AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST C,OVINA,
CALIFORNIA, ADOPTING A BUILDING CODE, AN ELECTRICAL CODE,
AND A PLUMBING CODE.
THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. That the City of West Covina does hereby adopt
as its Building Code, pages 18 through 326,inclusive, of that certain
document, three copies of which are on file in the office of the
41 City Clerk of the City of West Covina, being marked and designated
as "Los Angles County Building Laws"(Official Compilation) 1953
edition, as amended at the date hereof. Said Code as herein adopted
shall regulate the erection, construction, enlargement, razing,
alteration, repairing removal, moving, use and height of buildings
or structures and each and all of the regulations provisions,
penalties, conditions, and terms of said Los Angeles County Building
Laws on file in the office of the City Clerk are hereby referred to,

adopted and made a part hereof as if fully set forth in this
Ordinance except as hereinafter in Section 4 particularly provided.
SECTION 2. That the City of West Covina does hereby adopt as
its Electrical Code pages 363 through 378, inclusive, of that®ertain
document, three copies of which are on file in the office of the
. City Clerk of the City of West Covina, being marked and designated
as "Los Angeles County Building Laws" 1953 edition, as amended at
the date hereof, which is hereby adopted as the Electrical Code.of

the City of West Covina for the regulation of electrical work within
said City; and each and all of the regulations, provisions, penalties,
conditions, and terms of said Electrical Code on file in the office
of the City Clerk are hereby referred to, adopted and made a part
hereof as if fully set forth in this Ordinance, except as hereinafter
in Section 4 particularly provided,

SECTION 3. That the City of West Covina does hereby adopt
as its Plumbing Code, pages 383 through 494, inclusive, of that
certain document, three copies of which are on file in the office
of the City Clerk of the City of West Covina, being marked and
designated as "Los Angeles County Building Laws" 1953 edition, as
amended at the date hereof, which is hereby adopted as the Plumbing
• Code of the City of West Covina for the purpose of regulating
sanitary plumbing and house drainage in the City of West Covina
and prescribing the conditions under which plumbing may be carried
on therein, and all of the regulations, provisions, penalties,
conditions, and terms of said Plumbing Code on file in the office
of the City -Clerk of the City of West Covina are hereby referred
to, adopted and made a part hereof as if fully set forth in this
Ordinance, except as hereinafter in Section 4 partocularly provided.
SECTION 4. Certain terms used in the Los Angeles County
Building Laws are inserted there with reference to the Government
of the County of Los Angeles. Said terms are not applicable to
the Government of the City of West Covina and for that reason appro-
priate terms are to be inserted in order that applicable officers
and offices of the City of West Covina may perform the functions
required by said Los Angeles County Building Laws. The following
is a table of the equivalent terms to be used throughout said
Los Angeles County Building Laws where designation of County officers
and offices are used:
(a) The term "Unincorporated territory of the County of Los
Angeles" shall mean "Territory within the City of West Covina";
(b) The words "County" or "County of Los Angeles" shall mean
"City" or "City of West Covina";

(c) The title "Division of Building and Safety" shall mean
"The City Council of the City of West Covina";
(d) The title "Bureau of Public Safety" shall mean "The City
Council of the City of West Covina";
(e) The title "Board of Supervisors" shall mean "The City
• Council of the City of West Covina";
(f) The title "Board of Appeals" shall mean "The City Council
of the City of West Covina";
(g) The terms "Building Official", "County Engineer" and
"Administrative Authority" shall mean the "Building Inspector of the
City of West Covina".
In lieu of the charges provided for in Table No.3-A Building
Permit Fees as set forth in Section 303A of the Uniform Building
Code of Los Angeles County, the City of West Covina hereby adopts
the schedule of fees hereto attached and by this reference herein
incorporated and made a part hereof.
The fee schedule provided for in Section 59 of the Uniform
Plumbing Code of Los Angeles County is hereby,adopted by the City of
• West Covina..
Section 14c of the Electrical Code of Los Angeles County is
hereby adopted by the City of West Covina except that the following
sentence shall precede the present Section 14x "No over -head service
shall be installed with less than a one and one-fourth inch conduit,
unless permission therefor shall be granted in writing by the
Chief Electrical Inspector."
Section 16a of the Electrical Code of Los Angeles County is
hereby adopted by the City of West Covina as it appears in said

Electrical Code except that the following sentence shall be added
to precede the present sentence "A circuit breaker panel of not
less than eight circuits shall be installed for each single family
dwelling, unless this provision shall be waived in writing by the
Chief Electrical Inspector."
SECTION 5. All Ordinances or parts of Ordinances in conflict.
herewith are hereby repealed.
SECTION 6, The City Clerk shall certify to the adoption of
this Ordinance and prior tothe expiration of fifteen (15) days from
the passage thereof, shall cause the same to be posted with the
names of the members voting for and against the same in three places
within the City, in the manner required by the laws and ordinances
in the City of West Covina, and thirty (30) days from and after
the final passage thereof said Ordinance shall take effect and be
in force.

I HEREBY CERTIFY thavthe foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West
Covina, on the 8th day of JTurrQ, 1953, by the affirmative vote
of at least three Councilmen, to wit:

AND A PLMMING CODE", in three public places in said City, to -wit:
One at the Police Office, 2133 West Garvey Boulevard, one in
front of the West Covina School House, and one at the northwest
corner of Puente Street and Lark Elle ulevard.
