ORDINANCE NO.248
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST 'COVINA,
CALIFORNIA, ADOPTING A.PRECISE.PLAN FOR THE DEVELOPMENT OF
CERTAIN PROPERTIES IN SAID CITY,.PURSUANT TO.SECTION-14 OF
ORDINANCE NO.147'OF.TIIE CITY OF WEST COVINA, AND.AMENDING SAID
ORDINANCE NO.147.
THE CITY -COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. WHEREAS, Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance, classifies certain properties
described -as the area bounded on the north by Garvey Boulevard, on
the southeast by Glendora Boulevard, on the south by Walnut Creek
Wash and on the west by the extension southerly of Vincent Avenue
as Zone R-A, with potential commercial classifications as defined by
the provisions of said Ordinance No.147 and particularly Section 14,
paragraph.A, subparagraph (1), item (3) thereof•, and
WHEREAS, the City Planning Commission of the City of West
Covina has caused to be prepared a precise plan for the development
of the above described area to encourage the proper utilization of
such properties; and
WHEREAS, the said Planning Commission did on December 17,
1952, and on January 7, 1953, conduct duly advertised public hearings
as prescribed by law and duly considered said precise plan; and
• WHEREAS, by Resolution No.91 the said Planning Commission
on January 21,1953, approved said plan and recommended to the City
Council the adoption thereof subject to the conditions hereinafter
enumerated; and
WHEREAS, the City Council of the City of West Covina did
on February 11,1953, hold and conduct a duly advertised public
hearing as prescribed by law and considered said precise plan thereat
and on February 25,1953, duly adopted said plan, subject to the
stipulations.hereinafter enumerated.

NOW,THEREFORE, the City Council of the City of West
Covina does ordain as follows: That that certain Precise Plan for
the development of the area bounded on the north by Garvey Boulevard,
.on the southeast by Glendora Avenue, on the south by Walnut Creek
Wash and on the west by the extension southerly of Vincent Avenue,
heretofore approved and adopted by the City Planning Commission and
• by the City Council as aforesaid, be and the saiAe is hereby adopted
as an official Precise Plan, under and pursuant to the provisions
of Ordinance N0.147 of the City of West Covina, for the areas here-
inafter specifically described, subject to the following conditions:
(1) That the necessary right-of-way for the widening of4<,'_"'
Glendora Avenue in conformity with the piaster Plan be deeded to the

City of West Covina before any development of the properties affected''`j�
by said plan shall begin;
(2) That all rights -of -way designated on such plan as
future streets shall also be deeded to said City before development
of the properties affected shall begin;
(3) That all improvements required by the terms of Ordi-
• nance N0.225 of said City (Subdivision Ordinance) be installed
accordingly and to the satisfaction of the City Engineer;
(4) That Vincent Avenue as extended shall be one hundred
feet in width.
That Section 3 of Ordinance No.147 of the City of West
Covina, known as the Zoning Ordinance,- adopted January 21, 1948, be
and the same is hereby amended by adding thereto, as a part of the
Zoning Map of the City of West Covina, the following:

The hereinafter described real property,to wit:
All of Lots 1 to 9 inclusive of Tract No.17325
in the City of West Covina, County of Los Angeles, State
of California, as shown on maps recorded in Book 430,
pages 10 and 11, on file in the Office of the County
Recorder of said County; and those portions of Lots 170,171,
• 186 and 187 of E.J.Baldwin's 5th Subdivision in the City of
West Covina, County of Los Angeles, State of California,
as shown on map recorded in Book 12, Pages 134 and 135 on
file in the Office of the County Recorder of said County,
total of said area being described as follows:
Beginning at the most Westerly corner of Lot 1 of said
Tract No.17325;th.dn.c'e North 440 17' 20" East, 608..50 feet
along the -.Northwesterly lines of Lots l to 9 inclusive of
said Tract No.17325, being also the Southeasterly line of
Glendora Avenue, 70 feet wide, to the centerline of the
future street as shown on said Tract No.17325; thence South-
easterly along said centerline, and the Southeasterly exten-
sion thereof, a distance of 195 feet; thence South 44*17,20"
West 2JO12 feet more or less to an intersection with the
Northeasterly line of the Los Angeles County Flood Control
District's Right -of -Way of the Walnut Creek Wash 75 feet wide;
thence Northwesterly along said Northeasterly Right -of -Way
line to an intersection with the Southeasterly line of
Glendora Avenue 60 feet wide; thence North 440 17.' 20" East
1,456 feet, more or less to a point in a line bearing North
450 42' 40" West, and distant 10.00 feet from the point of
beginning;thence South 45*42140" East, 10.00 feet to the

be and the same is hereby excepted from the particular
zone in which such real property has otherwise been
placed and designated by the provisions of this section,
and all such real property and territory is hereby granted
a variance so as to establish said real property and
territory as a part of Zone C-1 under the provisions of
said Ordinance No.147.
That Section 3 of Ordinance No.147 aforesaid be and the
same is hereby further amended by adding thereto, as a part of the
Zoning Map of the City of West Covina, the following:
The hereinafter described real property, to wit:
That portion of Lots 169 and 168 of the E.J..Baldwin's
4th Subdivision, part of the Rancho La Puente, in the City
of West Covina, County of Los Angeles, State of California,
as shown on maps recorded in Book 8, Page 186 of Maps, in
the office of the County Recorder of said County described
as follows:
Beginning at the most Easterly corner of said Lot 169,
• thence Southwesterly along the Southeasterly line of said Lots
169 and 168, being also the Northwesterly line of Glendora
Avenue 60 feet wide, 2478.78 feet more or less, to the
Northeasterly Right -of -Way Line of the Los Angeles County
Flood Control District's Walnut Creek Wash, 75 feet wide;
thence Northwesterly along the Northeasterly Line of said
County Flood Control District's Right -of -Way to an inter-
section with the Southerly, prolongation of the Easterly line

of Vincent Avenue 100 feet -wide; thence Northerly
along said Southerly prolongation of the Easterly line
of Vincent Avenue, to the Northerly line of Lot 169;
thence -Easterly along the said Northerly line of Lot 169
to the point of beginning, excepting therefrom those
portions lying within the bounds of Garvey Boulevard
r100 feet wide and Glendora Avenue 60 feet wide,
be and the same is hereby excepted from the particular
zone in which such real property has otherwise been
placed and designated by the provisions of this section,
and all such real property and territory is hereby
granted a variance so as to establish said real property
and territory as a part of Zone C-3 under the provisions
of said Ordinance No.147.
SECTION 2, The City Clerk shall certify to the adoption
of this Ordinance, and prior to the expiration of fifteen (15) days
from the passage thereof, shall cause the same to be posted with
the names of the members voting for and against the sam'e_in three
places within the City, and thirty (30) days from and after the
• final passage thereof said Ordinance shall take effect and be in
force in the manner required by the laws and ordinances in the City
of West Covina.
I HEREBY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting of the City Council of the City of West Covina
on the llth day of May, 1953, by the affirmative vote of at, least

NO. 248 of the City of West Covina, entitled "AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA, ADOPTING A PRECISE Pla
FOR THE DEVELOPMENT OF CERTAIN PROPERTIES IN SAID CITY, PURSUANT TO SEC-
TION 14 of ORDINANCE NO. 147 OF THE CITY OF WEST COVINA, AND AMENDING
SAID ORDINANCE NO. 147" in three public places in said City, to wit:
One at the police office, 1444 West Garvey Boulevard, one in front of
the West Covina School House, and one at the northwest corner of Puente
Street and Laiik Ellen Boulevard.
