AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING A PRECISE PLAN FOR THE DEVELOPMENT OF
CERTAIN PROPERTIES IN .SAID CITY, PIJ16UANT TO SECTION 14 OF
ORDINANCE NO.1.47 OF THE CITY OF' WEST COVINA, AND AMENDING SAID
ORDINANCE NO.147 (John Shkofach)a
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES OI;DAIN AS FOLLOWS:
SECTION 1, WHEREAS, Ordinance No.147 of the City of
West Covina, known as the Zoning -Ordinance, classifies certain
• properties described as the area located at or upon the north side
of Garvey Boulevard, three hundred fifty feet west of Irwindale
Avenue, as Zone R-A, with potential commercial classifications as
defined by the provisions of said Ordinance No.147, and particularly
Section 14, paragraph A. subparagraph (1), item (3) thereof; and
WHEREAS, the City Planning Commission of the City of
West Covina has caused to be prepared a precise plan fort the develop-
ment of the above described area to encourage the proper utilization
of such properties; and
WHEREAS, the said Planning Commission did on November 2,
1953, and on November 16,1953, conduct duly advertised public hearings
as prescribed by law and duly considered said precise plan; and
WHEREAS, by Resolution No.131 the said Planning Commission
• on December 21, 1953, approved said plan and recommended to the
City Council the adoption thereof, subject to the conditions here-
inafter enumerated; and
WHEREAS, the City Council of the City of West Covin6a did
on December 28, 1953, hold and conduct a duly advertised public
hearing as prescribed by law and considered said precise plan thereal't
and duly adopted said plan, subject to the stipulations hereinafter
enumerated;

NOW, THEREFORE, the City Council of the City of West
Covina does ordain as follows: That that certain Precise Plan
for the development of the real property located at or upon the
south side of Garvey Boulevard, between California and Glendora
Avenues, in the City of West Covina, heretofore approved and
adopted by the City Planning Commission and by the City Council
• as aforesaid, be and the same is hereby adopted as an Official
Precise Plan, under and pursuant to the provisions of Ordinance
No.147 of the City of West Covina, for theareas hereinafter
specifically described, subject to the following conditions:
(1) That the area of the cul de sac street, shown on
revised block study, be deeded to the City of West Covina;
(2) That all street improvements outlined in Section
49 of Ordinance No.22.5, including utilities, be installed accordingly
and meet the approval of the City Engineer. This to include all
improvements along the freeway frontage road that are not proposed
for installation by the Division of Highways, and that the street
improvements along the cut de sac be provided for at the time the
• frontage is developed;
(3) That the area under consideration conform to the
block study adopted for this area;
(4) That all bonds, fees and deposits be posted before
building permits are issued, and
(5) That adequate water supply andfire protection be
provided as required by ordinance.

That Section 3 of Ordinance No.147 of the City of West Covina,
known as the Zoning Ordinance, adopted January 21, 1948, be and
the same is hereby amended by adding thereto, as a part of the
Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to wit:
That portion of Lots 4 and 5 of the Reichard Tract
in the City of West Covina, County of Los Angeles,
State of California, as shown by map recorded in
Book 10, page 121 of Maps, on file in the office of
the County Recorder of said County described as
follows:
Beginning at the Northeast corner of Lot 5 of said
Tract; thence North 870 541 4011 West 359.75 feet
along the Northerly line of the land originally des-
cribed in Certificate of Title No.P-8170, being also
the Northerly line of said Lot 5, to the true point
of beginning; thence South 4° 311 3111 West, 692.15
feet to a line parallel with and distant 154.00 feet
Northerly, measured at right angles, from the
Southerly line of Lot 4 of said Tract; thence North
89' 191 4011 West along said parallel line 111.93
feet, to the Westerly line of the land described in
said Certificate of Title No.P-8170; thence along
said Westerly line North 4° 301 5011 East 692.15 feet,
more or less, to the Northerly line of land described
in said Certificate No.P-81709 being also the Northerly
line of said Lot 5, thence South 87' 541 4011
East 111.93 feet, along said Northerly 1ine.to the
true point of beginning
• be and the same is hereby excepted from the particular zone in
which such real property has otherwise been placed and designated
by the provisions of this section., and all such real property and
territory is hereby granted a variance so as to establish said
real property and territory as a part of Zone C-1 under the pro-
visions of said Ordinance No.147, subject, however, to the
conditions hereinabove enumerated.

SECTION 2. The City Clerk shall certify to the
adoption of this Ordinance, and prior to the expiration of
fifteen (15) days from the passage thereof, shall cause the
same to be posted with the names of the members voting for
and against the same in three places within the City, in the
manner required by the laws and ordinances in the City of
West Covina, and thirty (30) days from and after the passage
thereof said Ordinance shall take effect and be -in force.

I'HEREBY CERTIFY that the foregoing Ordinance was
adopted at a regular meeting of the City Council of the City
of West Covina, held on the 25th day of January, 1954, by
the affirmative vote of at least three Councilmen, to wit:
