AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, MAKING A,CONDITIONAL VARIANCE -TO CERTAIN PROVISIONS
OF ORDINANCE NO.147,OF SAID.CITY,.PURSUANT..TO SECTION 15 THEREOF
(Valencia Water -Company Zone Variance Application.No.96)...
THE CITY COUNCIL OF'THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1e, The petition of Valencia Water -Company having
been filed in the office of the City Planning Commission pursuant
to Section 15 of Ordinance No.147 of the City of West -Covina
01 establishing zones or districts and regulating therein the use of
land, height of buildings and yard spaces, adopted on the 21st day
of January, 19489 asking that a conditional variance be made
affecting the property described in said petition and setting forth
the specific reasons therefor and the circumstances in connection
therewith, and recommendation having been made by the Planning
Commission to this Council, and a full investigation and consider-
ation of the facts having been made by this Council pertinent to
such petition; the Council determines that there are exceptional
or extraordinary circumstances or conditions applicable to the
property involved and to the intended use thereof that do"not generally
apply to the property or classes of uses in the same zone.or district
in which said property is located, and will not be inconsistent with
•-, the general purposes of Ordinance No.147;
This Council, therefore, grants a conditional variance from
the provisions of said Ordinance No.147, but only so far as such
variance is necessary to permit the following described real property,
to wit:
Lots 118 and 206 in Tract No.18811 in the City of
West Covina, County of Los Angeles, as recorded
in Book 4839 pages 11-14 of records of said County
and located on two sites along Walnut Creek Parkway in Tract No.18811,

between Azusa Avenue -and Hollenbeck Street, to be used for the
purpose of erecting and maintaining water -well installations on
said property.
This -conditional variance is granted upon the following
terms and conditions:
(1) Thatsuitablefencing and screening be provided
adjacent to residentially improved property.
(2) That any proposed change in the original pumping
installations, whether from irrigating -to domestic uses-, or to
increase the horse -power of motors in use, or otherwise, be first
submitted for approval by the City Council.
SECTION 2. The City Clerk shall certify -to the adoption
of this Ordinance, and prior to the -expiration of fifteen (15)
days from the passage thereof; shall cause the same -to be posted
with the names of the -members voting -for and against the same,
in three places within the City, in the manner required by the laws
and ordinances of the City of West Covina, and thirty (30) days
from and after the final passage thereof said ordinance shall take
effect and be

COUNCIL OF THE CITY OF'WEST COVINA, CALIFORNIA, MAKING A CONDITIONAL
VARIANCE TO CERTAIN PROVISIONS OF ORDINANCE NO.147 OF SAID CITY
PURSUANT TO SECTION 15 THEREOF (Valencia 'Water Company Zone Variance
Application No.96)e9 in three places in said City, to wit: One at
the Police Office, 1444 West Garvey Boulevardq one in front of the
West Covina School House and one at the northwest corner of Puente
Street and Lark Ellen Boulevard.
