Ordinance - 308ORDINANCE NO.308 AN ORDINANCE OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING ORDINANCE NO.147 OF SAID CITY, KNOWN AS THE.ZONING ORDINANCE, AND CHANGING THE ZONING MAP ATTACHED THERETO AND MADE.A PART THEREOF (Mabel I.Rasmussen). THE CITY COUNCIL -OF THE -CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1. That Section 3 of Ordinance No.147 of the City of West Covina, entitled'"AN ORDINANCE ESTABLISHING ZONES IN THE CITY OF WEST COVINA, AND THEREIN REGULATING THE USE OF LAND, HEIGHT OF BUILDINGS AND YARD SPACES; ADOPTING A MAP SHOWING THE BOUNDARIES OF SAID ZONES; DEFINING THE TERMS USED IN THIS ORDINANCE; PROVIDING FOR ITS ADJUSTMENT, AMENDMENT AND ENFORCEMENT; PRESCRIBING PENALTIES FOR VIOLATIONS AND REPEALING ORDINANCES OR PORTIONS OF ORDINANCES'IN CONFLICT THEREWITH", adopted January 21, 1948, be and the same is hereby amended by adding thereto, as a part of the Zoning Map of the City of West Covina, the following: That portion of Lot 169 of E.J.Baldwin's Fourth Subdivision, Book 8 page 186 of Maps, described as:. Beginning at''the intersection of the South line of Garvey Boulevard, 157 feet wide, with the Northwesterly line of Glendora Avenue, 60 feet -wide, thence Westerly along the Southerly line of Garvey Boulevard, 229 feet, more or less, thence Southerly at right angles to the Southerly line of Garvey Boulevard to the intersection of said line with a line at right angles Northwesterly from the North- westerly line of Glendora Avenue, 60 feet wide, distant Southwesterly thereon 234 feet more or less from the point of beginning, thence Southeasterly on said line to the intersection with"the Northwesterly line of Glendora Avenue, 60 feet wide, thence Northeasterly on the Northwesterly line of Glendora Avenue, 234 feet, more or less, to the point of beginning be and the same is hereby excepted from the particular zone in which such real property has otherwise been placed and designated by the provisions of this section, and all such real property and _1.A territory is hereby granted a variance in accordance with the provisions of Section 14 of sai d..Ordinance No.147, and in accord- ance with the Precise Plan for C-3 area heretofore approved by this Council, so as.to establish said real property and territory as a part of Zone C-3, under the provisions of said Ordinance No, 147, subject to the following conditions: i, That the area for this variance conform to the C-3 • precise plan adopted for this area; 2. That the necessary widening of Glendora Avenue and the area for returns at Garvey Boulevard, the area for service roads along Garvey Boulevard and Glendora Avenue, be deeded to the City of West Covina; 3. That all street improvement outlined in Section 49 of Ordinance No.225, including utilities, be installed accordingly and meet the approval of the City Engineer. This to include street lights and sidewalks, and that said improvements conform to those proposed for installation by the State Division of Highways; 4. That satisfactory drainage facilities for the service road on Glendora Avenue be provided, or furnish a letter accepting drainage from the adjacent property owners. • 5. That adequate water supply and fire protection be provided as required by Ordinance No.237, including installation of hydrants and extension of water mains along street frontages of both Glendora Avenue and Garvey Boulevard and the service station site; and 6. That all bonds, fees and deposits for improvements be posted before building permits are issued. -2 SECTION 2. The City Clerk shall certify to the adoption of this Ordinance, and prior to the expiration of fifteen (15) days from the passage thereof, shall cause the same to be posted with the names of the members voting for and against • the same in three places within the City, in the manner required by the laws and ordinances in the City of West Covina, and thirty (30) days from and after the final passage thereof said Ordinance shall take effect and be in force.
