AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING A PRECISE PLAN FOR THE DE17ELOPMENT OF CERTAIN
PROPERTIES IN SAID CITY, PURSUANT TO SECTION 14 OF ORDINANCE NO.147
OF THE CITY OF WEST COVINA, AND MENDING SAID ORDINL',NCE NO.147

THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS;
SECTION 1, WHEREAS, Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, classifies certain properties
described as
the
area located at or
upon the southwest corner of
Azusa Avenue
and
Garvey Boulevard,
as Zone R-A, with potential
commercial classification as defined by the provisions of said Ordinance
No.147, and particularly Section 14, paragraph 4, subparagraph (1),
item (3) thereof; and
WHEREAS, the City Planning Commission of the City of I -Test
Covina has caused to be prepared a precise plan for the development
of the above described area to encourage the proper utilization
of such properties; and
NNEREAS, the said Planning Commission did on February 1,1954,
and February 15,1954, conduct duly advertised public hearings as
prescribed by law and duly considered said precise plan; and
WHEREAS, by Resolution No.14O the said Planning Commission
• on February 15,19549 approved said plan and recommended to the
City Council the adoption thereof, subject to the condition that
the driveway openings onto Azusa.Avenue be limited to one with a
maximum opening width of thirty (30) feet; and
WHEREAS, the City Council of the City of West Covina did on
Xarch 22, 1954, hold and conduct a duly advertised public hearing
as prescribed by law and considered said precise plan thereat and
duly adopted said plan, subject to the stipulations hereinafter
enumerated;

NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows: That that certain Precise Plan No.19
for the development of the real property located at or upon the
southwest corner of Azusa Avenue and Garvey Boulevard, in the
City of West Covina, heretofore approved and adopted by the City
Planning Commission and by the City Council as aforesaid, be and
. the same is hereby adopted as an Official Precise Plan, under
and pursuant to the provisions of Ordinance No.147 of the City of
West Covina, for the areas hereinafter specifically described,
subject to the following conditions:
1. That the driveway openings on Azusa Avenue be limited
to one in number and thirty feet maximum width;
2. That all street improvements outlined in Section 49 of
Ordinance No.225, including utilities, that are not proposed for
installation by the Division of Highways, be installed accordingly
and meet the approval of the City Engineer. This to include street
lights and sidewalks;
3. That the area upon which the variance applies conform
to the proposed right-of-way of the State Division of Highways;
• 4. That adequate water supply and fire protection be
provided as required by Ordinance No.237;
5. That a six foot wall (masonry) be constructed and main-
tained along the south and west sides of this site, which said wall
shall be six feet above the grade of the real property hereinafter
described or the property adjoining, whichever be the higher;
6. That all fees, bonds and deposits for the improvements
be posted before the building permits are issued;

7. That the area north of the proposed real estate office
between service road and property line be landscaped or used
for parking only; and
8. That suitable protection be afforded so as to adequately
screen the lights on the property herein involved, away from the
residential properties to the south thereof.
• That Section 3 of Ordinance No.147 of the City of West Covina,
known as the Zoning Ordinance, adopted January 21, 1948, be and
the same is hereby amended by adding thereto, as a part of the
Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to wit. -
The Easterly 186 feet of the Northerly one-half
of Lot 182 except the Northerly 280 feet thereof
of E.J.Baldwin's 5th Subdivision in the City of
West Covina, County of Los Angeles, California as
shown on Map recorded in Book 12, Pages 134 and
135 of Maps in the Office of the County Recorder
of said County
be and the same is hereby excepted from the particular zone in
which such real property has otherwise been placed and designated
by the provisions of this section, and all such real property and
territory is hereby granted a variance so as to establish said
real property and territory as a part of Zone C-1 under the pro-
visions of said Ordinance No.147, subject, however, to the
conditions hereinbefore enumerated.'
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be posted with
the names of the members voting for and against the same, in three
places within the City, in the manner required by the laws and
Ordinances in the City of West Covina, and thirty (30) days from

and after the passage thereof said Ordinance shall take effect
and be in force.

Covina, held on the 10th day of May, 1954, by the affirmative vote
