ORDINANCE NO.318
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA,.ADOPTING A.PRECISE.PLAN FOR THE DEVELOPMENT.OF
CERTAIN PROPERTIES IN SAID. ., CITY,PURSUANT.TO.SECTION 14 OF
ORDINANCE NO.1447 OF.THE CITY OF WEST COVINA, AND.AMENDING.SAID
ORDINANCE NO.147 (W.C.King).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance No.147 of the City of
West Covina, known as the Zoning Ordinance, classifies certain
• properties described as the area located at and upon the northeast
corner of Garvey Boulevard and Azusa Avenue in the City of West
Covina as 'Zone R-A, with potential commercial classifications as
defined by the provisions of said Ordinance No.147, and particularly
Section 149 paragraph A, subparagraph (1), item (3) thereof; and
WHEREAS, the City Planning Commission of the City of West
Covina has caused to be prepared a precise plan for the development
of the above described area to encourage the.proper utilization
of such properties; and
WHEREAS, the said Planning Commission did on April 5,1954,
and on April 19,1954, conduct duly.advertised public hearings as
prescribed by law and duly considered said precise plan; and
WHEREAS, by Resolution No.158 the said Planning Commission
on April 199 1954, approved said plan and recommended to the City
Council the adoption,-- thereof, subject to the conditions herein-
after enumerated; and
WHEREAS, the City Council of the City of West Covina did
on May 10, 1954, hold and conduct a duly advertised public hearing
as prescribed by law and considered said precise plan thereat
and duly adopted said plan, subject to the stipulations herednafter
enumerated;

NOW, THEREFORE, the City Council of the City of West
Covina does ordain as follows: That that certain Precise Plan
for the development of the real property located at or upon the
northeast corner of Garvey Boulevard and Azusa Avenue, in the
City of West Covina, heretofore approved and adopted by the City
Planning Commission and by the -City Council, as aforesaid, be
• and the same is hereby adopted as an Official Precise Plan, under
and pursuant to the provisions of Ordinance No.147 of the City of
"West Covina, for the areas hereinafter specifically described,
subject to the following conditions:
(1) That all street improvements outlined in Section 49 of
Ordinance No.225, including utilities, that are not proposed for
installation by the State Division of Highways, be installed
accordingly and meet the approval of the City Engineer. This'to
include street lights and sidewalks along the frontage road.
(2) That a 6 foot masonry wall shown on the plan be
provided when adjacent property is developed to residential. uses.
(3) That the area conform to the proposed right-of-way of
the Division of Highways.
• (4) That adequate water supply and fire protection be
provided as required by Ordinance No.237.
(5) That all bonds, f ees.and deposits for improvements be
posted before building permits are issued.
(6) That commercial buildings on this property be limited
to one-story in height.
(7) That a suitable sign, approved as to size and content
and location by the City Engineer, shall be placed and maintained

by the owner or owners of the property herein described giving
notice of the commercial development contemplated hereunder to
the residential properties adjoining on the north and east.
That Section 3 of Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, adopted January 21,1948,
be and the same is hereby amended by adding thereto, as a part
• of the Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to wit:
PortiAn of Lot 51 Block 28 of the Phillips
Tract, Rancho La Puente M.B. 9-3-4.of the
City of West Covina, County of Los Angeles,
California
be and the same is hereby excepted from the particular zone in
which such real property has otherwise been placed and designated
by the provisions of this section, and all such real property and
territory is hereby granted a variance so as to establish said
real property and territory as a part of Zone C-1 under the pro-
visions of said Ordinance No.147, subject, however, to the
conditions hereinabove enumerated.
SECTION 2.
The City Clerk shall certify to the adoption

of this Ordinance, and prior to
the expiration
of
fifteen (15) days
from the passage thereof, shall
cause the same
to
be posted with
the names of the members voting for and against the same,in three
places within the City in the manner required by the laws and
ordinances in the City of West Covina, and thirty (30) days from
and after the passage thereof said Ordinance shall take effect

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West
Covina, held on the 14th day of June,1954, by the affirmative vote
of at least three Councilmen, to wit. -
