AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING A.PRECISE.PLAN FOR THE DEVELOPMENT OF
CERTAIN PROPERTIES IN SAID CITY,.PURSUANT.TO_SECTION 14 OF
ORDINANCE NO.147 OF.THE CITY OF WEST COVINA, AND,AMENDING SAID
ORDINANCE NO.147 (Walters).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance No.147 of the City of

West Covina, known as
the Zoning
Ordinance,
classifies
certain
properties described
as the area
located at
or upon the
northwest
corner of Citrus Street and Garvey Boulevard as Zone R-A, with
potential commercial classifications as defined by the provisions
of said Ordinance No.147, and particularly Section 14, paragraph
A, subparagraph (1), item (3) thereof; and
WHEREAS, the City Planning Commission did on February 1,
1954, and on February 15,1954, conduct duly advertised public
hearings as prescribed by law.and duly considered said precise
plan; and
WHEREAS, by Resolution No.142 the said Planning Commission
on February 15,1954,-.approved said plan and recommended to the
City Council the adoption thereof, subject to the conditions here-
inafter enumerated; and

WHEREAS, the City Council of the City of West Covina did
on March 8,1954, hold and conduct a duly advertised public hearing
as prescribed by law and considered said precise plan thereat
and duly adopted said plan, subject to the stipulations hereinafter
enumerated;

NOW,THEREFORE, the City Council of the City of West
Covina does ordain as follows: That that certain Precise Plan
for the development of the real property located at or upon
the northwest corner of Citrust Street and Garvey Boulevard,
in the City of West Covina, heretofore approved and adopted by
the City Planning Commission and by the City Council as afore-
• said, be and the same is hereby adopted as an Official Precise
Plan, under and pursuant to the provisions of Ordinance No.147
of the City of West Covina, for the areas hereinafter specifi-
cally described, subject to the following conditions:
1. That all street improvements outlined in Section 49
of Ordinance No.225, including utilities, and those not proposed
for installation by the Divisinn of Highways, be installed
accordingly and meet the approval of the City Engineer. This
to include street lights and sidewalks;
2. That a thirty foot drive along the north side of the
said property be provided and that the driveway openings be
limited to thirty foot width;
3. That a six foot masonry wall be constructed along
• the west side of the subject property;
4. That a six foot masonry wall be constructed along the
north side of the subject property whenever the adjacent property
is developed to other than commercial uses;
5. That a minimum two -to -one parking ratio be provided
and maintained;

6. That the area upon which the variance is applied
conform to the proposed right-of-way of the Division of
Highways;
7. That adequate water supply and fire protection be
provided as required by Ordinance No.237;
8. That all bonds, fees and deposits for the improve-
ments be posted before the building permits are issued; and
• 9. That the uses for this area be limited to C-1 in
order to conform to Ordinance No.147.
That Section 3 of Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, adopted January 21, 1948s
be and the same is hereby amended by adding thereto, as a part
of the Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to wit:
Lot 8, Block 27 of Phillips Tract MR 9, P 3 & 4,
except streets and highways, as recorded in the
office of the County Recorder of Los Angeles
County
be and the same is hereby excepted from the particular zone in
which such real property has otherwise been placed and designated
• by the provisions of this section, and all such real property and
territory is hereby granted a variance so as to establish said
real property and territory as a part of Zone C-1 'under the pro-
visions of said Ordinance No.147, subject, however, to the
conditions hereinabove enumerated.
SECTION ,2,. The City Clerk shall certify to the adoption

of this Ordinance, and prior to the expiration of fifteen
(15) days from the passage thereof, shall cause the same to
be posted with the names of the members voting for and
against the same in three places within the City, in the
manner required by the laws. and ordinances in the City of West
Covina, and thirty (30) days from and after the passage thereof
• said Ordinance shall take effect and be'in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West
Covina, held on the 12th day of April, 1954, by the affirmative

copies of Ordinance No.305 of the City of West Covina, entitled
"AN ORDINANCE OF THE CITY COUNCIL, OF THE CITY OF WEST COVINA,
CALIFORNIA,.ADOPTING A PRECISE PLAN FOR THE DEVELOPMENT OF CERTAIN
PROPERTIES IN SAID CITY, PURSUANT,TO SECTION 14 OF ORDINANCE
NO.147 OF THE CITY OF WEST COVINA, AND AMENDING SAID ORDINANCE
N0.147 (Walters)", in three public places in said City, to wit:
One at the Police Office, 1" West Garvey Boulevard, one in
front of the West Covina School House, and one at the northwest
corner of Puente Street and Lark Ellen B levard.
