AN ORDINANCE OF THE CITY Q0UI,FC.1L OF.'THE CITY OF WEST COVINA,
CALIFORNIA- ADOPTING A PRECISE PLAN FOR THE DEVELOPMENT OF
CERTAIN PROPERTIES IN SAID CITY, PURSUANT, -TO SECTION 14 OF
ORDINANCE NO.147 OF THE CITY OF WEST COITVA, AND FENDING SAID
ORDINANCE NO.147 (Schilz and Walker)

THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. IMERAS,, Ordinance No.147 of the City of West
• Covina, known as the Zoning Ordinance, classifies certain properties
described as the area located on the north side of Garvey Boulevard
east of Walnut Creek 'Wash, as Zone R-A, with potential commercial
classification as defined by the provisions of said Ordinance No.
147, and particularly Section 14, paragraph 4, subparagraph (1),
item (3) thereof; and
WHEREAS, the City Planning Commission of the City of West
Covina has caused to be prepared a precise plan for the development
of the above described area to encourage the proper utilization
of such properties; and
WHEREAS, the said Planning Commission did on February 15,1954,
and March 1, 1954, conduct duly advertised public hearings as
prescribed by law and duly considered said precise plan; and
• WHEREAS, by Resolution No.151 the said Planning Commission
on March 15,1954, approved said plan and recommended to the City
Council the adoption thereof, subject to the conditions herein-
after enumerated; and
WHEREAS, the City Council of the City of West Covina did on
April 12,19542 hold and conduct a duly advertised public hearing
as prescribed by law and considered said precise plan thereat and
duly adopted said plan, subject to the stipulations hereinafter
enumerated;
NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows; That that certain Precise Plan No.22
for the development of the real property located on the north side
of Garvey Boulevard east of Walnut Creek Wash, in the City of
West Covina, heretofore approved and adopted by the City Planning
Commission and by the City Council as aforesaid, be and the same
is hereby adopted as an Official Precise Plan, under and pursuant
to the provisions of Ordinance No..147 of the -City of West Covina,
for the areas hereinafter specifically described, subject to the
following conditions.
1. That all street improvements outlined in Section 49 of
Ordinance No.22.5, including utilities, that are not proposed for
installation by the State Division of Highways, be installed
accordingly and meet the approval of the City Engineer., Street
improvements not to include electroliers or sidewalks.
2. That the development conform with proposed Division of
Highways right-of-way.
3. That the development conform with the Los Angeles County
Paster Plan of Highways.
4. That the development conform with the Los Angeles County
• Flood Control right-of-way.
`` 5. That the variance requested be granted for a five-year
period from the effective date.of this ordinance.
6. That adequate wate.r._supply and fire protection be provided
as required by Ordinance No.237,
7. That all bonds, fees and deposits for the improvements
be posted before the I building permits -are issued.
8. That the lighting layout conform with the plan submitted

by the lighting consultant of the Edison Company, consisting of

17 units on 24-inch risers at 400 watts; 4 units on structure -
wide beam with 2 at 1000 watts and 2 at 500 watts; 3 units on
structure with narrow beam at 1500 watts; and 30 units of inci-
dental tee lighting.
9. That screen planting be provided along the west side
of the property.
That Section 3 of Ordinance No.147 of the City of West
• Covina, known as the Zoning Ordinance, adopted January 21, 19489
be and the same is hereby amended by adding thereto, as a part of
the Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to wit:
That portion of Lot 8 in Block 25 of the Phillips
Tract, in the City of West Covina,County of Los Angeles,
State of California, as per map recorded in Book 9,
Pages 3 and 4 of Miscellaneous Records and that portion
of the Rancho La Puente and that portion of Range Avenue,
formerly Range Street, 33 feet wide as shown on the map
of the said Phillips Tract, vacated by an order of the
Board of Supervisors, recorded in Book 4775, Page 50 of
Official Records, bounded by the following lines:
On the North-, by the center line of that certain 50 foot
Flood Control Channel as described in the deed to the
Los Angeles County Flood Control District, recorded in
book 7419 page 284 of Deeds;
On the west by the westerly line of Lot 8; on'the south,
by the northerly line of Garvey Avenue as described in the
deed to the State of California, recorded September 13,
• 1940, as Instrument No.1125, in Book 17786 page 345 of
Official Records, and on the east by the Easterly line of
Range Avenue, formerly Range Street, as shown on the map
of the Phillips Tract, 33 feet wide
be and the same is hereby excepted from the particular zone in
which such real property has otherwise been placed and designated
by the provisions of this section, and all such real property and
territory is hereby granted a temporary variance for a special
use as a golf -driving range and uses incidental thereto, under the
provisions of said Ordinance:No.147, subject, however, to all of

the conditions hereinbefore enumerated and for a period of
five years from and after the effective date of this ordinance.
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be posted with
the names of the members voting for and against the same, in three
places within the City, in the manner required.by the laws and
ordinances in the City of West Covina, and thirty (30) days from
and after the passage thereof said Ordinance shall take effect
and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West
Covina, held on the loth day of May, 1954, by the affirmative
