ORDINANCE NO.299
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, MAKING A CONDITIONAL VAaFIANNCE TO CERTAIN PROVISIONS
OF ORDINANCE NO.147 OF SAID CITY, PURSUANT TO SECTION 15 THEREOF.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. A petition signed by West Covina Methodist
Church, having been filed in the office of the City Panning Commission
pursuant to Section 15 of Ordinance No.147 of the City Council of
the City of West Covina establishing zones or districts and regulating
therein the use of land, height of buildings and yard spaces, adopted
_on the 21st day of January, 1948, asking that a conditional variance
be made affecting the property described in said petition and setting
forth the specific reasons therefor and the circumstances in connection
therewith, and recommendation having been made by the Planning
Commission to this Council, and a.full investigation and consider-
ation of the facts having been made by this Council pertinent to
such petition; the Council determines that there are exceptional or
extraordinary circumstances or conditions applicable to the property
involved and to the intended use thereof that do not generally apply
-jo the property or classes of uses in the same zone or district in
which said property is located,,an d will not be inconsistent with
the general -purposes
of Ordinance
No.147;
This Council,
therefore,
grants a conditional variance from
the provisions of said Ordinance No.1471 but only so far as such
variance is necessary to permit the following described real property,
to -Wit* -
The Easterly 650.00 feet of the Westerly 670.00
feet of the Southerly 180.00 feet; and the
Southerly 50.00 feet of the Easterly 200.00 feet
of the Westerly 220.00 feet, of the Northerly
150.00 feet of Lot 7, of Tract No.930 in the City
of West Covina,County of Los Angeles, State of
California,as shown on map recorded in Book 17,

at Pages 38 and 39 of Haps, on file
in the Office of the County Recorder
of said County,
and located at the East side of Azusa Avenue, approximately
300 feet North of Cameron Avenue, to be used for the purpose
of establishing, maintaining and conducting a church.
This conditional variance is granted upon the following
• terms and conditions:
1. That the necessary widening of Azusa Avenue be deeded to
the City of West Covina;
,2. That all street improvements outlined in Section 49 of
Ordinance No.225, including utilities, be installed accordingly
and meet the approval of the City Engineer. This to include street
lights and sidewalks;
3. That no building permits be granted until a plot plan has
been submitted and approved by the Planning Commission;
4. That the plot plan be revised to show the following:
(a) A 101 side yard along the south edge of the property;
(b) A fence around the property with suitable screening along the
south and east sides;
. 5. That all bonds, fees and deposits for improvements be posted
before building permits are issued; and
6. That an 8' drainage easement be provided through Parcel 2
for Parcels 5 and 6.
SECTION 2. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15)
days from the passage thereof, shall cause the same to be posted
with the names of the members voting for and against the same, in

three places within the City, in the manner required by the laws
and ordinances in the City of West Covina, and thirty (30) days
from and after the passage thereof -said Ordinance shall take
