AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING A.PRECISE_PLAN FOR THE DEVELOPMENT OF
CERTAIN PROPERTIES IN SAID CITY,.PURSUANT_TO.SECTION 14 OF
ORDINANCE NO.147 OF.THE CITY OF WEST COVINA, AND.AMENDING_
SAID ORDINANCE N0.147.(Beverly_Development Co.).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES .ORDAIN AS FOLLOWS:
SECTION 10 WHEREAS, Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, classifies certain properties
described as the area located at or upon the southwest corner of
Hollenbeck Street and Garvey Boulevard, as Zone R-A, with potential
commercial classification"ds defined by the provisions of said
Ordinance No.147, and particularly Section 14, paragraph 4,
subparagraph '(1), item (3) thereof; and
WHEREAS, the City Planning Commission of the City of West
Covina has caused to be prepared a precise plan for the development
of the above described area to encourage the proper utilization
of such properties; and
WHEREAS, the said Planning Commission did on February 1,
1954, and February 15,1954, conduct duly advertised public hearings
as prescribed by law and duly considered said precise plan; and
• WHEREAS, by Resolution No.144 the said Planning Commission
on February 15,1954, approved said plan and recommended to the
City Council the adoption thereof, subject to the conditions here-
inafter enumerated; and
WHEREAS, the City Council of the City of West Covina did
on March 8, 1954, hold and conduct a duly advertised public hearing
as prescribed by law and considered said precise plan thereat and

duly adopted said plan, subject to the stipulations hereinafter
enumerated;
NOW, THEREFORE, the City Council of the City of nest Covina
does ordain as follows: That that certain Precise Plan No.21 for
the development of the real property located at or upon the
southwest corner of Hollenbeck Street and Garvey Boulevard, in
• the City of West Covina, heretofore approved and adopted by the
City Planning Commission and by the City Council as aforesaid, be
and the same is hereby adopted as an Official Precise Plan, under
and pursuant to the provisions of Ordinance No.147 of the City of
West Covina, for the areas hereinafter specifically described,
subject to the following conditions:
1. - That the driveway openings be limited to two in number
and thirty feet maximum width;
2. That all street improvements outlined in Section 49
of Ordinance No.225, including utilities, that are not proposed for
installation by the Division of Highways, be installed accordingly
and meet the approval of the City Engineer. This to include street
lights and sidewalks;
3. That the lot be graded to drain to the service road;
4. That adequate water supply and fire protection be
provided as required by Ordinance No.237;
5. That a six foot wall (masonry) be provided along the
south and west sides of this site;
b. That all fees, bonds and deposits for the improvements
be posted before the building permits are issued;

7. That any advertising sign be located more than
30 feet distant from the adjoining property; and
8. That a suitable sign be placed and maintained on
premises so as to indicate commercial zoning thereof. Such sign
to be placed and maintained thereon in such size and at such
location as may meet the approval of the City Engineer, until
• the adjoining residential area has been fully developed by
petitioner.
That Section 3 of Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, adopted January 21,1948,
be and the same is hereby amended by adding thereto, as a part
of the Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to wit:
Lot 8, Tract No.18811, MB 483 Page 12
of Maps, on file in the office of the
County Recorder, Los Angeles, California,
be and the same is hereby excepted from the particular zone in
which such.real property has otherwise been placed and designated
by the provisions of this section, and all such real property and
• territory is hereby granted a variance so as to establish said
real property and territory as a part of Zone C-1 -under the
provisions of said Ordinance No.147, subject, however, the con-
ditions hereinbefore enumerated.
SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15)

days from the passage thereof, shall cause the same to be posted
with the names of the members voting for and against the same,
in three places within the City, in the manner required by the
laws and ordinances in the City of West Covina, and thirty (30)
days from and after the passage thereof said Ordinance shall
take effect and be in force.

at a regular meeting of the City Council of the City of West
Covina, held on the 12th day of April,1954, by the affirmative vote

CITY, PURSUANT TO SECTION 14 OF ORDINANCE NO.147 OF THE CITY OF
WEST COVINA, AND AMENDING SAID ORDINANCE NO.147 (Beverly
Develop-ment Co.)", in three public places in said City, to wit: One at
the Police Office, 1L4.144 West Garvey Boulevard, one in front of
the West Covina School House, and one at the northwest corner of
Puente Street and Lark Ellen Boulevard.
