AN ORDINANCE OF THE CITY COUNCIL OF' THE CITY OF WEST COVINA,
CALIFORNIA) ADOPTING A PRECISE PLAW FOR THE DEVELOPMENT OF
CERTAIN PROPERTIES IN SAID CITY, PURSUANT TO SECTION 14 OF
ORDINANCE NO.147 OF THE CITY OF WEST COVINA, AND AMENDING SAID
ORDINANCE NO.147 (Babson and Associates)..
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, classifies certain properties
• described as the area located at and upon the northwest corner of
Badillo Street and Orange Avenue in the City of West Covina as
Zone R-A, with potential commercial classifications as defined by
the provisions of said Ordinance No.147,'and particularly Section
14, paragraph A, subparagraph (1), item (3) thereof; and
WHEREAS, the City Planning Commission of the City of West
Covina has caused to be prepared a precise plan for the development
of the above described area to encourage the proper utilization of
such properties; and
WHEREAS, the said Planning Commission did conduct duly adver-
tised public hearings as prescribed by law and duly considered
said precise plan; and
• WHEREAS, by Resolution No.116 the said Planning Commission
on August 3, 1953, approved said plan and recommended to the City
Council the adoption thereof, subject to the conditions herein-
after enumerated; and
WHEREAS, the City Council of the City of West Covina did on
September 14, 1953, hold and conduct a duly advertised public
hearing as prescribed by law and considered said precise plan
thereat and duly adopted said plan, subject to the stipulations

hereinafter enumerated;
NOW, TBEREFORIP, the City Council of the City of West Covina
does ordain as follows: That that certain Precise Plan for the
development of the real property located at or upon the northwest
corner of Badillo Street and Orange Avenue, in the City of West

Covina, heretofore
approved and adopted by the City
Planning
Commission and by
the City Council, as aforesaid, be
and the same
is hereby adopted as an Official Precise Plan, under and pursuant
to the provisions of Ordinance No.147 of the City of West Covina,
for the areas hereinafter specifically described, subject to the
following conditions:
(a) That applicants arrange with Los Angeles County Road
Department for the opening of Badillo Street.
(b) That applicants arrange with Los Angeles County Road
Department for street improvements along Badillo Street and Orange
Avenue, said improvements to conform with requirements of Section
49, Ordinance No.225, including sidewalks, and meet approval of
City Engineer.
• (c) That the property be developed according to Precise Plan
No.11 adopted for this area.
(d) That all bonds, deposits, and fees as required by
ordinance be posted with City of West Covina before building permits
are issued on the frontage developed.
(e) That adequate water service for fire protection as
required by Ordinance No.237 be- provided.
(f) That the residential property north and west of the
commercial areas, and south of Kenoak Drive be screened by a 6 foot

masonry wall,
That Section 3 of Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, adopted January 21, 1948,
be and the same is hereby amended by adding thereto, as a part
of the Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to wit:
The north half of Lot 13 of Eugene Riggins
Subdivision of the Hathaway Tract, in the
City of West Covina, Book 53, Page 37 of
Niscellaneous Records, in the office of the
County Recorder, and Lots 1 thru 5 of Tract
N0.16911 in the City of West Covina
be and the same is hereby excepted from the particular zone in
which such real property has otherwise been placed and designated
by the provisions of this section, and all such real property
and territory is hereby granted a variance so as to establish
said real property and territory as a part of Zone C-2 under the
provisions of said Ordinance No.1479 subject, however, to the
conditions hereinabove enumerated.
SECTION 2. The City Clerk shall certify to the adoption of
this Ordinance, and prior to the expiration of fifteen (15) days
• from the passage thereof, shall cause the same to be posted with
the names of the members voting for and against the same, in
three places within the City, in the manner required by the laws
and ordinances in the City of West Covina, and thirty (30) days
from and after the passage thereof said Ordinance shall take
effect and be in force.

That he is the City Clerk of the City of West Covina,California; a
citizen of the United States, and over the age of 21 years; that
on the /� day of October, 1953, he posted three copies of Ordinance
No.274 of the City of West Covina, entitled "AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A
PRECISE PLAN FOR THE DEVELORIENT OF CERTAIN PROPERTIES IN SAID CITY,
PURSUANT TO Sa'CTION 14 OF ORDINANCE NO.147 OF THE CITY OF WEST
COVINA, AND APPENDING SAID ORDINANCE NO.147 (Babson and Associates)",
in three public places in said City, to wit: One at the Police
Office, 1444 West Garvey Boulevard, one in front of the West
Covina School House, and one at the northwest corner of Puente
Street and Lark Ellen Boulevard.
