Ordinance - 220ORDINANCE NO. � p >q Jam., Yew AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEST COVINA AMENDING ORDINANCE NO. 117 OF THE CITY OF WEST COVINA, KNOWN AS " THE "SUBDIVISION ORDINANCE OF THE CITY OF WEST COVINA" BY ADDING THERETO A NEW SECTION TO BE KNOWN AS AND NUMBERED SECTION 7A, PROVIDING FOR SERVICE ROADWAYS AND ALLEYS, -AND DECLARING THAT THE PASSAGE OF THIS ORDINANCE IS URGENTLY REQUIRED. THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA DOES OR- DAIN AS FOLLOWS i SECTION 1. That Ordinance No. 117 of the City of West Covina, entitled "AN ORDINANCE OF THE CITY OF WEST COVINA ESTAB- LISHING IN SAID CITY REGULATIONS AND STANDARDS FOR THE SUBDIVISION OF LAND AND FOR THE PREPARATION AND PRESENTATION OF SUBDIVISION MAPS THEREOF", adopted January 23, 1946, be and the same is hereby amended by adding thereto a new section to be known as and num- bered Section 7A and to read as follows: "SECTION 7A. Along major highways, limited access high- ways, or freeways, a service roadway separated from the main traffic roadway by an appropriate and accessible separation strip shall be required, which will provide for access to abutting private or other properties and to other public streets. In lieu of service roads along major highways, an alley or alleys may be required at the rear of properties fronting directly upon any major high- way. Alleys shall be required at the rear of all prop- erties fronting directly upon any secondary highway." SECTION 2. This ordinance is hereby declared to be an urgency measure and shall take effect immediately upon its adoption. The following is a statement of the facts showing its urgency: a i 1r 8 S large number of subdivisions have been submitted to the City of West Covina for approval and in some instances are awaiting approval and numerous other subdivisions are being planned by subdividers in said City which subdivisions involve the laying out of streets and other improvements therein, and the creation of subdivisions in the City of West Covina and the laying out of streets and alleys thereon, contrary to the provisions of this ordinance, would adversely affect or defeat the ultimate plans for a public street system before the same can be prepared and approved in specific and final detail; the City Council of said City therefore hereby finds and determines that for the immediate preservation of the public health, peace, safety, comfort, con- venience, interest and welfare, an emergency exists and this or- dinance,is enacted as an emergency measure and ordinance, and that the same shall take effect immediately upon its passage and adoption and upon the same being posted by the City Clerk in the manner required by law and by the ordinances of the City of West Covina. SECTION 3. The City Clerk shall certify to the adoption of this ordinance and cause the same to be posted in three (3) public places in the City of West Covina.
