ORDINANCE NO, �72
AN ORDINANCE OF THE CITY COUNCIL OF THE. CITY OF WEST COVINA,
CALIFORNIA APPROVING _ ANIMATION T02 INCORPORATING IN AND MAKING
A PART OF 6AID CITY OF WEST COVINA CERTAIN UNINHABITED TERRITORY
OUTSIDE THE SAID -CITY AND CONTIGUOUS THERETO, KNOWN AS "WEST
COVINA ANNEXATION DISTRICT 127."
WHEREAS,
under and pursuant to and
in accordance
with
the provisions of
the "Uninhabited Territory
Act of 1939,"
as
amended, the City Council of the City of West Covina, on its own
motion, has heretofore initiated proceedings for the annexation
to the City of West Covina of certain uninhabited territory con-
tiguous with and adjacent to the city limits of the City of West
Covina, in the County of Los Angeles, State of California, which
certain territory is more particularly described hereinafter, and
WHEREAS, prior to the initiation of said proceedings
the proposal for the annexation of said territory to the City of
West Covina was submitted to and reported favorably upon to the
proponents thereof by the Boundary Commissi.on.of Los Angeles
County with respect to the definiteness and certainty of the pro-
posed boundaries thereof, pursuant to Section 35002 of the
Government Code of the State of California, and
WHEREAS, said territory is uninhabited within the mean-
ing of Section 35303 of said Government Code, and
WHEREAS, said territory is contiguous to the City of
West Covina and no part thereof is included within another city,

WHEREAS, the City Council of the City of West Covina did
at a regular meeting thereof, held on the 13th day of December,
1954, by the affirmative vote of all Councilmen, pass and duly
adopt a resolution giving notice of the proposed annexation, and
WHEREAS, said resolution described the boundaries of
said territory specifically, designated it by an appropriate
name, to wit: "West Covina Annexation District No. 127911 and
set and contained -a notice of the day, hour and place when and
where said City Council would hear protests made by any person
owning real property within said territory, to wit: the 24th
day of January, 1955, at the hour of 8:00 o'clock P. M. in the
Council Chambers of the City Hall of the City of West Covina,
1444 West Garvey Boulevard, West Covina, California, and
WHEREAS, the aforesaid time set for hearing was not
less than fifteen (15) nor more than fifty (50) days from the
date of the adoption of said resolution, and
WHEREAS, the City Clerk of the City of West Covina
has posteda copy of said resolution and notice of hearing in
0 three (3) conspicuous places within said territory; has caused
a copy of said resolution and notice of hearing to be published
twice, but not oftener than once a week, to.wit: on December
232 1954 and on December 30, 1954, in The West Covina Tribune,
a newspaper of general circulation published in the City of
West Covina; and has caused a copy of said resolution and
notice of hearing to be published twice, but not oftener than

once a week, to wit: on December 23, 1954 and on December 302
1954, in the Pasadena Star -News, a newspaper of general circula-
tion published outside of the City of West Covinat to wit: in
the City of Pasadena, in the County of Los Angeles, being the
county in which is located said territory, and the aforesaid
posting and publication was completed twenty (20) days prior to
January 24, 1955, and
WBEREAS, the City Clerk of the City of West Covina
has caused written notice of said proposed annexation and hear-
ing of protests thereon to be mailed to each person to whom land
within the territory proposed to be annexed was assessed in the
last equalized county assessment roll available on the date the
proceedings were initiated at the address shown on said assess-
ment roll, or as known to said Clerk, and said notice by mail was
given twenty (20) days prior to January 242 1955, and
WHEREAS, no person has filed his name and address and
the designation'of lands in which he has any interest2 either
legal or equitable, with said City Clerk, and said City Clerk has
• caused the aforesaid written notice to be mailed to the Board of
Supervisors of Los Angeles County twenty (20) days prior to
January 241 1955, and no land within said territory is owned by
any other county, and
WBEREAS, there has heretofore been filed with said City
Clerk the written consent of the owners of all of the property
within said territory that said property after its annexation may

be taxed equally with the property within the City of West Covina
to pay the bonded indebtedness of the City of West Covina both
outstanding at the date of such annexation or theretofore autho-
rized and to be represented by bonds of the City of West Covina
thereafter to be issued, and
WHEREAS, at the
day, hour and
place aforesaid,
to wit:
January 24, 1955 at 8:00
o'clock P.M.,
said matter duly
came before
said City Council at a regular meeting thereof, for hearing, and no
owner of any property within said territory having filed a written
protest against said annexation, and no owner of any property
within said territory appearing in opposition thereto, and good
cause appearing therefor,
N OW , THEREF ORE , the City Council of the City of West
Covina does ordain as follows:
SECTION 1. That the annexation to the City of West
Covina of the territory hereinafter described, which boundary
description was submitted to and duly approved by the Boundary
Commission of Los Angeles County as to definiteness and certainty,
and which territory was designated in the resolution and notice of
• said Council as "West Covina Annexation District No. 127,11 be and
the same is approved, and the territory hereinafter described be,
and the same is hereby ordained to be annexed to, incorporated ins
and made a part of the City of West Covina, California, and shall
be taxed equally with the property within the City of West Covina

to pay the bonded indebtedness of the City of West Covina out-
standing on the date of such annexation for 1951 Improvement
Bonds heretofore authorized and issued by the City of West Covina
or bonded indebtedness theretofore authorized and to be represented
by bonds of the City of West Covina thereafter to be issued.
SECTION �,, The territory hereinbefore referred toy and
which is hereby annexed to and made a part and incorporated in said
City of West Covina, is more particularly described as follows, to
wit:
Beginning at a point on the northerly boundary line of
the City of West Covina, as same existed on November 2, 19532
said point being also the southwesterly corner of Lot 1,
Block 27 of the Phillips Tract, as per map recorded in Book
9 Pages 3 and 4 of Miscellaneous Records in the office of the
County Recorder of said County; thence northerly along the
westerly line of said Lot 1 and the northerly prolongation
of said westerly line to the southwesterly corner of Lot 8,
Block 22 of said Phillips Tract; thence northerly along the
westerly line of said Lot 8 to the northwesterly corner of
said Lot 8; thence easterly along the northerly line of said
Lot 8 to the northeasterly corner of said Lot 8 and the west-
erly boundary line of the City of Covina as same existed on
said date; thence southerly along the said westerly boundary
line of the City of Covina to the southerly boundary line of
said City of Covina; thence easterly along said southerly
boundary line of the City of Covina and the southerly line
of Workman Avenue 66 feet wide to the easterly line of the
westerly 270.6 feet of Lot 2, Block 26 of said Phillips
•, Tract; thence southerly along said last mentioned easterly
line to the southerly line of said Lot 2 and the said
northerly boundary line of the City of West Covina; thence
westerly along said northerly boundary line of the City of
West Covina to the point of beginning.
Said territory shall be designated "West Covina Annexation District
No. 127."
ESECZ ON 1. The City Clerk shall certify to the adoption

of this Ordinance, and prior to the expiration of. fifteen (15)
days from the passage thereof, shall cause the same to be published
once in The West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina; and thirty (30)
days from and after the final passage thereof $ this Ordinance shall
take effect and be in force; and thereupon the City Clerk shall
immediately prepare under seal a certified copy thereof, giving the
date of its passage, and transmit the same to the Secretary of
State of the State of California for filing and after such certi-
fied copy has been so filed, and a certificate of the Secretary of
State certifying to its filing has been received by the City of
West Covina, the City Clerk shall file a copy of the map of said
territory with the following: The County Surveyor of Los Angeles
County; the County Recorder of Los Angeles.County; the Board of
Supervisors of Los Angeles County; the County Assessor of said
County; the County Engineer of said County; the Board of Equaliza-
tion of the State of California; and the Census Bureau of the
United States Government.

I HEREBY CERTIFY that the foregoing Ordinance was
adopted at an adjourned regular meeting of the City Council of
the City of West Covina, held on the 31st day of January, 1955,
