AN ORDINANCE OF THE CITY COUNCIL, OF THE CITY OF WEST COVINA
CALIFORNIA, AMENDING ORDINANCE NO.147.OF THE CITY OF WEST COVINA,
KNOWN AS THE ZONING ORDINANCE, AND CHANGING THE.ZONING MAP
ATTACHED THERETO AND MADE A PART THEREOF,(West Covina Development Co).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. That Ordinance No.147 of the City of West Covina,
entitled "AN ORDINANCE ESTABLISHING ZONES IN THE CITY OF WEST COVINA,
AND THEREIN REGULATING THE USE OF LANDS, HEIGHT OF BUILDINGS AND
YARD SPACES; ADOPTING A MAP SHOWING THE BOUNDARIES OF SAID ZONES;
DEFINING THE TERNS USED IN THIS ORDINANCE; PROVIDING FOR ITS ADJUST-
MENT, AMENDMENT AND "ENFORCEMENT; PRESCRIBING PENALTIES FOR VIOLATIONS
AND REPEALING ORDINANCES OR PORTIONS OF ORDINANCES IN CONFLICT
THEREWITHIt, adopted February 5, 19489 as amended, be and the same is
hereby further amended by adding thereto, as a part of the Zoning
Nap of the City of West Covina, the following:
That portion of Lot 169 of the E.J.Baldwin's
Fourth Subdivision as recorded in ..21ap-.:Book 8,
Page 186 of Naps, Los Angeles County Recorder';
located south of Garvey Boulevard and northwest
of Glendora Boulevard_, as shown upon map sub-
mitted and filed in conjunction with zone
variance application No.135
be and the same is hereby excepted from the particular zone in which
such real property.has otherwise been placed and designated by the
provisions of this section, and all such property and territory is
hereby granted a variance in accordance with the provisions of said
Ordinance No.147, as amended, so as to establish the real property
aforesaid as a part of Zone C-39 under the provisions of said
Ordinance.No.147, subject to the following conditions:
1. That development of the area conform to adopted over-all
Precise Plan of C-3 area, Central Business District, with adequate

access provided to the off-street.parking area.
2. That area for widening of Glendora Avenue (including
service road) and the area for proposed street along southwesterly
side of subject property be deeded to City of West Covina.
3. That all street improvements outlined in Section 49 of
Ordinance No.225,
including utilities, be
installed accordingly
and meet approval
of City -Engineer. This
to include street lights
and sidewalks.
4. That adequate water supply and fire protection be provided
as required by Ordinance No.237.
5. That all bonds, fees and deposits be posted before building
permits are issued.
6. That plot plans be furnished the Building Inspector showing
layouts of buildings and conformance with parking requirements of
Ordinance No.2359 with adequate access thereto.
7. That subdivision maps or Record of Survey maps be recorded
if it is intended to divide existing parcels into more than four
(4) parcels.
• 8. That the development of the area conform to State Division
of Highways proposed right-of-way.
9. That appropriate legal description of area be provided.
10.. That construction of the buildings to be included in the
development of this property be commenced within two (2) years of
the effective date of this ordinance.

SECTION 2.
The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15)
days from the passage thereof, shall cause the same to be
published once in the West Covina Tribune, a newspaper of general
circulation published and circulated in the City of West Covina,
and thirty (30) days from and after the final passage thereof
said ordinance shall take effect and be in force.

I"HEREBY CERTIFY that the foregoing Ordinance was adopted at
a regular meeting of the City Council of the City of West Covina,
held on the 14th day of February, 1955, by the affirmative vote
of at least three Councilmen, to wit:
