AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, RESTRICTING OR PROHIBITING THE.PARKING OF VEHICLES
ON CERTAIN STREETS IN SAID CITY.AND.DECLARING THE URGENCY.
HEREOF.
SECTION 1. 'When authorized signs are in place giving
notice thereof no person shall stop, stand or park any vehicle
on any of the following described streets or portions of streets
between the hours of 1:00 otclock A.M., and 6:00 o'clock P.M.,
of any day except Sundays and holidays for a longer period of
time than two (2) hours, to wit:
Garvey Boulevard, from _California Avenue to
Glendora Avenue;
Glendora Avenue, from Garvey Boulevard to Walnut
Creek 'Wash.
SECTION 2. The term «streets" as used in this Ordinance
shall include public streets, highways, avenues, lanes, alleys,
courts, places, squares, curbs or other public ways in said City
which have been or may hereafter be dedicated and open to public
use or such other public property so designated in any law of
this State.
i� SECTION 3. This Ordinance is urgently required for the
immediate preservation of the public health, peace and safety and
is hereby declared to be an urgency measure therefor and shall
take effect and be in full force immediately upon its adoption and
passage. A declaration of the facts constituting its urgency is
as -'ollows: The stopping, sta ding or parking of vehicles for a
longer period of time than two hours at the locations specified

hereinabove will interfere with and endanger persons, property
or traffic and will adversely affect or endanger the public
peace, health and safety and will constitute a menace or hazard
to pedestrians or other traffic in or about said locations and
will cause needless, excessive congestion of people and vehicles
in said locations.
SECTION 4. Any person, firm or coporation violating
any of the provisions of this Ordinance shall be guilty of a
misdemeanor, and upon conviction thereof shall be punishable by
a fine of not more than Five Hundred Dollars ($500.00) or by
imprisonment in the County Jail for a period of not more than
ninety days, or both such fine and imprisonment. Each such person,
firm or corporation shall be deemed -guilty of a separate offense
for every day during any portion of which any violation of any
provisions of this ordinance is committed, continued or permitted
by such person, firm or corporation, and shall be punishable
therefor as provided for in this Ordinance.
SECTION 5. The City Clerk shall certify to the passage
of this Ordinance and shall cause the same to be published once
in the West Covina Tribune, a newspaper of general circulation
published and circulated in the City of West Covina.
I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West Covina,
held on the 13th day of December, 1954, by the affirmative vote
of four' -fifths of the members of the City Council, to wit:
