AN ORDINANCE OF THE CITY COUNCIL. OF THE CITY OF In -EST COVINA,
CALIFORNIA, A11ENI)ING SECTION l.OF ORDINANCE NO.248 OF THE CITY
OF WEST COVINA, ADOPTING A PRECISE PLAN FOR THE DEVELOPMENT OF
CERTAIN PROPERTIES IN SAID CITY, ADOPTED MAY 11, 1953•
THE CITY COUNCIL OF THE CITY OF 'WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. That Section 1 of Ordinance No.248 of the City of
West Covina, entitled "An Ordinance of the City Council of the
City of West Covina, California, adopting a precise plan for the
development of certain properties in said City, pursuant to Section
11- of Ordinance No.147 of the City of West Covina, and amending
said Ordinance No.147", adopted May 11, 1953, be and the same is
hereby amended so as to read as follows:
"SECTION 1 (a). WHEREAS,Ordinance No.147 of the City
of West Covina, known as the Zoning Ordinance, classifies
certain properties described as the area bounded'on the
north by Garvey Boulevard, on the southeast by Glendora
Avenue, on the south by Walnut Creek Wash and on the west
by the extension southerly of Vincent Avenue as Zone R-A,
with potential commercial classifications as defined by the
provisions of said Ordinance No.147 and particularly Section
14, paragraph A,subparagraph
(1),item
(3) thereof; and
WHEREAS, the City
Planning
Commission of the
City of West Covina has caused to be prepared a precise plan
for the development of the above described area to encourage
the proper utilization of such properties; and
WHEREAS, the said Planning Commission did on
December 17,1952, and on January 7,1953, conduct duly advertised
public hearings as prescribed by law and duly considered said
precise plan; and

WHEREAS, by Resolution No.91 said Planning
Commission on January 21,1953, approved said plan and
recommended to the City Council the adoption thereof
subject to the conditions hereinafter enumerated; and
WHEREAS, the
City

Covina did on February
11,
1953, hold
and
conduct
a duly
advertised public hearing as prescribed by law and considered
said precise plan thereat, and on February 25,1953,duly adopted
said plan,subject to the stipulations hereinafter enumerated.
NOW, THEREFORE, the City Council of the City of West
Covina does ordain as follows: That that certain precise
plan for the development of the area bounded on the north
by Garvey Boulevard, on the southeast by Glendora Avenue,
on the,south by Walnut Creek Wash and on the west by the
extension southerly of Vincent Avenue, and more particularly
described as follows:
That portion of Lots 169 and 168 of the E.J.Baldwin's
Fourth Subdivision, part of the Rancho La Puente, in the
• City of West Covina, County of Los Angeles, State of Calif-
ornia, as shown on maps recorded in Book 8, Page 186 of Maps,
in the office of the County Recorder of said County described
as.follows:
Beginning at the most Easterly corner of said
Lot 169, thence Southwesterly along the Southeasterly line
of said Lots 169 and 168, being also the Northwesterly line
of Glendora Avenue 60 feet wide, 2478.78 feet more or less,
to the Northeasterly Right-of-way line of the Los Angeles
County Flood Control Districtts Walnut Creek Wash, 75 feet
wide; thence Northwesterly along the Northeasterly line of
said County Flood Control Districtts Right-of-way to an
intersection with the Southerly prolongation of the Easterly
line of proposed Vincent Avenue 100 feet wide; thence Northerly
• along said Southerly prolongation of the Easterly line of
Vincent Avenue, to the Northerly line of Lot 169; thence
Easterly along the said Northerly line of Lot 169 to the
point of beginning, excepting therefrom those portions lying
within the bounds of Garvey Boulevard 100 feet wide and
Glendora Avenue 60 feet wide
heretofore approved and adopted by the City Planning Commission and
by the City Council, as aforesaid, be and the same is hereby adopted
as an official Precise Plan, under and pursuant to the provisions of
Ordinance No.147 of the City of West Covina, for the areas herein-
after specifically described, subject to the following conditions:
(1) That the necessary right-of-way for the widening of
Glendora Avenue in conformity with the Master Plan be deeded to the
• City of West Covina before any development of the properties affected
by said plan shall begin;
(2) That all rights -of -way designated on such plan as future
streets shall also be deeded to said City before development of
the properties affected shall begin;
(3) That all improvements required by the terms of Ordinance
No.225 of said City (Subdivision Ordinance) be installed accordingly

and to the satisfaction of the City Engineer;
(4) That Vincent Avenue as extended shall be one hundred
feet in width.
(b) WHEREAS, Ordinance PTo.147 of the City of
West Covina, known as the Zoning Ordinance, classifies
certain properties described as the area bounded on the
• north"by Garvey Boulevard, 157 feet in width, on the
southeast by a line parallel with and distant 235 feet
southeasterly from the center line of Glendora Avenue,
on the south by Walnut Creek Wash and on the northwest by
the center line of Glendora Avenue as Zone R-A, with potential
commercial classifications as defined by the provisions of
said Ordinance No.147 and particularly Section 14, paragraph
A, subparagraph (1), item (3) thereof; and
WHEREAS, the City Planning Commission of the City
of West Covina has caused to be prepared a precise plan for
the development of the above described area to encourage
the proper utilization of such properties; and
WHEREAS, the said Planning Commission did on October
• 1,1952, and on November 5
1952, conduct duly advertised
public hearings as prescribed by law and duly considered said
precise plan; and
WHEREAS, by Resolution No.145 the said Planning
Commission on November 5,1952, approved said plan and recommended
to the City Council the adoption thereof subject to the
conditions hereinafter enumerated; and

WHEREAS, the City Council of the City of West
Covina did on November 26,1952, hold and conduct a duly
advertised public hearing as prescribed by law and con-
sidered said precise plan thereat and duly adopted said
plan, subject to the stipulations hereinafter enumerated.
NOW,THEREFORE, the City Council of the City of
• West Covina does ordain as follows: That that certain
Precise Plan for the development of the area bounded on
the north by Garvey Boulevard, 157'.feet in width, on the
southeast by a line parallel with and distant 235 feet
southeasterly from the center line of Glendora Avenue,
on the south by Walnut Creek Wash and on the northwest by
the center line of Glendora Avenue, and more particularly
described as follows:
All of Lots 1 to o inclusive of Tract No.17325
in the City of West Covina, County of Los Angeles, State of
California, as shown on maps recorded in Book 430, Pages 10
and 11, on file in the office of the County Recorder of said
County; and those portions of Lots 170, 171, 186 and 187
. of E. J. BaldwinT s Fifth Subdivision in the City of West Covina,
County of Los Angeles, State of California, as shown on map
recorded in Book 12, Pages 134 and 135 on file in the office
of the County Recorder of said County, total of said area
being described as follows:
Beginning at the most Westerly corner• of Lot 1 of
said Tract No.17325; thence North 44017T20" East, 608.50 feet

along the Northwesterly line of Lots 1 to 9 inclusive of
said Tract No.17325, being also the Southeasterly line
of Glendora Avenue, 70 feet wide, to the centerline of the
future street as shown on said Tract No.17325; thence
Southeasterly along said centerline, and the Southeasterly
extension thereof, a distance of 195 feet; thence South
44017120" West 2,012 feet more or less to an intersection
with the Northeasterly line.of the Los Angeles County Flood
Control District's Right-of-way of the Walnut Creek Wash
75 feet wide; thence Northwesterly along said Northeasterly
Right-of-way line to an intersection with the Southeasterly
line of Glendora Avenue 60 feet wide; thence North 44017120"
East 1,456 feet more or less to a point in a line bearing
North 450L2140" West, and distant 10.00 feet from the point
of beginning;'thence South 45042140" East, 10.00 feet to the
point of beginning
heretofore approved and adopted by the City Planning Commission and
by the City Council, as aforesaid, be and the same is hereby adopted
is
as
an official Precise
Plan, under
and pursuant
to the
provisions
of
Ordinance No.147 of
the City of
West Covina,
for the
areas herein-
after specifically described, subject to the following conditions:
(1) That the Precise Plan conform to the block study with
regard to street entrances except the northerly street which shall
be moved north to run between said Lots 9 and 10 of Tract No.17325;

(2), That all rights -of -way designated on such plan as
future streets shall be deeded to said City before development
of the properties affected shall begin;
(3) That all improvements required by the terms of Ordinance
No.225 of said City (Subdivision Ordinance) be installed accordingly
and to the satisfaction of the City Engineer;
(4) That the necessary right of way for the widening of Glendora
• .venue in conformity with the Master Plan be deeded to the City of
West Covina before any development of the properties affected by

said plan shall begin.
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration of fifteen (15) days
from. the passage thereof.shall cause the same to be posted with the
names of the members voting for and against the same, in three places
within the City, in the manner required by the laws and ordinances
in the City of IWest Covina,and thirty days from and after the passage
thereof said ordinance shall take effect and be in force.

to wit: One at the Police Office, 1444 West Garvey Boulevard, one
in front of the West Covina School House, and one at the northwest
corner of Puente Avenue and Hark Ellen Avenue.
