AN ORDINANCE OF THE CITY OF WEST
COVINA, CALIFORNIA, ORDERING,
' CALLING, PROVIDING FOR AND GIVING
NOTICE OF A SPECIAL ELECTION TO
BE HELD IN THE CITY OF WEST COVINA
ON THE 13TH DAY OF APRIL, 1954,
FOR THE PURPOSE OF SUBMITTING TO
THE QUALIFIED VOTERS OF SAID CITY
TWO PROPOSITIONS TO INCUR BONDED
INDEBTEDNESS BY SAID CITY FOR CER-
TAIN MUNICIPAL IMPROVEMENTS, AND
CONSOLIDATING SAID ELECTION WITH THE
GENERAL MUNICIPAL ELECTION TO BE
HELD ON SAID DATE.
WHEREAS, the City Council of the City of West Covina,
California, 4A on the 24.th day of February, 1954, by a vote
of more than two-thirds of the members of said City Council,
adopt Resolution No. 141;11s entitled "Resolution of the
City Council of the City of West Covina, California, determining
that the public interest and .necessity demand the acquisition
and construction of certain municipal improvements, and making
findings relating thereto," which said resolution was duly,
signed and approved by the Mayor of said City and attested and
certified by the City Clerk of said city;
NOW, THEREFORE, the City Council of the City of West
Covina DOES ORDAIN as follows:
Section 1. That a special election be held, and
the same is hereby called to be held, in the City of West
Covina, California, on the 13th day of April, 1954, for the
purpose of submitting to the qualified voters of said city
two propositions of incurring indebtedness and issuing bonds
of said City therefor, in the amounts hereinafter set forth,

and for the objects and purposes set forth in.said reso-
lution and hereinafter stated.
Section 2. That the object and purpose for which
each of said indebtedness is to be incurred and bonds issued
therefor are as follows:
Bond Proposition No. 1:
The acquisition and construction by the City of
West Covina of a certain municipal improvement, to wit:
the acquisition of two park sites and the improvement
thereof as city parks.
Bond Proposition No. 2:
The acquisition and construction by the�_City of
West Covina of a certain municipal improvement, to wit:

a municipal swimming pool/ ogether with dressing and
locker rooms, showers, and other related facilities,
including the acquisition of all furniture, furnishings,
equipment, apparatus.and other property necessary
therefor.
Section 3. That the estimated cost of the municipal
improvement described in Bond Proposition No. 1. in Section 2
hereof is the sum of sixty thousand dollars ($60,000) and that
the amount of the principal of the indebtedness to be incurred
therefor is the sum of sixty thousand dollars ($60,000).
That the estimated cost of the municipal improvement
described'in Bond Proposition No. 2 in Section 2 hereof is the
sum of one hundred seventy-five thousand dollars ($175,000) and
that the amount of the principal of the indebtedness to be
incurred therefor is the sum of one hundred seventy-five thousand
dollars ($175,000).

That the maximum rate of interest to be paid on any
indebtedness incurred for any of the purposes stated in this
ordinance shall not exceed the maximum rate permitted by law,
to wit, six per cent (6%) per annum, payable annually for
the first year and semiannually thereafter, the actual rate
Is or rates of interest on said.bo.nds to be determined at the
time of the sale or sales thereof.
That if any proposition for the incurring of bonded
indebtedness so submitted receives the requisite .number of
votes, to wit, two-thirds of the votes of the qualified
electors voting on'said proposition, bonds of said City, '
in .not exceeding the principal amount stated in such pro-
position, shall be issued and sold.for the object and purpose
set.forth in said proposition.
Section 4. That the polls for said election shall
be opened at seven o'clock, A.M., of the day of said election
and shall remain open continuously from said time until seven
too'clock, P.M., of the same day, when said polls shall be
closed, except as provided in Section 5734 of .the Elections
Code of the State of California.
That on the ballots to be used at said special
election, in addition to any other matters required by law,
there shall be printed substantially the following:
MARK CROSSES (+) ON BALLOT ONLY WITH RUBBER STAMP;
NEVER WITH PEN OR PENCIL.
(ABSENTEE BALLOTS MAY BE MARKED 'WITH PEN .AND INK
OR PE IL.
INSTRUCTIONS TO VOTERS
To vote on any measure, stamp a cross (+) in the
voting square after the word "YES" or after the
word "NO". All marks, except,the.cross (+) are
forbidden. All distinguishing marks or erasures
are forbidden and make the ballot void.

If you wrongly stamp, tear or deface this ballot,
return it to the inspector of election and obtain
another.
On absent voter's ballots mark a cross (+) with
pen or pencil.

Section 5. A cross (+) placed in the voting square after
the word "YES" in the manner hereinbefore provided shall be
counted in favor of the;.adoption of a proposition. A cross (+)
placed in the voting square after the word. "NO" in the manner
hereinbefore provided shall be counted against the adoption
of a proposition.
Section 6. That the special election hereby called
shall be and is hereby ordered consolidated with the general
municipal election to be held in said city on Tuesday, April 13,
1954, and such electio.ns'shall be held in all respects as if
there were only one election, and only one form of ballot shall
be used thereat. The precincts, polling places and officers of
election for this special election shall be the same as those

provided for said general municipal election, and said
precincts, polling places and officers of election are
set forth in the resolution providing. for said general
municipal.electio,n; to wit, Resolution No.
adopted February 24, 1954.
Section 7. That except as otherwise provided in
this ordinance, the.electio.n called hereby shall be con-
ducted as provided by law for other municipal elections in
said city.
Section 8. That the City Council of said City
shall meet at its usual place of meeting in the City Hall
on Tuesday, the 20th day of April, 1954, at 1:00 o'clock,
P.M., of said day, and proceed to canvass the election
returns and declare -the result of said election.
Section 9. That the City Clerk shall certify to
the passage and adoption of this ordinance by a vote -of more
than two-thirds of all of the members of the City Council of
said City, and (there being -no newspaper published in said city)
shall conspicuously post A copy of this ordinance for at least
two succeeding weeks prior to the date of said election in
three public places within said city, as follows:
1. Northwesterly corner of Puente Avenue and
Lark Ellen Avenue;
2. Police Office, 1444 West Garvey Boulevard;
3. In front of West Covina School House.
No othernotice of such election need be given.
Section 10. This ordinance shall take effect
upon its passage.
