ORDINANCE NO.268
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, ADOPTING A PRECISE PLAN FOR THE DEVELOPMENT OF CERTAIN
PROPERTIES IN SAID CITY AND AMENDING ORDINANCE NO.147 OF THE CITY
OF WEST COVINA AND THE ZONING SLAP OF SAID CITY PROVIDING FOR A
X CHANCE OF ZONE TO C-1 USES THEREOF (Myers).
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWSt
SECTION 1. WHEREAS, the City Planning Commission has caused
to be prepared a Precise Plan for the development of those certain
properties within the boundaries of the area in said City hereinafter
described, to encourage the proper utilization of such properties; and
WHEREAS, the said Planning Commission did on July 6, 1953, and
.� July 20, 1953, conduct duly advertised public hearings, as prescribed
by law, and duly considered said Precise Plan; and
WHEREAS, by appropriate resolution, the said Planning Commission
duly approved said plan and recommended to the City Council the
adoption thereof and concurrently a change of zone under the provisions
of Section 14 of Ordinance No.147 of said City for the use of said
property for C-1 uses as shown on said plan; and
WHEREAS, the City Council of the City of West Covina did on
August 10,1953, hold and conduct a duly advertised public hearing, as
• prescribed by law, and considered said Precise Plan and Change of
Zone thereat, and adopted and approved said plan and the change of
zone aforesaid, subject to the stipulations hereinafter set forth;
NOW, THEREFORE, the City Council of the City of West Covina
does ordain as follows: That that certain Precise Plan for the develop -
rent of the area hereinafter described within said City and the variance
involving a change of zone for the use of said property for C-1 uses
as in said plan indicated, heretofore approved and adopted by the
City Planning Commission and by the City Council as aforesaid, be and

the same is hereby adopted as an official Precise Plan for the
development of the area hereinafter specifically described, in
conformity with the variance involving the change of zone herein
concurrently approved and under and by virtue of the provisions
of ordinance No.147 of the City of West Covina, as amended, and
.of the applicable provisions of the Conservation and Planning Act
• of the State of California, subject, however, to (1) that the
applicant conform to precise plan adopted for this area; (2) that
all street improvements outlined in Section 49 of ordinance No.225,
including utilities, be installed accordingly and meet the approval
of the City Engineer. This to include sidewalks on Azusa and Rowland
Avenues, and electroleers; (3) that the parking and loading zones
be provided as required by ordinance No.147; (4) that adequate fire
protection service be provided according to ordinance No.237; (5)
that bonds, fees and deposits'be posted before building permits
are issued (6) that a statement,be furnished by the applicant re-
garding disposition of existing buildings on the premises; (7) that
the north and east sides of the property be protected by screening
with a 6' masonry wall; (8) that provision for loading zone in
addition to drive be made according to Section 14-A-3 of ordinance
No.147; (9) that provision for a 7' side yard be made along Azusa
Avenue; and (10) that the driveway width be increased from 18' to
201.
That the boundaries of the areas comprising said Precise Plan
are within the City of West Covina and are more particularly
described as follows:

Portion of Lot No.5 Block No.16 of Phillips
Tract M.R.91 384, in the County of Los Angeles,
State of California.
SECTION 2. The City Clerk shall certify to -.the adoption, -of
this Ordinance and prior to the expiration of fifteen (15) days --
from the passage thereof, shall cause the same to be posted with
• the names of the members voting for and against the same, in three
places within the City, in the manner required by the laws and
ordinances in the City of West Covina, and thirty (30) days from
and after the passage thereof said.Ordinance shall take effect
and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West Covina,
held on the 14th day of September, 1953, by the affirmative vote

three public places -in -said City, to wit; One:at the Police Office,
1444 West Garvey:Boulevard, one in front of the West Covina
School House, and one at the northwest corner of Puente Street
and Lark Ellen Boulevard.
