Ordinance - 322ORDINANCE NO.322 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,CALIFORNIA, MAKING A CONDITIONAL VARIANCE TO CERTAIN PROVISIONS.OF ORDINANCE NO. 147 OF SAID CITY, PURSUANT TO SECTION 15 THEREOF (Xeyers).. THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1. A petition signed by John D.Meyers having been filed in the office of the City Planning Commission pursuant to Section 15 of Ordinance No.147 of the City Council of the City of West Covina establishing zones or districts and regulating therein the use • of land, height of buildings and yard spaces, adopted on the 21st day of January, 1948, asking that a conditional variance be made affecting the property described in said petition and setting forth the specific reasons therefor and the circumstances in connection therewith, and recommendation having been made by the Planning Commission to this Council, and a full investigation and consideration of the facts having been made by this Council pertinent to such petition; the Council determines that.there are exceptional or extraordinary circumstances or conditions applicable to the property involved and to the intended use thereof that do not generally apply to the property or classes of uses in the same zone or district in which said property is located, and will not be inconsistent with the general purposes of Ordinance No.147; This Council, therefore, grants a conditional variance from the provisions of said Ordinance No.147, but only so far as such variance is necessary to permit the following described real property, to wit: Lot 36 of Tract No.15779 in the City of West Covina, County of Los Angeles, State of California, as per map recorded in Book 477, Pages 21 and 22 of Records if the office of the County Recorder for said County, and located at the southeast corner of Irwindale Avenue and Rowland Avenue, to be used for the purpose of establishing,maintaining and con- ducting a medical and dental office. -1- This conditional variance is granted upon the following terms and conditions: (1) That the building be limited to one-story in height and conform to plot plan as 'submitted. (2) That sidewalks for the subject area be provided. (3) That a 6 foot masonry wall be provided on the southerly and easterly sides of the property back of building set -back lines. • (4) That all bonds, fees and deposits for the improvements be posted before building permits are issued. (5) That an improved parking area be provided for a minimum of eleven automobiles. (6) That any signs to be installed be first approved by the City Council. SECTION 2. The City Clerk shall certify to the adoption of this Ordinance, and prior to the expiration of fifteen (15) days from the passage thereof, shall cause the same to be posted with the names of the members voting for and against the same, in three places within the City, in the manner required by the laws and ordinances in the City of West Covina, and thirty (30) days from and after the passage thereof said Ordinance shall take effect and be in force. ma�wr the city of West Covina ATTt�ST City Clerk I HEREBY CERTIFY that the foregoing Ordinance was adopted at a regular meeting of the City Council of the City of West Covina, held on the 28th day of June, 1954, by the affirmative vote of at -2- least three Councilmen, to wit: AYES: Councilmen BERT C.
