Ordinance - 326ORDINANCE NO.326 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY of WEST COVINA., CALIFORNIAI ADOPTING, A. PRECISE. PLAN FOR THE DEVELOPMENT OF CERTAIN. PROPERTIES IN SAID CITY, PURSUANT TO-SECTION.14 OF ORDINANCE NO.147 OF THE. CITY of WEST , COVINA, AND AXONDING. SAID ORDINANCE NO.147 (West Covina.'Realty Co.) THE CITY COUNCIL OF THE CITY OF WEST COVINA-DOES ORDAIN AS FOLLOWS: SECTION 1. WHEREAS, ordinance No.147 of the City of West Covina, known as the Zoning.Ordinance, classifies certain properties described as the area located at,the northwest corner of Garvey Boulevard and Hollenbeck Street, as Zone R d,with potential commercial classification as defined'by the provisions of said ordinance No.147, and particularly.Section 149 paragraph 49 subparagraph (1), item (3) thereof; and 1WHEREA.S, the City Planning .Commission of the City of West Covina has caused to be prepared a precise plan for the development of the above described area to encourage the proper utilization of such properties; and WHEREAS, the :said Planning. Commission did on Xay 3, 1954, and May 1791954, conduct duly advertised public hearings as prescribed by law and duly considered said precise plan; and WHEREAS, by Resolution No.170 the said Planning Commission on Hay 1791954, approved said plan and recommended to the City Council the adoption thereof,.subject to the conditions hereinafter enumerated; and WHEREAS, the City Council of the City of West Covina did on June 149'19549Thold and conduct a duly advertised public hearing as prescribed by law and considered said precise plan thereat and duly adopted said plan, subject to the stipulations hereinafter enumerated: -1- NOW,THEREF'ORE, the- City- Council of the- City- of- West Covina does -ordain -as- 1. follows: That- that- certain Precise Plan--No.2-8 for.. the development. of the --real property- located at .the northwest corner of, Garvey Boulevard and- Holl'enbeck- Street; in- the City of West Covina, heretofore approved and --adopted by -the- City- Planning Commission and' by the City Councilas - of oresaid, be and -the same is hereby adopted -as an- Official Precise --Plan; under and- pursuant to the provisions of Ordinance No.147 of theCity- of- West Covina, for-the''areas hereinafter specifically described, -subject to the following-conditons: (1) That sidewalks -and street lights beprovidedfor the subject area; (2) That adequate --water supply and fire protection be pro- ._ . . vided as required by Ordinance-No4M, (3) That a 6 foot masonry wall be provided at the property lines -abutting -residential property;- (4) That all bonds, feesanddeposits for the improvements be posted -before- building -permits are- issued; (5) That all buildings be limited to one-story in height; and • (6) That two driveway entrances be provided on Garvey Boulevard service road and that such driveways shall not exceed 30 feet in width. That Section 3 of ordinance No.147 of the City of West Covina known as the Zoning Ordinance, adopted January 2191948, be' -and the same is hereby amended by adding thereto, as a part of the Zoning.Map of the City of West Covina, the following: -2- 4 0 $1, • The -hereinafter described- real property-, to wit: Lots 144, 145, 146 and 147 .of Tract No.17547 in the City --of West -Covina,County,- of .Los Angeles, as described in Book 458, Page 37 of Records in the Office of the Recorder of said County _. be and the same is hereby excepted from the particular zone in which such real property has otherwise been placed and designated by the provisions of.this section, and all such real property and territory is hereby granted a variance so as to establish said property and territory as a part`"of Zone C-1, under the provisions of said Ordinance No.1479 subject, however, to all of the conditions .,hereinbefore'enumerated. SECTION`20 The City.Clerk shall certify to the adoption of. this Ordinance, and prior to the expiration of fifteen (15) days from the passage thereof, shall cause the same.to be posted with the names of the'members voting for and against the same, in three places within' the City:, in the manner required by the laws and''' ordinances in -the City of West Covina-, and thirty (30) days from and after the passage thereof said Ordinance shall take'effect and be in force. I HEREBY CERTIFY that -the foregoing -.Ordinance was.,adopted. at a regular meeting,of.the City.
