AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA.,
CALIFORNIA, AMENDING ARTICLE 13 OF ORDINANCE NO.325 OF THE
CITY OF WEST COVINA. BY AXENDING SECTIONS 1300 and 1301 THEREOF
AND BY ADDING A NEW SECTION THERETO. TO BE KNOWN AS SECTION 1306,
AND DECLARING THE URGENCY HEREOF..
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
S`E�'CTION 1. That Section 1300 of Article 13 of Ordinance
No.325 of the City of west Covina entitled "AN ORDINANCE ATTENDING
ORDINANCE NO.147 BEING AN ORDINANCE ESTABLISHING ZONES IN THE CITY
OF WEST COVINA AND THEREIN REGULATING THE USE OF LAND, HEIGHT OF
BUILDINGS, AREA OF LOTS AND PARCELS AND YARD SPACES; PROVIDING FOR
THE ADOPTION OF MAPS SHOWING THE BOUNDARIES OF SAID ZONES; DEFINING
THE TER31S USED IN THIS ORDINANCE; PROVIDING FOR ITS ADJUSTMENT,
AMENDHENP T AND ENFORC`OfENT; PRESCRIBING PENALTIES FOR VIOLATION;
REPEALING ORDINANCES OR PORTIONS OF ORDINANCES IN CONFLICT THERE-
WITH", adopted June 28, 1954, be and the same is hereby amended to
read as follows:
"SECTION 1300: ESTABLISHM1ENT OF DISTRICTS. In recogni-
tion of the variations in topographical conformation
and geographical relationship of portions of the City,
one to the other, and the advantages that can attach to
living conditions including considerations of health,
safety and welfare and the amenities of living
which naturally relate to the area devoted to residential
and related purposes, there are established five (5)
area districts within each of which minimum lot or parcel
areas, widths and depths, and minimum living space area
in dwellings are required.
SECTION 2. That Section 1301 of said Ordinance No.325
be and the same is hereby amended to read as follows:
"SECTION 1301: BOUNDARIES. The boundaries of said
five (5) area, districts shall be as shown by.a dash
line delineating the boundaries of such districts on the
zoning map".

SECTION 3. That said Ordinance No. 325 be and the same is hereby
amended by adding thereto a new section to be known as and numbered Section
1306 and to read as followsa
"SECTION 1306. AREA DISTRICT IV. The lot or parcel area re-
quired.in Area District IV shall be a minimum of twenty -thousand
square feet, and no lot or parcel shall be less than one hundred
ten (I10) feet in width. In Area District IV the .area of the dwelling
• enclosed within .the exterior walls of the main building shall be not
less than sixteen hundred (1600) square feet, exclusive of garages.
and porches."
SECTION 4. This .ordinance is urgently required for the immediate
preservation, of the public health, peace and safety and is hereby declared
to be an urgency measure therefor and shall take effect and be in full force
immediately upon .its passage and adoption. A declaration of the facts con-
stituting its urgency is as follows: that there are now being planned and
developed .in the City -of �Wes.t. Covina and in territory which is presently
proposed to be -annexed to, incorporated in and made a part of the City of
West Covina numerous subdivisions of lands comprising high=class hillside
sites and.areas which .cannot be properly or, appropriately classified or in-
cluded in.the area districts heretofore establishing and existing under the
provisions of said Ordinance No. 325 but which require the establishment
of appropriate regulations.for a new and additional area district as prescribed
herein; that it is imperative that adequate regulations.be so established
without. delay to promote and insure the orderly development. and use of terri
in the City of West Covina, and to. insure proper planning and safety; new
subdivision maps have. already been presented to .the. City and await approval
and the immediate adoption of this ordinance is essential in order to effectuate
the purposes herein_ des cribed .and to preserve the public peace, health _and

SECTION 5. . The City Clerk shall certify to the adoption of
this Ordinance, shall cause the same to be published once in.the
West Covina Tribune,. a newspaper of general circulation published
and circulated in the City of West Covina,, and thereupon and there-
• afterthe same shall take effect and be in force.

of at least three Councilmen, to wit:
