AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST CO VIVA,
CALIFORNIA, MAKING A CONDITIONAL VARIANCE TO CERTAIN PROVISIONS
OF ORDINANCE NO.147 OF SAID CITY, PURSUANT TO SECTION 15 THEREOF.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. A petition signed by Orvil D.Means having been
filed in the office of the City Planning Commission pursuant to
• Section 15 of Ordinance No.147 of the City of West Covina establish-
ing zones or districts and regulating therein the use of land,
height of buildings and yard spaces, adopted on the 21st day of
January, 1948, asking that a conditional variance be made affecting
the property described in said petition and setting forth the
specific reasons therefor and the circumstances in connection there-
with, and recommendation having been made by the Planning Commission
to this Council, and a full investigation and consideration of the
facts having been made by this Council pertinent to such petition;
the Council determines that there are exceptional or extraordinary
circumstances or conditions applicable to the property involved
and to the intended use thereof that do not generally apply to the
property or classes of uses in the same zone or district in which
• said property is located, and will not be inconsistent with the
general purposes of Ordinance No.147;
This Council, therefore, grants a conditional variance from
the provisions of said Ordinance No.147, but only so far as such
variance is necessary to permit the following described real
property, to wit:
A portion of Lot 171, of E.J.Ba1 dwin's Fifth
Subdivision of a portion of.Rancho La Puente
as recorded in Book 12, pages 134 and 135 of
Maps, records of Los Angeles County,Calif ornia,
described as follows:

Beginning at the most northerly corner of
Tract No.17325 as recorded in Book 430,
pages 10 and 11 of Maps, Records of said
County; thence, along the northeasterly
line of said Tract No.17325 and said line
produced, South 450 42' 40" East 264.05 feet
to the easterly line of said Lot 171 of E.J.
Baldwin's Fifth Subdivision; thence, along
said easterly line North 00 39' 50" East
• 186.50 feet to a line that is parallel with
said northeasterly line of Tract No.173259
distant therefrom 135.00 feet, measured at
right angles; thence, along said parallel
line, North 450 42' 40" West 135.38 feet to
the southeasterly line of Glendora Avenue,
60 feet wide, as shown on map of said Tract
No.17325; thence, along said southeasterly
line, South 440 17' 20" West 135.00 feet to
the point of beginning.
to be used for the purpose of establishing, maintaining and
conducting a funeral parlor and uses incident thereto.
This conditional variance is granted upon the following
terms and conditions:
1. That a solid masonry wall six (6) feet in height
be constructed and maintained at and along the rear of the
property;
2. That the necessary right-of-way for the widening of
• Glendora Avenue shall be deeded to the City of West Covina;
3. That all street improvements specified in Section 49
of Ordinance No.225, including utilities, be installed accordingly
on Glendora Avenue to the satisfaction of the City Engineer;
4. That any future building, driveway or parking area
conform to the Precise Plan adopted for this area.
5. That all parking areas shall be paved with asphaltic
or concrete surfacing so as to eliminate dust.

6. That upon any violation of any of the provisions
of this Ordinance, the uses herein permitted shall cease and
terminate and the property above described shall revert to and
become a part of the zone in which the property is now situated.
SECTION 2.. The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15 )
days
from the
passage
thereof,
shall
cause the same
to be posted
with
the names
of the
members
voting
for and against
the same,
in three places within the City, in the manner required by the
laws and ordinances of the City of West Covina, and thirty (30)
days from and after the final passage thereof said Ordinance
shall take effect and be in force.

I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West
• Covina, held on the 27th day of July, 1953, by the affirmative
vote of at least three Councilmen, to wit:

CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, MAKING A
CONDITIONAL VARIANCE TO CERTAIN PROVISIONS OF ORDINANCE NO.147 OF
SAID CITY, PURSUANT TO SECTION 15 THEREOF", in three public places
in said City, to wit: One at the Police Office, 2193 West Garvey
Boulevard, one in front of the West Covina School House, and one
at the northwest corner of Puente Street and Lark Ellen Boulevard.
