N ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA.,
CALIFORNIA., MAKING A CONDITIONAL VARIANCE TO CERTAIN PROVISIONS
OF ORDINANCE NO.147 OF SAID CITY,.PURSUANT TO SECTION 15 THEREOF
(West Covina School District)..
THE CITY COUNCIL OF THE CITY OF WEST COVINA. DOES ORDAIN AS FOLLOWS:
SECTION 1. The petition of West Covina School District
having been filed in the office of the City Planning Commission
pursuant to Article 17 of Ordinance No.325, being an amendment to
• the provisions of Ordinance No.147 of the City of West Covina
establishing zones or districts and regulating therein the use of
land, height of buildings and yard spaces, adopted on. the 21st day
of January, 19489 asking that a conditional variance be made and
a special use permitting affecting the property described in said
petition and setting forth the specific reasons therefor and the
circumstances in connection therewith, and recommendation having
been made by the Planning Commission to this Council by Resolution
No.228 of the Planning Commission, and a full investigation and
consideration of the facts having been made by this Council after
public hearings pertinent to such petition; the Council determines
that there are exceptional or extraordinary circumstances or
conditions applicable to the property involved and to the intended
use thereof that do not generally apply to the property or classes
of uses in the same zone or district in which said property is
located, and will not be inconsistent with the general purposes
of said Ordinance No.147, as amended;
This Council, therefore, grants a conditional variance
from the provisions of said Ordinance N0.147, but only so far as
such variance is necessary to permit the special use of the following

described real property, to wit:
Those portions of lots 199 and 208, E. J. Baldwin's
Fifth Subdivision, of a portion of Rancho La Puente, .
in the City of 'West Covina, County of Los Angeles, State
of California, as per map recorded in Book 12, Pages
134 and 135 of Maps in the office of the County Recorder
of said County, and of that portionof Service Avenue
vacated by order of the Board of Supervisors of said
County, recorded on April 139. 1917 in Book 259 Page 200,
Miscellaneous Records, in the office of the County Recorder
• of said County, described as follows:
Beginning at a 2 inch iron pipe marked L.S.1023 set
in a 12 inch concrete monument, said point being distant
North 00 40' East along the westerly line of Azusa Avenue,
formerly Sierra Street, 60 feet wide, 1289.92 feet from
the northerly line of Cameron Avenue, 60 feet wide, as
said westerly line of Azusa Avenue and said northerly line
of Cameron Avenue are shown on County Surveyor's Map B-611,
Sheet No..2 on file in the office of the County Surveyor
of said County; thence south 790 11' 351'"West 501.93 feet
to a 11 inch iron pipe set approximately 12 inches below
the surface of the ground and marked R.E.617; thence North
890 12' 1011 West 173 feet to a 11 inch iron pipe set
approximately 3 inches below the surface of the ground and
marked R.E.617; thence South 00 40' 50" West 560 feet to
a lead and tack set in a -concrete irrigation pipe approxi-
ma.tely 12 inches below the surface of the ground and marked
R.E.617, said last described point being a point in the
southerly line of said Lot 208; thence along said southerly
line South 890 19' 1011 East 665.04 feet to the said westerly
line of Azusa A.venue;.thence along Azusa Avenue, North
00 40' East 659.96 feet to the point of beginning
to be used for the purpose of establishing, maintaining and conducting
a public school.
This conditional variance is granted upon the following
terms and conditions:
1. That the site conform to Block Study No.33 adopted for
this area.
2. That the necessary area for streets indicated on area
plan and the widening of Azusa Avenue be deeded to the City of
West Covina.

3. That all street improvements outlined in Section 49
of Ordinance No.225, including utilities, be installed accordingly
and meet approval of the City Engineer. This to include street
lights, sidewalks and sanitary sewers.
4. That the area be fenced with 6 foot. woven wire fence.
5. That adequate water supply and fire protection be
provided.
6. That a plot plan be submitted and approved by the Planning
Commission before a building permit is issued.
SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be published once
in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina, and thirty (30)
days from and after the final passage ther.6of said Ordinance shall
take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West Covina,
held on the 28th day of February, 1955, by the affirmative vote of at
least three Councilmen, to wit:
