AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING A.PRECISE.PLAN FOR THE DEVELOPMENT OF CERTAIN
PROPERTIES IN.SAID_CITY, PURSUANT TO SECTION_14 OF ORDINANCE_ NO.
147 OF.THE CITY OF WEST COVINA, AND AMENDING SAID_ORDINANCE NO.147
(Woolery., E.J.Zoelle and -Nichols).,
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, classifies certain properties
• described as the area located on the northwest corner of Garvey
Boulevard and Pacific Avenue, as Zone R-A, with potential commercial
classification as defined by the provisions of said Ordinance No.
147, and particularly Section 14, paragraph 41 subparagraph (1),-
item (3) thereof; and
WHEREAS, the City Planning Commission of the City of West
Covina has caused to be prepared a precise plan for the development
of the above described area to encourage the proper utilization of
such properties; and
WHEREAS, the said Planning Commission did on April 5,1954,
and April 19,1954, conduct duly advertised public hearings as
prescribed by law and duly considered said precise plan; and
WHEREAS, by Resolution No.160 the said Planning Commission

on April 19,19549 approved said plan and recommended,to the City
Council the adoption thereof, subject to the conditions hereinafter
enumerated; and
WHEREAS, the City Council of the City of West Covina did
on May 1091954, hold and conduct a duly advertised public hearing
as prescribed by law and considered said precise plan thereat and
duly adopted said plan, subject to the stipulations hereinafter

enumerated:
NOW, -THEREFORE, the City Council of the City of West Covina
does ordain as follows: That that certain Precise Plan No.25 for
the development of the real property located on the northwest
corner of Garvey Boulevard and Pacific Avenue, in the City of West
Covina, heretofore approved and adopted by the City Planning
Commission and by the City Council as aforesaid, be and the same
is hereby adopted as an Official Precise Plan, under and pursuant
to the provisions of Ordinance No.147 of the City of West Covina,
for the areas hereinafter specifically described, subject to the
following conditions:
(1) That all street improvements outlined in Section 49
of Ordinance No.225, including utilities,.that are not proposed
for installation by the State Division of Highways, be installed
accordingly and meet the approval of the City Engineer. This to
include street lights and sidewalks on the frontage road, Pacific
Avenue and the section of the underpass connection at grade.
(2) That the subject area conform with the proposed right-
of-way of the Division of Highways.
(3) That adequate water supply and fire protection be
provided as required by Ordinance No.237.
(4) That all bonds, fees and deposits for improvements
be posted before building permits are issued.
(5) That the proposed width 'of Pacific Avenue be set at
80 feet.
(6) That all structures erected thereon be limited to
one-story in heighth.

That Section 3 of Ordinance No.147 of the City of West
Covina, known as the 'Zoning Ordinance, adopted January 21 $1948 9
be and the same is hereby amended by adding thereto, as a part
of the Zoning Map of the City of West Covina, the following:
The hereinafter described real property,to wit:
A portion of Lot One, Eugene Riggints Subdivision of the
. Hathaway Tract in_the City of West Covina, County of Los
Angeles, State. of California, as shown on map recorded
in Book 53, Page 37 of Miscellaneous Records on file in
the office of the County Recorder of said County, and a
portion of Lot 113_of E.J.Baldwints 4th Subdivision in the
above mentioned City, as.shown on -map recorded in Book 8
Page 186 of Naps, on file in the said off ice,described
as follows:
Beginning at a point on the Northerly line of said Lot
One., distant Easterly 347.43 feet from the Northwesterly
corner of said Lot One; thence North 870 191 0011 West along
said Northerly line.86.37 feet more or less_to a point
distant South 870 191:East 261.06 feet from the Northeasterly
corner of land described in Certificate of Title_No.7155-J,
Parcel 2, on file in the office of the Registrar of Titles
of said County; thence Southeasterly along the arc of a
curve concave to the East and having a.radius of 748.87 feet,
512.83 feet more or less to a point on the Northerly line
of Garvey Avenue, 100 feet wide, distant North 830 381 1511
East 315.65 feet from the Southeasterly corner of land
described in said Certificate; thence North 830,381 151F East,
along said Northerly line of Garvey Avenue, 116.91.feet;
thence Northwesterly along the arc .of a curve concave to
the "East and having a radius of 664.00 feet, 515.35 feet
more or less to the point of beginning.
• ALSO those portions of Lot One of Eugene Riggints Subdivision
of the Hathaway Tract, in the City of West Covina,,County of
Los Angeles, State of California, as shown on map recorded
in Book 53 Page 37 of Miscellaneous Records, in the office of
the. County Recorder of said County and of Lot 113 of E.J.
Baldwin's 4th Subdivision, in said County and State, as.shown
on map recorded in Book 8 Page 186 of Maps, in .the office
of said Recorder, and of Arroyo Avenue as shown on said last
mentioned map now ---vacated, described as follows:
Beginning at a point in the Northerly line of said Lot One,
as established by agreement filed as Document No.15227-1 and
entered as a memorial on Certificate of Title No.IQ-78656 in
the office of the Registrar of Titles of..said County, distant

of the land described in Parcel 2 of the Deed filed as
Document No.7155-J, under Certificate of Title No.Y-2889
in the office of said Registrar; thence along said Northerly

curve concave Northeasterly and having a radius of 1000.00
feet, a radial line at said point bearing North 850 091 291E
East; thence Southeasterly along said curve through::a central
angle of 300 271. 481t a distance of 531.69 feet to a point
on the Northerly line of Garvey Avenue as described in
Document No.7591-A on file in the office of said Registrar
of Titles, distant North 830 381 32n East 1.2 feet from the
• Southeasterly corner of said land described in Parcel 2; thence
along said Northerly line of Garvey Avenue North 830 381 321t
East 303.65 feet; thence Northwesterly along a curve concave
Northeasterly and having a radius of 748.87 feet, the radial
line at the point of beginning of said curve bears North

ALSO an easement for water pipe line over a strip of land
4.00 feet wide, the Northerly line of said strip being said
Northerly line as established by agreement, said strip being
terminated Westerly by the'Easterly line of above conveyed
land and Easterly by the Southwesterly line of Pacific Avenue
as described in final decree of condemnation filed as Document
No.190540 in the office of said Registrar of Titles.

such real property has otherwise been placed and designated by the
provisions of this section, and all such real property and territory
is hereby granted a variance so as to establish said real property
and territory as a part of Zone C-1 under the provisions of said
Ordinance No.1479 subject -,however, to the conditions hereinabove
enumerated.

SECTION 2, The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15)
days from the passage thereof, shall cause the same to be posted
with the names of the members voting for and against the same, in
three places within'the City, in the manner required by the laws
and ordinances in the City of West Covina, and thirty (30) days from
. after after the passage thereof said Ordinance shall take effect
and be in force.
