AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, TAKING A CONDITIONAL VARIANCE TO CERTAIN PROVISIONS
OF ORDINANCE NO.147 OF SAID CITY, PURSUANT TO SECTION 15 THEREOF
(Omaha Water Company Zone Variance Application No.115).
THE CITY COUNCIL OF THE CITY OF WEST COVINA. DOES ORDAIN AS FOLLOWS:
SECTION 1. The petition of Omaha Water Company having been
filed in the office of the City Planning Commission pursuant to
Section 15 of Ordinance No.147 of the City of West Covina establishing
• zones or districts and regulating therein the use of land, height of
buildings and yard spaces, adopted on the 21st day of January, 1948,
as amended, asking that a conditional variance be made affecting the
property described in said petition and setting forth the speci-Tic
reasons therefor and the circumstances in connection therewith, and
recommendation having been made by the planning Commission to this
Council, and a full investigation and consideration of the facts
having been made by this Council pertinent to such petition; the
Council determines that there are exceptional or extraordinary cir-
cumstances or conditions applicable to the property involved and
to the intended use thereof that do not generally apply to the
property or classes of uses in the same zone or district in which
said property is located, and will not be inconsistent with the
• general purposes of Ordinance No.147;
This Council, therefore, grants a conditional variance from
the provisions of said Ordinance No.147, but only so far as such
variance is necessary to permit the following described real property,
to wit:
Lots 208 and 209 of Tract No.17040 in the City of
West Covina, County of Los Angeles, State of
California, as per map recorded in the office of
the County Recorder of said County
and located on the west side of Lark Ellen Avenue between Larkwood

Avenue and Cameron Park in the City of West Covina, to be used for
the purpose of erecting and maintaining water -well installations
on said property.
This conditional variance is granted upon the following
terms and conditions:
(1) That a five (5) foot solid fence or masonry wall be
constructed and maintained around the well site and suitable land-
0 scaping be installed and maintained to insure compatible relation-
ship between well site and adjoining residential areas.
(2) That existing building on property herein described
be removed and replaced by one that conforms to surrounding neigh-
borhood; that the set -back line of fence or wall conform to set-
back of adjoining residences. That all poles on or in front of
this property be removed.
(3) That all said requirements be complied with and completed
within eighteen (18) months of the effective date of this ordinance.
(4) That any proposed change in the original pumping
installations, whether from irrigating to domestic uses, or to
increase the horse -power of motors in use, or otherwise, be first
• submitted for approval by the City Council. That there shall be
furnished to the City by petitioner forthwith a report in writing,
including decibel readings of the operations of existing motor or
motors, to be placed on file with the Building Inspector.
SECTION 2. The City Clerk shall certify to the adoption
.of this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be posted with
the names of the members voting for and against the same, in three
places within the City, in the manner required by the laws and

and after the final passage thereof said ordinance shall take effect
and be in force.

a regular meeting of the City Council of the City of West Covina,
held on the 11th day of October, 1954, by the affirmative vote of at
least three Councilmen, to wit:

SECTION 15 THEREOF (Omaha Water CompanyjgZone Variance Application No.115),
in three places in said City, to wit: One at the Police office, 1444
West Garvey Boulevard, one in front of the West ovina School House,
and one at the northwest corner of Puente Str et and Lark Ellen
Boulevard.
