AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,,
CALIFORNIA, MENDING ARTICLE VII, SECTION 13 OF ORDINANCE NO.103
OF TIE CITY OF WEST COVINA, KNOWN AS THE, TRAFFIC ORDIIINCEtAND
DECLARING THE URGENCY HEREWITH TO TAKE EFFECT IMMEDIATELY.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES MAIN AS FOLLOWS:
SECTION l.- That Section 13 of Article VII of Ordinance
No.103 of the City of West Covina, entitled "AN ORDINANCE OF THE
CITY OF WEST COVINA, CALIFORNIA, M.AKI1,TG CERTAIN PROVISIONS RELATING
TO PUBLIC STREETS AND PUBLIC PLACES WITHIN SAID CITY; REGULATING
TRAFFIC IN AND UPON SUCH PUBLIC STREETS AND PLACES, AND REPEALING
ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH"',
adopted July 13, 1944, be amended so as to read as follows:
ARTICLE VII. it
Section 13. That the Traffic Authority is hereby
authorized to immediately cause all streets and
portions thereof established and designated by
this ordinance as light traffic streets to be
clearly marked or sign -posted at their intersections
with heavy traffic streets or boundary line of
said City of West Covina with appropriate signs
displaying in letters not less than one inch in
height the words "CONXTRCIAL VEHICLES OVER 6000
POUNDS CAPACITY PROHIBITED". After said signs
have been so placed said Traffic Authority shall
cause the said signs so erected to be properly
maintained."

SECTION 2. It is hereby declared that this Ordinance
is an urgency Ordinance for the immediate preservation of the
public peace, health and safety and shall take effect upon its
adoption. The facts constituting such urgency are as follows:
that there is now a great number of heavy commercial vehicles
•. carrying excessively heavy loads utilizing the light traffic

streets,.as defined in said Ordinance No.1039 and thereby causing
unnecessary and substantial damage to such streets, thus creating
a distinct present menace to the public peace, health and safety
in said City and substantial damageto the people of the City
of West Covina, and this Ordinance shall therefore take effect
at the earliest possible moment in order to effectively prevent
evils herein sought to be corrected.
SECTION 3. The City Clerk shall certify to the adoption
of this Ordinance and shall cause the same to be posted with
the names of the member voting for an against the same in three
places within the City, in the manner required by the laws and
ordinances in the City of West Covina, and thereupon and there-
after said Ordinance shall take effect and be in force.

at a regular meeting of the City Council of the City of West Covina,

vote of at least three Councilmen, to wits
