Ordinance - 290ORDINANCE NO.290 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,CALIFORNIA, REQUIRING THE MAINTENANCE OF TOILETS UPON CONSTRUCTION SITES IN SAID CITY AND PROVIDING PENALTIES FOR.THE VIOLATION THEREOF. THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1. It shall be unlawful for any person, firm or corpor- ation to commence or proceed with the erection, construction, repair, raising,adding to,removal or demolition of any building, unless such person, firm or corporation shall place and maintain upon the site of such construction work, for the use of any person employed or working upon any such building or portion thereof, a water -flush toilet enclosed within a.suitable building or structure and connected to a cesspool or sewer. In the event such construction work is being done upon two or more adjoining lots or parcels of land by the owner thereof, or a contractor, then such water -flush toilet may be placed and maintained by such owner or contractor upon any of such lots or parcels of land provided such toilet is located within a reasonable distance of the lot or premises upon which such construction work is being done, and shall in no case be located more than two hundred fifty (250) feet from the site of the work being done. In the event that a cesspool or sewer is not available for use at or near the site of the proposed work, and in the further event 0 that at least ten persons are employed at such site the Building Inspector may authorize the temporary use of a sanitary chemical toilet, or toilets, but in no event shall a privy, privy vault, dry privy or privy structure be erected, constructed, used or maintained at or upon the site of any such construction work. When less than ten persons are employed at such site a temporary toilet of the privy type shall be furnished, said toilet to be constructed with four walls and a roof and to contain on one side of the interior thereof a boxed -in seat and on the other side a metal urinal connected by a suitable drain to a pit which shall be at least three feet in depth; provision shall -1- be made for the daily use of lime in conjunction with the use of said pit® SECTION 2. .Any person, firm or corporation violating any of the provisions of this Ordinance deemed guilty of a misdemeanor and upon conviction thereof shall be punishable by a fine not exceeding Five Hundred Dollars ($500.00) or by imprisonment in the County Jail of the County of Los .Angeles, • State of California, for a period not exceeding six (6) months, or by both such fine and imprisonment; and each such person, firm or corporation shall be deemed guilty of a separate offense for each day during any portion of which the violation of or failure, neglect or�refusal to comply with, any of the provisions of this Ordinance is committed, continued or permitted. SECTION 3-.
