AN ORDINANCE OF THE CITY COUNCIL OF TIM CITY OF WEST COVINA,
CALIFORNIA, GRANTING VARIANCE TO PEM1IT THE, CONSTRUCTION AND
MAINTENANCE OF AN ELECTRICAL DISTRIBUTION SUBSTATION UPON
PROPERTY LOCATED ON PUENTE AVENUE BETWEEN IRWINDALE'AVENUE AND
VINCENT AVENUE, IN THE CITY OF WEST COVINA (Edison).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, there was filed the petition of
SSouthern California Edison Company requesting a variance under the
provisions of Ordinance No.147 of the City of West Covina to
permit the establishment of an electrical distribution substation
upon property owned by the applicant and located on Puente Avenue
between Irwindale Avenue dnd Vincent Avenue in said City; and
WHEREAS, after due notice as required by the provisions of
Ordinance No.147 of the City of West Covina, public hearings were
duly held on such application by and before the City Planning
Commission and the City Council and all interested parties were
given a full opportunity to be heard; and
WHEREAS, in the opinion of this Council the proposed variance
to provide for the use as an electrical distribution substation of
the hereinafter described real property would not be detrimental
• � to the public welfare nor injurious to surrounding property and
would not adversely affect the comprehensive general plan of the
City;
NOW,THEREFORE, BE IT ORDAINED that the aforesaid petition
for a variance be approved and granted and that the hereinafter
described real property be permitted to be used for an electrical
distribution substation purpose, as provided in said Zoning Ordinance
for the following reasons:
! 1. The variance requested by petitioner is not contrary to
good planning practice, and if permitted as herein recommended
and subject to the conditions hereinafter enumerated, would have
no harmful` effect on the properties in the same general area.
That the real property herein involved is located in the City of
West Covina, County of Los Angeles, State of California, and is
more particularly described as:
That portion of Block 22 of the 576.50 Acre Tract known
• as the W. R.Rowland Tract, as shown on map recorded in
Book 42, page 45, of Miscellaneous Records, in the office
of the County Recorder of said County, described as follows:
Commencing at the intersection of the southerly line'of
said Block with a line parallel with and distant 320.76 feet
westerly measured at right angles from the easterly line
of said Block being the centerline of Valinda Avenue 66 feet
in width, formerly known as Vincent Avenue; thence along
said parallel line North 4016' East 491 feet to the TRUE POINT
OF BEGINNING, being the northwesterly corner of the land
described in -Certificate of Title No.UK-65603 on file in the
office of the Registrar'of Titles of said County; thence
continuing along said parallel line, North 4016' East to the
northerly line of said Block, being the centerline of a 66
foot street now known as Puente Avenue; thence along said
northerly line North 890 38' East 321.86 feet to said easterly
line of said Block; thence along said easterly line South
4° 16' West to a line which bears North 89° 38' East from the
TRUE POINT OF BEGINNING, said last mentioned line being the
northerly line of the land described in said Certificate of
Title No.UK-65603; thence South 89° 38' West 321.81 feet to
the TRUE POINT OF BEGINNING.
RESERVING the northerly 33 feet and the easterly 33 feet
• thereof for road purposes.
EXCEPTING THEREFROM, that portion thereof described as follows:
Beginnin% at the northeast corner of said Block 22; thence'
South 89 38' West, along the northerly line of said Block 22,
a distance of 144.50 feet; thence South 4° 16' West, parallel
with the easterly line of said Block, a distance of 163.21
feet; thence North 890 38' East, parallel with said northerly
line, 144.50 feet to said easterly line; thence North 4016'
East, 163.21 feet to the point of beginning,
and located on Puente Avenue between Irwindale Avenue and Vincent
Avenue for the purpose of erection of an electrical distribution
substation, subject, however, to the following conditions:

(1) That required land for the widening of Vincent
Avenue and Puente Avenue be deeded to the City of West
Covina. This includes the 111.391 x 163.211 parcel at the
southwest corner of Puente and Vincent Avenues.
(2) That all street improvements outlined in Section 49
of Ordinance No.225 be installed accordingly and meet the
Sapproval of the City Engineer. This includes improvements,
around the 111.391 x 163.211 parcel at the southwest corner
of Puente Avenue and Vincent Avenue.
(3) That a six foot masonry wall be constructed upon the
side and back lot line of the property actually in use as a
substation, as shown on the plot plan for the development of
said property, which plan is by this reference incorporated
herein and made a part hereof, such wall to end at the front
set -back line of the adjoining properties and a suitable chain -
link fence be constructed and maintained across the front of
the area used for a substation.
(4) That no signs other than notice of hazard or identifi-
cation shall be placed on the premises,
i(5). That drainage from the premises be carried to Vincent
Avenue or provide drainage letters from adjacent property owners.
(6) That bonds, fees, and deposits for street improvements
be posted before building permits are issued.
(?) That 251 setback along Vincent Avenue be suitably
maintained with shrubs and lawn, and
(8) That the landscaping be completed within three (3)
years from date hereof.

SECTION 2. The City Clerk shall certify to the
adoption of this Ordinance, and prior to the expiration of
fifteen (15) days from the passage thereof, shall cause the
same to be posted with the names of the members voting for
and against the same in three places within the City, in the
• ordinances in the City manner required by the laws and y of
West Covina, and thirty (30) days From and after the final
passage thereof said Ordinance shall take effect and be in
force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular, meeting of the City Council of the City of West
Covina, on the day of October, 1953, by the affirmative
vote of at least three Councilmen, to wit:
