AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, MAKING A CONDITIONAL VARIANCE TO CERTAIN PROVISIONS
OF ORDINANCE NO.147 OF SAID.CITY, PURSUANT.TO SECTION 15 THEREOF

THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. The Petition of John J. Patritti, for and on
behalf of the Southern California Lutheran Church, having been filed
in the office of the City Planning Commission pursuant to Section 15
• of Ordinance No.147 of the City of West Covina establishing zones
or districts and regulating therein the use of land, height of
buildings and yard spaces, adopted on the 21st day of January,1948,
asking that a conditional variance be made affecting the property
described in said petition and setting forth the specific reasons
therefor and the circumstances in connection therewith, and
recommendation having been made by the Planning Commission to this
Council, and a full investigation and consideration of the facts
having been made by this Council pertinent to such petition; the
Council determines that there are exceptional or extraordinary cir-
cumstances or conditions applicable to the property involved and to
the intended use thereof that do not generally apply to the property
or classes of uses in the same zone or district in which said
is
property is located, and will not be inconsistent with the general
purposes of Ordinance No.147;
This Council, therefore, grants a conditional variance from
the provisions of said Ordinance No.147, but only so far as such variance
is necessary to permit the following described real property, to wit:
A portion of Lot 194 of E.J.Baldwin's 5th Subdivision of
a portion of the Rancho La -Puente, being the westerly
430 feet, more or less, thereof except L.A.County Flood
Control right-of-way, and except the southerly 130 feet
thereof

to be used for church and school purposes and being located on the
northeast corner of Valinda and Service Avenues, in said City of
West Covina.
This conditional variance is granted upon the following
terms and conditions:
(1) That the area necessary for the widening of Valinda
Avenue be deeded to the City of West Covina.
. (2) That all street improvements outlined in Section 49 of
Ordinance No.2251 including utilities, be installed accordingly and
meet the approval of the City_ Engineer. This to include street
lights and sidewalks.
(3) That the subject area and plot plan conform to the
proposed right-of-way of the Los Angeles Flood Control District.
(4) That the church be set back 100 feet from Service Avenue,
and that no buildings except the parsonage be constructed nearer
than 100 feet of easterly property line.
(5) That a 5 foot masonry wall be provided along the easterly
property line.
(6) That all bonds, fees and deposits for improvements be
posted before the building permits are issued.
(7) That the widening of Service Avenue be eliminated from
the plot plan.
(8) That the driveway openings be limited to 30 feet in width.
(9) That the parking area for seven cars south of proposed
parish hall be eliminated, and that additional required parking be
provided at the rear of the parish hall.
(10) That this variance conform with the revised plot plan.

SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof,shall cause the same to be posted with the
names of the members voting for and against the same, in three places
within the City, in the manner required by the laws and ordinances
of the City of West Covina, and thirty (30) days from and after the
passage thereof said Ordinance sha

on the 9th day of August,1954, by the affirmative vote of at least
