Ordinance - 230-3a ORDINANCE NO., AN OPMINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALI- FORNIA, APPROVING OF THE ANNEXATION TO, INCORPORATING IN AND MAKING A PART OF SAID CITY OF WEST C OVINA CERTAIN UNINHABITED TER- RITORY OUTSIDE THE SAID CITY AND CONTIGUOUS THERETO, ISOWN AS "ANNEXATION DISTRICT NO. 107". WHEREAS., the City Council of the City of West Covina, in due course received a verified written petition signed by not less than • one-fourth of the owners of the area of land described therein and representing not less than one-fourth of the assessed value of said territory according to the last preceding equalized assessment roll of the County of Los Angeles, California; and WHEREAS, prior to the filing with the City Council of said City the proposal for the annexation of said territory to the City 1 of West Covina was submitted to and reported favorably upon tb -the proponents thereof by the Boundary Commission of Los Angeles County with respect to the definiteness and certainty of theproposed boun- daries; and WHEREAS, the City Council did at a regular meeting thereof duly adopt a resolution giving notice of the proposed annexation which resolution specifically described the boundaries of the territory .so proposed to be annexed to the City of West Covina, designating the same as "Annexation District No. 107", and WHEREAS, said resolution and notice were duly published twice, in accordance with law, which said resolution and notice aforesaid gave notice of the day, hour and place when and where any person owning real property within said territory so proposed to be an- nexed, and having any objection to the proposed annexation, might appear before the City Council and show cause why such territory -I- should not be annexed, and said publications were complete twenty (20) days prior to the date of such hearing; and, WHEREAS, the City Clerk did, not less than twenty (20) days, before the public hearing on the proposed annexation cause a written notice of said proposed annexation to be mailed to each person to whom land within the territory proposed to be annexed is assessed on • the last preceding equalized County Assessment Roll available on the date the proceedings were initiated, at the address shown on said assessment roll; and, WHEREAS, the City Council of the City of West Covina set such hearing for not less than fifteen (1.5) nor more than forty (40) days from the date of the adoption of such resolution, to wit, for 8:00 P. X. on September 10, 1952, before said City Council at the City Hall, West Covina, California; and WHEREAS, at the time set aforesaid, to wit, on September 10, 1952, at 8:00 o'clock P. M. of said day, said matter and order to show cause duly came before said City Council at a regular meeting thereof, for hearing, and said hearing having been continued to • September 24, 1952, and no one appearing in opposition thereto and no written protest having been filed against the proposed annexation and good cause appearing therefore; NOW, THEREFORE, the City Council of the City of West Covina DOES ORDAIN as follows: Section 1: That the annexation to the City of West Covina of the territory hereinafter described, which boundary description was submitted to and dzly approved before filing by the Boundary Comr, mission of Los Angeles County as to definiteness and certainty, - 2- and which territory was designated in the resolution and notice of said City Council as "Annexation District No. 107", be, and the same is, approved, and the territory hereinafter described be, and the same is, hereby annexed to, incorporated in, and made a part of the City of West Covina, California. SECTION 2: The territory hereinbefore, referred to, and which . is hereby annexed to and made a part of and incorporated in said City of West Covina, is more particularly described as follows, to wit: All that real property situated in the County of Los .Angeles, State of California, within the following des- cribed boundaries: Beginning at the intersection of the northerly boundary of the City of West Covina with the center line of Valinda Avenue, formerly Vincent Avenue (66 feet wide) and shown as an unnamed street lying between Lots 27 and 28 on map of the 576.50 acre Tract, known as the W. R. Rowland Tract, as per map recorded in Book 42, page 45, of Miscellaneous Records in the office of said recorder; thence northerly along said center line to the southerly line of`the right- of-way (80 feet wide) of the Pacific Electric Railway Company, as"shown on County Surveyor's Map No. 7441 on file in the office of the County Surveyor of said County; thence easterly along said southerly line to a line that is parallel with the westerly line of the tract of land agreed to be conveyed to F. W. Gail by agreement recorded in Book 3353, page 266, of Deeds in the office of said Recorder, and intersects the southerly line of Lot 29 of said W. R. Rowland Tract in a point that is distant westerly thereon 547.08 feet from the southwest corner of said land agreed to be conveyed to Gail; thence southerly along said paral- lel line to the northerly boundary of the City of West Covina; thence westerly along the northerly boundary of the City of West Covina to the point of beginning. Said territory shall be designated "Annexation District No. 107." SECTION 3:. The City Clerk shall certify to the adoption of this'Ordinance, and prior to the expiration of,fifteen (15) days -a- from the passage thereof, shall cause the same to be posted with the names of the members voting for and against the same in three places within the city, and thirty (30) days from and after the final passage thereof said Ordinance: shall take effect and be in force in the manner required by the laws and ordinances in the City of West Covina, and shall file a certified copy thereof with the • Secretary of State of the State of California, and after such cer- tified copy has been so filed, and a certificate of the Secretary of State certifying to its filing has been received by the City of 'Jest Covina, the City Clerk shall file a certified copy of said or- dinance, to which shall be -annexed a copy of the map of said terri- tory, with the following: The County Surveyor of Los Angeles County; the County Recorder of Los Angeles County; the County Assessor of said County; the County Engineer of said County; the Board of Equalization of the State of California, and the Census Bureau of the United States Government. f_&- he y o es ovina ATTEST: 7 City. ler i I'HEREBY CERTIFY that the foregoing Ordinance was adopted at a regular meeting of the City Council of the City of West Covina on the 8th day of October, 1952, by the affirmative vote of at least three Councilmen, to wit: AYES: Councilmen,DC LA I- Vag 14ot7,r4- AAo551bk.AG- 5PEik(-11-46 - 1-1vR3r NOES : H o N -k=- '6 ABSENT: 14 o v14_-- i y Clerrc of the Cify of West Covina Ir FRANK M.JORDAN SECRETARY OF STATE SACRAMENTO I, FRANK M.
