AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, MAILING A CONDITIONAL VARIANCE TO CERTAIN PROVISIONS
OF ORDINANCE NO.147 OF SAID CITY, PURSUANT TO SECTION 15
THEREOF (San Jose Hills Water Company).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. The petition of San Jose Hills Water Company
having been filed in the office of the City Planning Commission
• pursuant to Section 15 of Ordinance No.147 of the City of West
Covina establishing zones or districts and regulating therein the
use of land, height of buildings and yard spaces, adopted on the
2.1st day of January, 1948, asking that a conditional variance be
made affecting the property described in said petition and setting
forth the specific reasons therefor and the circumstances in
connection therewith, and recommendation having been made by the
Planning Commission to this Council, and a full investigation and
consideration of the facts having been made by this Council
pertinent to such petition; the Council determines: that there are
exceptional or extraordinary circumstances or conditions applicable
to the property involved and to the intended use thereof that do
not generally apply to the property or classes of uses in the same
• zone or district in which said property is located, and will not
be inconsistent with the general purposes of Ordinance No.147;
This Council, therefore, grants a conditional variance from
the provisions of said Ordinance No.147, but only so far as such
variance is necessary to permit the following described real
property, to wit:

Lot 1 of Tract No.19267 as per map recorded
in Book 484, Page 43 of Daps, in the office
of the Recorder of Los Angeles County, State
of California
and located on the southeast corner of Puente Avenue and Azusa,
to be used for the purpose of erecting and maintaining a booster
station and chlorinator on said property.
. This conditional variance is granted upon the following
terms and conditions;
1. The southerly end of Lot 1 and the east side of Lot 1,
to the front building line, be fenced with a 6 foot masonry wall,
2. That since the vehicular access of this lot from Azusa
Avenue has been eliminated on the recordation of the subdivision
map, the access to the property be made from Puente Avenue.
3. That the front of the lot be landscaped in conformance
with the surrounding property.
4. That the covenants for the tract indicate this lot is
set aside for and indicated for use as a pumping plant.
5. The the building housing the pump be insulated.
6. That the building be vented through the roof.
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration of f if teen (15) days
from the passage thereof, shall cause the same to be posted with the
names of the members voting for and against the same, in three places
within the City, in the manner required by the laws and ordinances
of the City of West Covina, and thirty (30) days from and after the

final passage thereof said ordinance shall take effect and be
in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted at
a regular meeting of the City Council of the City of West Covina,
held on the #th day of February, 1954, by the affirmative vote of
at least three Councilmen, to wit:

• PURSUANT TO SECTION 15 THEREOF (San Jose Hills Water Company)", in
three places in said City, to wit; One at the Police Office,_1444
West Garvey Boulevard, one in front of the West Covina School House
and one at the northwest corner of Due a Street and Lark Ellen
Boulevard.
