AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING.A.PRECISE PLAN FOR THE DEVELOPMENT OF CERTAIN
PROPERTIES IN.SAID CITY, PURSUANT.TO,.SECTION..I4.6F ORDINANCE NO.
147 OF.THE CITY OF WEST COVINA, AND.AMENDING SAID.,ORDINANCE NO.147

THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance N0.147 of the City of West
Covina, known as the Zoning Ordinance, classifies certain properties
described as the area located at the northeast corner of Garvey
is Boulevard and Citrus -:Street, as Zone R-A, with potential commercial
classification as defined by the provisions of said Ordinance No.147,
and particularly Section 14, paragraph 4, subparagraph (1), item (3)
thereof; and
WHEREAS, the City Planning Commission of the City of West
Covina has caused to be prepared a precise plan for the development
of the above described area to encourage the proper utilization of
such properties; and
WHEREAS, the said Planning Commission did on May 199 19549
and June 7th 1954, conduct duly advertised public hearings as pre-
scribed by law and duly considered said precise plan; and ..
WHEREAS, by Resolution No.175 the said Planning Commission
. on June 7th 1954, approved mid plan and recommended to the City
Council the adoption thereof, subject to the conditions hereinafter
enumerated; and
WHEREAS, the City Council of the City of West Covina did on
June 28, 1954, hold and.conduct a duly advertised public hearing as
prescribed by law and considered said precise plan thereat and duly
adopted said plan, subject to the stipulations hereinafter enumerated:

NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows: That that certain Precise Plan No.24 for
the development of the real property located at the northeast corner
of Garvey Boulevard and Citrus Street, in the City of West Covina,
heretofore approved and adopted by the City Planning Commission
and by the City Council as aforesaid, be and the same is hereby adopted
as an Official Precise Plan, under and pursuant to the provisions of
Ordinance No.147 of the City of West Covina, for the areas hereinafter
specifically described, subject to the following conditions:
(1) That all street improvements outlined in Section 49 of
Ordinance No.225, including utilities, that are not proposed for in-
stallation by the State Division of Highways, be installed accordingly
and meet the approval of the City Engineer. This to include street
lights and sidewalks along the service road.
(2) That the subject area conform to the proposed right-of-way
of the Division of Highways.
(3) That the subject area conform to the proposed right-of-way
of the Los Angeles County Flood Control District.
(4) That adequate water supply and fire protection be'provided
as required by Ordinance No.237.
(5) That all bonds, fees and deposits be posted before building
permits are issued.
(6) That commercial buildings be limited to one-story in height.
(7) That a legal description be furnished for the revised
subject area.
(8) That a 6 foot masonry wall be required along the north property
line if the property to the north is developed for residential uses.

That Section 3 of Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, adopted January 2111948, be
and the same is hereby amended by adding thereto, as a part of the
:Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to wit:
A portion of the Phillips Tract of the Rancho LaPuente
5.2 acres more or less commencing on the north line.of
Garvey Boulevard 157 feet wide west 122.06 feet from the
east line of Lot 51 Block 26; thence west on -SD north line
488.54 feet; thence north 2022116" west 529.05_feet to
north line of SD lot; thence. east thereon 432.52 feet;
thence south 00.541 1011 west 116.60 feet; thence south
8900515011 east.57,43 feet; thence south on a curve concave
to east radius equals 598.69 feet, 71.34 feet; thence south
300813011 to beginning, less that portion deeded to the
State Highway Department; and also Ex.north 116.6 feet
thereof
be and the same is hereby excepted from the particular zone.in which
such real property has otherwise been placed and designated by the
provisions of this section, and all such real property and territory
is hereby granted a variance so as to establish said property and
territory as a part of Zone C-1, under the provisions of said Ordinance
No.147, subject, however, to all of the conditions hereinbefore
enumerated.
SECTION 2. The City Clerk shall certify'to the adoption
• of this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be posted with
the names of the members voting for and against the same, in three
places within the City, in the manner required by the laws and
ordinances in the City of West Covina, and thirty (30) days from
and after the passage thereof said Ordinance shall take effect and

I HEREBY CERTIFY that the foregoing ordinance was adopted
at a regular meeting of the City Council of the City of West
Covina, held on the 26th day of July,19541 by the affirmative vote
of at least three Councilmen, to wit;
