AN ORDINANCE OF THE CITY COUNCIL, OF THE CITY OF WEST COVINA, CALIFORNIA, XIE2v'DING ORDINANCE N0.237 OF TffE CITY OF WEST COVINA, REQUIRING FIRE PROTECTION FOR COT,31ERCIAL CONSTRUCTION IN SAID CITY, PROVIDING PENALTIES FOR THE VIOLATION THEREOF, AND DECLARING THE URGENCY HEREWITH TO TAKE EFFECT I)I MED IATELY. THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1. That Ordinance No.237 of the City Council . of the City of West Covina, California, entitled "AN ORDINANCE OF THE CITY COU14CIL Ole' THE CITY OF WEST COVINA, CALIFORNIA, REQUIRING FIRE PROTECTION FOR C01NRCIAL CONSTRUCTION IN SAID CITY, AND PROVIDING PENALTIES FOR THE VIOLATION THEREOF", adopted February 11, 1953, be and the same is hereby amended by adding thereto a new section to be known as and numbered Section 1-A, and to read as follows: "SECTION 1-A. The Building Inspector may issue the permit referred to in SECTION 1 hereof, provided the applicant for such permit shall first enter into an agreement with the City to furnish adequate distribution lines for domestic water supply and to provide adequate fire protection for his property and shall furnish either a surety bond or cash bond guaranteeing the installation of the necessary • ,conduits, pipes, hydrants and other appurtenances as aforesaid. The amount of such bond shall be +R� determined by the City Engineer." SECTION 2. It is hereby declared that this ordinance is an urgency ordinance for the immediate preservation of the public peace, health and.safety and shall take effect upon its adoption. The facts constituting such urgency are as follows: that there are now -1- C� being planned and developed in the City of West Covina buildings and structures for commercial and manufacturing uses which are proposed to be maintained and used in such a manner as to create an immediate hazard to the public peace, health and safety, which requires the immediate action of the City relating thereto, the same constituting a distinct present menace to the public peace, health and safety in said City, and this Ordinance shall therefore take effect at the earliest possible moment in order to effectively prevent evils herein sought to be corrected. SECTION 3, The City Clerk shall certify to the adoption of this Ordinance and shall cause the same to be posted with the names of the members voting for and against the same in three places within the City, in the manner required by the laws and ordinances in the City of West Covina, and thereupon and thereafter said Ordinance shall take effect and be in force. 0 o h 1 y of Wbst Covina ATTES : • City Clerk I 1- p.EBY CERTIFY that the foregoing Ordinance was adopted at a regular meeting of the City Council of the City of West Covina, held on the 23rd day of November, 1953:_,,by the affirmative vote cf at least three Councilmen, to wit: AYES: Councilmen FRANK DELAY BERT C.
