Ordinance - 216ORDINANCE NO., 'k I �0 AN ORDINANCE OF THE CITY COUNCIL OF' THE CITY OF WEST COVINA,. PROVIDING FOR THE CREATION OF A RECREATION AND PARK CONXISSION FOR THE CITY OF WEST COVINA AND PRESCRIBING THE DUTIES OF THE MEMBERS THET,!EOF. THE CITY COUNCIL OF THE CITY OF WEST COVINA DOES ORDAIN AS FOLLOWS: SECTION 1.. That a Recreation and Park Department under the. management of an advisory Recreation Commission, consisting of seven members, is hereby established for the City of West Covina. The Recreation and Park Commission members shall be appointed as follows: (a) One member of the City Council of said City to be ap- pointed by the members of said Council; (b) One member of the Board of the West Covina. Grammer • School District to be appointed by the members of, said Board; (c) Two members shall be citizens recommended by the West Covina City Council-; CIS, . (d) Two members shall be citizens: recommended by the - West Covina Grammer School District; .L4A/� ° (e). One member shall be a citizen recommended by the: other six members of said Recreation Commission. Jn+' (f) The Superintendent of the West Covina Grammer School District, the City Coordinator and the:- Chairman of the Planning Commission, shall be r �' exofficio members of the Commission. , At least one of the five citizen -members above referred to shall be of the opposite sex., with the first appointments to be for one, two and three years respectively, and thereafter terms of office to be for three years.. Vacancies in said Recreation and Park Commission occurring otherwise than by expiration of term shall be filled, in the manner herein set forth, for the unexpired term of the Commissioner '. leaving the Recreation and Park Commission. 1. n The=members of the Recreation and Park Commission shall hold at least one meeting in each calendar month, the date and time of each such meeting to be fixed by the membe;rs.. SECTION 2. That immediately after the creation of the Recreation and Park Commission the members thereof shall meet and organize.. They shall elect one of their members Chairman, and provide for and elect such other officers as may be necessary. The Chairman and other -of- ficers shall serve for a term of one year unless re-elected, The Recreation and Park Commission shall have the power to adopt by-laws; and such rules. and regulations as it may require to facilitate its; work, SECTION 3. That the Recreation and Park Commission shall submit • annually, on or before the first day of June, a budget to the City Council - for its approval in whole or in part.. Said budget 'should not only provide for recreational activities for the ensuing year but should also contain estimates and recommendations for such long-term capital outlays as may be necessary to provide for an orderly and coordinated growth of recreational development within the city. SECTION 4, Other duties of the Recreation and Park Commission; . 1. To act in an advisory capacity to the City Council in.all matters pertaining to public recreation in the City of West Covina;: 2. To act in an advisory capacity and to aid the Recreation Director in making plans for, and the actual conduct of, recreational. activities within the city; 3.. To interpret the community recreational program to public officials and to the general citizenship in terms of need and results and toward the end that the recreational program receives adequate; moral and'financial support from public and private sources; 2a 11 C� • 0 4. To aid and advise the City Council in the selection of properly qualified personnel for the conduct of the recreation, program;; 5.. To establish general policies to carry out the purposes for which the Recreation Department is established, 6. To consider and pass judgment upon the recommendations3 coming from any source outside the Recreation Department - espezial- ly if such suggestions involve matters of general p:olicy;, 7. To report fully, through the City Council, to the public all of the activities of the Recreation Department at least once each year and at such other times as may be requested by the City Council; 8. To make such investigations or surveys in the general fi&ld of recreation, or conduct of recreation, in the City of West Covina. as may be requested by the City Council or as may be deemed advisable by the Recreation and Park Commission, and to fully report its: findings and recommendations to the City Council; 9. To plan for the acquisition and development and maintenance of park and recreation facilities in the community. SECTION 5. The officers of the Recreation and Park Commission shall be a Chairman, ai. Vice -Chairman, and a Secretary. Their duties; shall respectively be such as are usually carried out by such officers. Officers shall hold office for one year, or until their successors are elected. The Commission shall by vote set a time for regular meetings which shall be held at least once each month and shall determine the manner in which special meetings may be held and notice given,. A. majority shall constitute a quorum for the transaction of business. SECTION 6. The City Clerk shall certify to the adoption of this Ordinance and prior to the expiration of fifteen (15) days from. 3 M the passage thereof, shall cause the same to be posted with the names of the members voting for and against the same in three: places within the city, and thirty (3.0) days from and after the final passage thereof said Ordinance shall.take: effect and be in force: in the manner required by the laws and ordinances of the City of West Covina..
