ORDINANCE NO.241
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, MAKING A CONDITIONAL VARIANCE TO CERTAIN PROVISIONS
OF ORDINANCE NO.147 OF SAID CITY, PURSUANT TO SECTION 15 THEREOF.
THE CITY COUNCIL OF TIE CITY OF' WEST COVINA DOES ORDAIN AS FOLLOWS:
SECTION 1. A petition signed by West Covina Church of Christ,
having been filed in the office of the City Planning Commission
pursuant to Section 15 Ordinance No.147 of the City Council.of the
City of West Covina establishing zones or districts and regulating
therein the use of land, height of buildings and yard spaces, adopted
on the 21st day of January, 1948, adking that a conditional variance
be made affecting the property described in said petition and setting
forth the specific reasons therefor and.the circumstances in connection
therewith, and recommendation having been made by the Planning Com-
mission to this Council, and a full investigation and consideration
of the facts having been made by this Council pertinent to such
petition; the Council determines that there are exceptional or extra-
ordinary circumstances or conditions applicable to the property
involved and to the intended use thereof that do not generally apply
• to the property or classes of uses in the same zone or district in
which said property is located, and will not be inconsistent with
• the general purposes of Ordinance No.147;
This Council, therefore, grants a conditional variance from
the provisions of said Ordinance No.,147, but only so far ,as such
variance is necessary to permit the following described real property,
to -wit:
A portion of the South one-half of Lot 8, Block 7, Phillips
Tract,as,per map recorded in Book 9, Pages 3 and 4 of Miscellaneous
Records in -the office of the County Recorder of Los Angeles County,

described as follows: that portion of said Lot 8 lying east
of a line drawn N.31 W. from a point in the center line of
Puente Avenue, distant 637.6 feet west from the intersection
of said center line with the center line of Lark Ellen Avenue,
formerly.Azusa Street, as shown on said map, to a point in the
north line of said Lot 8, excepting the westerly 372 feet
thereof and excepting streets, to be used for the purpose of
establishing, maintaining and conducting a church.
This conditional variance is granted upon the following
terms and conditions:
1. A plot plan of the proposed improvements shall be filed
with and approved by the City;
2. That vehicular ingress and egress to the site shall be
kept at least thirty (30) feet from the intersection;
3. That the necessary right-of-way for the widening of
Puente Avenue and Lark Ellen Avenue as shown on the Master Flan
shall be deeded to the City of West Covina;
4. That all improvements as outlined in Section 49 of Ordinance
No.225, including utilities, be installed accordingly and meet the
• approval of the City Engineer;
5. That off-street parking be provided in a ratio of at least
one parking space for each ten people to be accomodated;
6. That upon any violation of any of the provisions of this
Ordinance, the uses herein permitted shall cease and terminate
and the property above described shall revert to and become a part
of the zone in which the property is now situated.

SECTION 2. The City Clerk shall certify to the adoption
of, this, Ordinance, and prior to the expiration of fifteen (15)
days from the passage thereof, shall cause the same to be posted
with the names of the members voting for and against the same
in three places within the City, 0nd thirty (30) days from and
is after the final passage thereof said Ordinance shall take effect
and be in force in the manner required by the laws and ordinances
in the City of West CovinE
I HER2BY CERTIFY that the foregoing Ordinance was adopted
at a regular meeting -,of the City Council of the City of West Covina
on the 13th day of April., 1953, by the affirmative vote of at
least three Councilmen, to wit:

$,A he is the City Clerk for the City of West Covina, California, and a citizen
of the United States, over the age of 21 years; that on the 15th day of
April, 1953, he posted three copies of ORDINANCE NO. 241 of the City of West
Covina, entitled "_AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA,
CALIFORNIA, MAKING A CONDITIONAL VARIANCE TO CERTAIN PROVISIONS OR ORDINANCE
NO. 147 OF SAID CITY, PURSUANT TO SECTION 15 THEREOF" in three public places
in said City, to wit: One at the Police Office, 1444 West Garvey Boulevard,
one in front of the West Covina School House, and one at the northwest corner
of Puente Street and Lark Ellen Boulevard.
