Ordinance - 240ORDINANCE NO.240 AN ORDINANCE OF' THE CITY OF' WEST COVINA, CALIFORNIA, AMENDING ORDINANCE NO.103 OF THE CITY OF WEST COVINA REGULATING TRAFFIC IN AND UPON THE PUBLIC STREETS WITHIN SAID CITY, BY ADDING THERETO THREE NEW SECTIONS, TO BE MOWN AS .AND NUMBERED ARTICLE IX, SECTIONS 5 AND 69 AND ARTICLE X, SECTION 2, AND REPEALING ARTICLE XIII, SECTIONS 1 TO 6 INCLUSIVE OF SAID ORDINANCE NO.103. THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN .AS FOLLOWS: SECTION,1. That Ordinance No.103 of the City of West Covina, entitled "AN ORDINANCE OF THE CITY OF WEST COVINA,CALIFORNIA,I1AKING CERTAIN PROVISIONS RELATING TO PUBLIC STREETS AND PUBLIC PLACES WITHIN SAID CITY, REGULATING TRAFFIC IN AND UPON SUCH PUBLIC STREETS AND PLACES, AND REPEALING ALL 030INANCES AND PARTS OF ORDINANCES IN CONFLICT THEREWITH", adopted July 13, 1944, be and the same is hereby amended by adding to Article IX thereof a new section to be known as and numbered Section 5 and to read as follows: "'SECTION 5. USE OF STREETS FOR STORAGE OF VEHICLES PROHIBITED. (a) No person who owns or has possession, custody or control of any vehicle shall park such vehicle upon any street or alley for more than a consecutive period of 120 hours. (b) In the event a vehicle is parked or left standing , 0 upon a street in excess of a consecutive period of 120 hours, any member of the police department authorized by the Chief of Police may remove said vehicle from the street in the manner and subject to the requirements of Section 585 and 585.1 of the Vehicle Code of the State of California. " SECTION 2. That said Ordinance N0.103 of the City of West Covina,be and the same is hereby amended by adding to Article IX thereof a new section to be known as and numbered Section 6 and -1- to read as follows: "SECTION 6. PARKING FOR CERTAIN PURPOSES PR0HIBI`1'ED. No person shall park a vehicle upon any roadway for the principal purpose of: 1. Displaying such vehicle for sale. 2. Washing, servicing, repairing, or otherwise working on such vehicle except repairs necessitated by an emergency. 3. Selling therefrom or therein any article,service or thing provided that any peddler or canvasser licensed under the provisions of any ordinance of the City of West Covina may take orders or deliver any commodity from a vehicle on that part of any street immediately adjacent to the premises of any purchaser. " SECTION 3. That said Ordinance No.103 be and the same is hereby amended by adding to Article X thereof a new section to be known as and numbered Section 2 and to read as follows: "SECTION 2. BICYCLE RIDING RESTRICTED. (a) It shall be unlawful to ride a bicycle upon any sidewalk in front of any church or school while persons are entering or leaving or a place of public assembly while such assembly is in progress or in a designated business district upon the sidewalk in front of a place of business. (b) In all other areas, the rider of a bicycle shall give the right of way to pedestrians. (c) The rider of a bicycle on the roadway shall ride -2- as nearly as practicable within five (51) feet of the right-hand curb or edge of the roadway." SECTION 4.' That Article XIII, Sections 1 to 6 inclusive, of said Ordinance No.103 be and the same is hereby repealed. SECTION 5. The City Clerk shall certify to the adoption of this Ordinance, and prior to the expiration of fifteen (15) days from the passage thereof, shall cause the same to be posted with the names of the members voting for and against the same in three places within the City, and thirty (30) days from and after the final passage thereof said Ordinance shall take effect and be in force in the manner required by the laws and ordinances in the City of West Covi_� I HEREBY CERTIFY that the foregoing Ordinance was adopted at a regular meeting of the City Council of the City of West Covina on the 23rd day of March, 1953, by the affirmative vote of 0 at least three Councilmen, to wit: AYES: Councilmen FRANK DELAY BERT C. CITY OF WEST COVINA ROBERT FLOTTEN, being by me first duly sworn, deposes and says: That he is the City Clerk for the City ccf West Covina, California, and a citizen of the United States, over the age of 21 years; that on the 25th dW of March, 1953, he posted three copies of ORDINANCE NO. 240 of the City of West Covina, entitled "AN ORDINANCE OF THE CITY OF WEST COVINA,(CALIFORNIA, AMEND- ING ORDINANCE NO. 103 OF THE CITY OF WEST COVINA REGULATING TRAFFIC IN AND UPON THE PUBLIC STREETS WITHIN SAID CITY, BY ADDING THERETO THREE NEW SEC- TIONS, TO BE KNOWN AS AND NUMBERED ARTICLE IX, SECTIONS 5 AND 61 AND ARTICLE X, SECTION 2, AND REPEALING ARTICLE XIII, SECTIONS 1 TO 6 INCLUSIVE OF SAID ORDINANCE NO. 103" in three public places in said City, to wit: One at the Police Office, 1444 West Garvey Boulevard, one in front of the West Covina School House, and one at the northwest corner of Puente Street and Lark Ellen Boulevard.
