revolver, rifle, air -
rifle, air gun, B B gun or pellet gun.
SECTION 2. No parent, guardian or person having the care,
custody or control of any minor shall permit such minor to have in
his possession within this City, or to fire or discharge, or cause
to be fired or discharged, within this City, any firearm, cannon,
gun, pistol, revolver, rifle, air rifle, air gun, B B gun or pellet
gun, all referred to in Section 3 as "firearms".
SECTION 3. The provisions of this ordinance as to the use
of any of the firearms mentioned therein shall not apply to any of
the following cases:
(a) To police, peace officers, or persons in military ser-
vice in the discharge of their duties and using reasonable care;
• (b) To persons using firearms in necessary self defense;
(c) To the possession of such firearms for keeping at the
place of residence or business of the person otherwise in lawful
possession thereof, or while traveling to or from a legal firing,
shooting or target range or hunting ground;
(d) To the discharging or firing of such firearms or causing
them to be discharged or fired, at a legal firing, shooting or target
range.or hunting ground.

SECTION 4. No person shall sell, exchange, give or
loan to any person under eighteen (18) years of age any gun,
revolver, pistol or firearm of any description or any spring or
air gun designed or intended to discharge -any shot or other
deadly or dangerous missile, or any ammunition, cartridge, shell,
. or other devise containing any explosive device designed and
intended for use in any of the weapons enumerated herein.

SECTION 5.
No person under eighteen (18) years of age
shall have in his possession, care, custody or control any article
or thing mentioned in Section 4 hereof.
SECTION 6. Any person who shall violate any of the provi-
sions of this Ordinance shall be deemed guilty of a, misdemeanor,
and upon conviction thereof shall be punishable by a fine not ex-
ceeding Five Hundred Dollars ($500.00) or by imprisonment in the
City Jail of the City of West Covina or the County Jail of the
County of Los Angeles for a term not exceeding six (6) months, or
by both such fine and imprisonment.
SECTION 7. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15)
days from the passage thereof, shall cause the same to be published
once in the West Covina Tribune, a, newspaper of general circulation
published and circulated in the City of West Covina, and thirty
(30) days from and after the final passage thereof said Ordinance
shall take effect and be in force.
