Ordinance - 292ORDINANCE NO.292 AN ORDINANCE OF THE CITY OF WEST COVINA, CALIFORNIA, V ENDING ORDINANCE NO.147 OF SAID CITY, KNOWN AS TME.ZONING ORDINANCE, AND CHANGING THE ZONING MAP ATTACHED THERETO AND MADE A PART THEP�EOF (Joseph Sein) THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1. That Section 3 of Ordinance No.147 of the City of West Covina, entitled "AN ORDINANCE ESTABLISHING ZONES IN THE CITY OF WEST COVINA, AND THEREIN P.EGULATING THE USE OF LAND, HEIGHT OF BUILDINGS AND YARD SPACES; ADOPTING A MAP SHOWING THE BOUNDARIES OF SAID ZONES; DEFINING THE TERMS USED IN THIS ORDINANCE; PROVIDING FOP. ITS ADJUSTMENT, AMENDMENT AND ENFORCEMENT; PRESCRIBING PENALTIES FOR VIOLATIONS AND REPEALING ORDINANCES OR PORTIONS OF ORDINANCES IN CONFLICT THEREWITH", adopted January.21, 1948, be and the same is hereby amended by adding thereto, as a part of the Zoning Map of the City of West Covina, the following: Those portions of Lots 4 and 5 of the Reichard Tract, in the City of West Covina, County of Los Angeles, State of California, as shown on map recorded in Book 10 Page 121 of Maps, in the office of the Recorder of said County, described as follows: Beinning at a point in the Easterly line of said lot 5, distant North 4° 59' 30" East 802.13 feet from the southeasterly corner of said Lot 4, said point of beginning being the most northerly corner of land • described in Certificate of Title No.MU-6079 on file in the office of the Registrar of Titles of,said County; thence southerly along the westerly line of said land, being a curve concave westerly and tangent to said easterly line having a radius of 795.00 feet, through a central angle of 130 11' 0911 a distance of 182.96 feet to a point to which a radial of said curve bears south 710 49' 21" east; thence along said westerly line and the easterly line of the land described in Certificate 568.57 feet to a point in a line that is t parallel with and distant 87.00 feet northerly at right angles from the southerly line of said Lot 4, distant along said parallel line North 880 56' 30" west 180.23 feet from the easterly line of said Lot 4; thence along last mentioned parallel line north 88° 56' 30" west 67.03 feet; thence north 40 551 20" east 756.54 feet -1- to a. point in the northerly line of the land described in Certificate of Title No.P-8170 on file in the office of said Registrar, distant north 87° 31' 30" west 247.83 feet from the northeasterly corner of said Lot 5; thence south 870 31' 30" east 247.83 feet to said northeasterly corner; thence south 4° 59' 30" west 34.87 feet to the point of beginning be and the same is hereby excepted from the particular zone in which such real property has otherwise been placed and designated by the provisions of this section, and all such real property and territory is hereby granted a variance in accordance with the provisions of Section 14 of said Ordinance No.1471 and in accord- ance with Precise Plan Np.t14 as approved by this Council, so as to establish said real property and territory as a part of Zones C-1 and R-3, under the provisions of said Ordinance No.1479 subject to the following conditions: 1. That the development conform to the precise plan adopted for this area; 2. That all areas for streets and alleys be deeded to the City of Nest Covina; 3. That Precise Plan No..155 be amended to show the alley require- ments of Subdivision Ordinance No.225; 4. That all street improvements outlined in Section 49 of Ordinance No.2259 including sidewalks, electroliers and utilities, be installed accordingly and meet the approval of the City Engineer. This to include the alley improvements; 5. That adequate water supply and fire protection be provided as required by ordinance;, 6. That the area conform to the proposed Division of Highways -2- right-of-way requirements; and 7. That all bonds, fees and deposits be posted before building permits are issued. SECTION 2. The City Clerk shall certify to the adoption of this Ordinance, and prior to the expiration of fifteen (15) days from the passage thereof, shall cause the same to be posted with the names of the members voting for and against the same in three places within the City, in the manner required by the laws and ordinances in the City of West Covina, and thirty (30) days from and after the final passage thereof said Ordinance shall take effect and be in force.
