A DELINQUENCY PREVENTION ORDINANCE REGULATING THE PRESENCE OF
MINORS UNDER THE AGE.OF EIGHTEEN YEARS IN.PUBLIC STREETS AND.OTHER
PLACES BETWEEN -CERTAIN -HOURS; DEFINING THE 'DUTIES OF PARENTS AND
OTHERS IN.CARE OF MINORS, AND PROVIDING.PENALTIES FOR VIOLATION.
THEREOF.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. Every person under the age of eighteen (18)
years who loiters in or about any public street or other public place

or any place
open to the public,
in the City
of West
Covina,
between
the hour of
10 o'clock p.m., and
the time of
sunrise
of the
following
day when not accompanied by his parent, guardian or other adult
person having the legal care, custody or control of such person, or
spouse of such person over twenty-one (21) years of age, is guilty
of a misdemeanor.
SECTION 2. Every parent, guardian, or other person having
the legal care, custody or control of any person under the age of
eighteen (18) years who permits such person to violate any provision
of this Ordinance is guilty of a misdemeanor.
SECTION 3. A violation of this Ordinance or of any provision
thereof is punishable by a fine not exceeding Five Hundred Dollars
($500.00) or by imprisonment not exceeding six (6) months in the
• County Jail of the County of Los Angeles, or by both such fine and
imprisonment.
SECTION 4. If any provision of this Ordinance, or the
application thereof to any person or circumstance is held to be
invalid, the remainder of this Ordinance and the application of such
provisions to other persons and circumstances shall not be affected
thereby.

SECTION 5. The City Clerk shall certify to the adoption
of this Ordinance,and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be posted with the
names of the members voting for and against the same, in three public
places within the City,in the manner required by the laws and ordinances
of the City of West Covina,and thirty (30) days from and after the
passage thereof said Ordinance shall take ect and / in force.

a regular meeting of the City Council of the City of West Covina, held
on the 9th day of August,1954, by the affirmative vote of at least
