Ordinance - 285ORDINANCE NO.285 AN ORDINANCE OF THE CITY OF WEST COVINA, CALIFORNIA, AMENDING ORDINANCE NO.147 OF SAID CITY, KNOWN AS THE ZONING ORDINANCE,AND CHANGING THE ZONING MAP ATTACHED THERETO AND MADE A PART THEREOF. THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1. That Section 3 of Ordinance No.147 of the City of West Covina, entitled "AN ORDINANCE ESTABLISHING ZONES IN THE • CITY OF WEST COVINA, AND THEREIN REGULATING THE USE OF LAND, HEIGHT OF BUILDINGS AND YARD SPACES; ADOPTING A MAP SHOWING THE BOUNDARIES OF SAID ZONES; DEFINING THE TERMS USED IN THIS ORDINANCE; PROVIDING FOR ITS ADJUSTMENT, AMENDMENT AND ENFORCEMENT; PRESCRIBING PENALTIES FOR VIOLATIONS AND REPEALING ORDINANCES OR PORTIONS OF ORDINANCES IN CONFLICT THEREWITH", adopted January 21,1948, be and the same is hereby amended by adding thereto, as a part of the Zoning Map of the City ,of West Covina, the following: The hereinafter described real property located on the north side of Garvey Boulevard and approximately 250 feet .west of Sunkist Avenue, in the City of West Covina, County of Los Angeles, State of California,and more particularly described as follows, to wit: Lots 10 and ll of Tract'No.11798, as per map recorded in Book 220, Pages 20 and 21 of Maps, records of Los Angeles County, • be and the same is hereby excepted from the particular zone in which such real property has otherwise been placed and designated by the provisions of this section, and all such real property and territory is hereby granted a variance in accordance with the provisions of Section 14 of said Ordinance No.147, so as to establish said real property and territory as a part of Zone C-1 under -the provisions of said Ordinance No.147, subject to the following conditions: -1- (1) That all the street and alley improvements as outlined in Section 49 of Ordinance No.225, including utilities, be installed accordingly and meet the approval of the City Engineer; this to include all improvements not proposed for installation by the State Division of Highways; (2) That the subject property conform to the State • Division of Highways proposed right-of-way; (3) That adequate offstreet parking facilities be provided and maintained in the ratio of at least one such parking space per five seats, or one space for each 100 square feet of assembly area if there be no permanent seating, and that a plot plan be furnished to the Building Department showing this parking arrange- ment; (4) That adequate water supply and fire protection as required by the provisions of Ordinance No.237 be provided; and (5) That all bonds, fees and deposits for street improvements be posted before the building permit is issued. SECTION 2., The City Clerk shall certify to the adoption • of this Ordinance, and prior to thee xpiration of fifteen (15) days from the passage thereof, shall cause the same to be posted with the names of the members voting for and against the same in three places within the City, in the manner required by the laws and ordinances in the City of West Covina, and thirty (30) days from and after the final passage thereof said Ordinance shall take "20L effect and be in force, Mayor he Ci y of WestCov ATTE City C er.E • I HEREBY CERTIFY that the foregoing Ordinance was adopted at a regular meeting of the City Council of the City of West Covina on the 23rd day of November, 1953, by -the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen FRANK DELAYIBERT C.
